1 School District of Rhinelander Board of Education Special Meeting Monday, July 9, 2018 Meeting Notes A special meeting of the Board of Education was called to order on Monday, July 9, 2018 at 5:00 p.m. in the Professional Development Center of the Administration Center, located at 665 Coolidge Avenue-Suite B, Rhinelander, WI. Ronald Counter, Board President, led the Pledge of Allegiance. Roll Call Board Members Present: Judy Conlin, Mike Roberts, David Holperin, Dennis O Brien, Ann Munninghoff Eshelman, Benjamin Roskoskey, and Ron Counter Board Members Absent: Mary Peterson and Duane Frey Also in attendance were Superintendent Kelli Jacobi, Jamie Taylor of the Northwoods River News, and Eileen Persike of the North Star Journal. Declaration of Public Notice The Declaration of Public Notice was printed on the meeting agenda. This notice identifies the public places at which the meeting agenda was posted and/or shared. Announcements from the Board President and/or Superintendent No announcements were made. Citizens/Delegations Mr. Fred Andrist, Oneida County Fair President, asked that the school board support a request from Fair officials for school district staff to volunteer their help at this year's Oneida County Fair. Volunteers are needed before, during, and after the event. It is hoped that several employees volunteer their help from August 2nd-August 5th for any amount of time they are able to give. Report, Discussion, and/or Action Topics Achievement Gap Reduction (AGR) Program Report Teri Maney, Director of Instruction, provided the Semester II AGR Program summary to the school board. Throughout the school year, summaries of the AGR program to the Board are required. The summaries include data relating to student to teacher ratios and reading and math instructional coaching, as well as one-to-one tutoring for students at the universal, on watch, selected, and targeted levels. The Semester II summary indicated overall improvement rates from fall to spring. Moving forward, instructional coaching will be increased and smaller class sizes in grades kindergarten- 1st will be maintained. Fund 10-General Fund Balance and 2019 Referendum Election Fund Balance Marta Kwiatkowski, Director of Business Services, shared the 'Fund 10, General Fund, Projection Summary' for the fiscal years 2018 to The summary provided the Board with projected revenues and expenditures over the six year period. The summary is included herein as 'Attachment A'. Ms. Kwiatkowski can be contacted at (715) ext or kwiatmar@rhinelander.k12.wi.us for more information Referendum Election The Board considered the topic of holding a referendum election in November The school year is last year of the referendum which passed in February That referendum was for $5 million each year for the next three years. Due to the new rules, school districts are no longer able to hold a November election in an odd year (2019, 1
2 2021, etc.). If an election is held in November 2018 and fails, the school board can make a decision to go back to election in April 2019 in an effort to secure revenue for years after The Board of Education has worked very hard to decrease the District s costs and increase the fund balance. The fund balance is projected to be at $21 million at the end of this school year. The average deficit over the next four years is $5,396,163. Since the fund balance is very healthy, it was the Administration s recommendation to offset portions of the next referendum with the fund balance and decrease the amount that will be asked of the electors to approve. Due to the changes in the rules and the limits set on the years we can go to referendum in November, the Administration recommended that the Board approve going to referendum in November 2018 for either $4 million per year or $4.5 million per year for four years. That would decrease the fund balance to approximately $15 million or $17.5 million. The following assumptions were used to determine the proposed referendum amounts: Enrollment will remain steady Pupil categorical aid will be at $630 per pupil (In the current budget it increases to $654 for , however, after 2019 there is no guarantee that the District will receive any amount.) The revenue limit will increase in to $9,700 and in to $9,800. Health insurance increase budgeted at 8% and dental at 5% Staff salary increases budgeted at 2.5% Pupil travel and utilities budgeted at 3% increase No other expenditures were increased Other than the $4 million and $4.5 million per year for four years, Board Member Holperin suggested $4.25 million. This still provides a healthy fund balance and saves in taxpayer dollars. The Board approved a motion for the $4.25 million each year for four years ( , , , ) with Board Members Conlin and O'Brien voting against the amount as they felt the referendum amount of $4.5 million each year for four years was a good option for the school district, as well as the taxpayers Preliminary Budget The preliminary budget for the school year was reviewed and approved. The total anticipated revenue is $41,703,917 and the total anticipated expenditures are $40,273,479. The revenues and expenditures include Fund 10- General Fund, Fund 27- Special Education Fund, Fund 30-Debt Service, Fund 50-Food Service, and Fund 80-Community.
