1 Standard Summary Project Fiche No. HU Title: Reinforcement of institutional and administrative capacity Adaptation and Implementation of the Binding Tariff Information (BTI) and the Binding Origin Information (BOI) Systems in Hungary 2. Location: Hungary (Hungarian Customs and Finance Guard -HCFG-). 3. Objectives: Facilitate legitimate foreign trade by introducing the BTI and BOI systems in Hungary on the basis of dependable customs laboratories. The Accession Partnership, in the framework of its short term priorities, identify the need of reinforcing the administrative capacity and implementation of the customs policy. This priority is confirmed by the National Programme for the Adoption of the Acquis. 4. Description: An essential part of the approximation of Hungary s customs regulations and procedures to the regulations and procedures of the European Union concerns the introduction of the Binding Tariff Information (BTI) and Binding Origin Information (BOI) systems. Both systems depend on the ability to conduct reliable cargo examinations. The establishment of the systems in Hungary is a process composed of several steps concerning, among others, the HCFG central organisation, regional offices, and staff development programmes. It will be completed during a period of about two years. BTI is planned to be introduced in 2000 and BTI in As a priority, HCFG has to enhance the capacity of its central laboratory services and ensure a direct contact to the Brussels systems. In addition, some mobile laboratory units must be set up to allow cargo examinations on the spot. The requirements have been determined in the course of introducing the Combined Nomenclature to customs operations in Hungary The development and implementation of the systems will build on existing HCFG facilities, some of which created with Phare support. A new building for the Central Customs Laboratory is being readied to receive the equipment funded in the frame of HU9510 program. The operation of the BTI and BOI systems will be assisted by the complete data-processing system that was partly funded by Phare. The introduction of the BTI and BOI system requires a major staff development effort. Special training concerning derivation rules is needed. Within the scope of "Twinning" member states' customs administrations offered its assistance. 5. Institutional Framework: The project will be implemented by the HCFG. The project has been designed within the framework of the HCFG Integration Strategy Plan. Activities are in line with the distribution of responsibilities within the Hungarian Government. The HCFG Integration Office will provide general project co-ordination. The implementing Agency for this project is the Central Finance and Contract Unit (CFCU) within the Hungarian State Treasury. The different functions of contracting, tendering, administration, accounting and payment are carried out by the CFCU as defined in the Memorandum of Understanding on the establishment of the CFCU. The HCFG Customs Duty and Tax Department will be responsible for the day-to-day implementation of the project. Implementation and general progress of the programme will be supervised, co-ordinated and monitored by the HCFG Director General of Integration and International Affairs. Twinning activities will follow the standard procedures applicable. 8. 3 12. Investment Criteria: The project will act as a catalyst to mobilise governmental funds for the modernisation of Hungary s customs operations. Substantial national resources will be added to the Phare funds. The sub-projects will be designed in a way that will ensure their sustainability. BTI and BOI will be maintained and operated according to international agreements and valid national custom controlling systems. 13. Conditionality and Sequencing: Co-financing has to be assured prior to the start of the project. The project has to be considered into the national customs controlling system.
