Certified Public Accountants To Ministry of Environment Beirut - Republic of Lebanon World Bank Grant No. TF Independent Auditor's Report We have audited the accompanying financial statement compromising of the Statement of Cash Receipts and Payments by category of Improve Capacity for Environmental Compliance Project for the Period from October 7, 2013 till December 7, We have also audited compliance with the laws, regulations, guidelines and provisions governed by the Grant Agreement for the period from October 7, 2013 till December 7, We conducted our audit in accordance with International Standards on Auditing (ISA). Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement and about whether the Improve Capacity of Environmental Compliance Project has complied with laws, regulations, guidelines and provisions governed by the Grant Agreement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statement. An audit also includes assessing the accounting principles used as well as evaluating the overall statement presentation. We believe that our audit provides a reasonable basis for our opinion. In our Opinion: a. the project Financial Statement (PFS) present fairly, in all material respects, the cash receipts and payments of the Improve Capacity of Environmental Compliance Project for the period from October 7, 2013 till December 7, 2016 and showing cumulative balances as at December 7, 2016 in accordance with the International Public Sector Accounting Standards (IPSAS) under the cash basis of accounting; b. internal control over financial reporting involved in the preparation of replenishments, direct payments, payments through special commitments, and reimbursements i.e. expenditures reimbursed on the basis of statements of Expenditures can be relied upon to support the related withdrawals for the period from October 7, 2013 till December 7, 2016; c. The project was in all material respects in compliance with the laws, regulations, guidelines and provisions governed by the Grant Agreement. Waref M. 5 Note 1: Project Purpose: Notes to the Project Statement of Cash Receipts and Payment Ministry of Environment Improve Capacity for Environmental Compliance Project Project Grant No. TF For the period from October 7, 2013 till December 7, 2016 (Amounts are expressed in US Dollar) The purpose of the Agreement states that the World Bank grants the Lebanese Republic a contribution of maximum US$ 300,000 as participation towards the realization of the project as per the description of the project and the budget. Project Objectives and Description The objective of the project is to improve the environmental compliance of the industrial sector in Lebanon through: (i) institutionalizing industrial audits/ compliance Action Plans (CAPs) by improving environmental standards, regulations and guidelines relating to industrial pollution management; (ii) enhancing the general administrative and technical capacity of the Ministry of Environment (MoE) to better manage industrial audits/ CAPs and programs supporting cleaner production; and (iii) building knowledge among SMEs/ industrial associations to better comply with environmental regulations. The Project consists of the following parts: 1- Environmental Audits: Conducting thorough environmental audits of selected industries to gather the baseline data required to monitor and evaluate project delivery and to design the Compliance Action Plan. 2- Compliance Action Plans: Establishing a system for the development and implementation of Compliance Action Plans to set functions and responsibilities within MoE, and realistic pollution abatement goals. 3- Training and Communications: Developing: (i) training and communication program in consultation with local industry and stakeholder to ensure that concerns are taken into account in the design of the environmental audits and CAP; (ii) a training and communication manual to serve as a handbook for the MoE Staff on the implementation of CAP. 4- Developing Communication Tools: Developing communication tools regarding CAP and making them available to stakeholders in order to ensure dissemination of lessons learned in this project. 3
