2 Dear Fellow CPAs and FCPAs Thank you very much for the opportunity you gave me to serve as your Council Member for the past three years. It is with humility and meekness that I express my desire and interest to serve on the Council for a second term. PROFILE I am the Acting Director of Finance in the Judiciary; before joining the Judiciary in 2014 I served as Chief Accountant at the Energy Regulatory Commission and as a Management Accountant with Heritage Insurance Company Limited. I possess extensive professional experience in Financial Management and Information Communication Technology (ICT) gained in both the public and private sectors I am also a Member of ISACA and a trained Director of Corporate Governance. I have served as Council Member of the Association of Women Accountants of Kenya (AWAK) where I was convener of a subcommittee responsible for Recruitment, Mentorship and Monitoring of academic performance and fund raising for the Needy Girl Child. I am and will continue to be passionate about inculcating and sustaining the culture of integrity, accountability and honesty at my work place, in the accounting profession, and beyond. I enjoy offering services to people from diverse backgrounds and considers myself socially dynamic, agile, outgoing and with an ebullient personality. Over the years, my demeanor has facilitated my easy interaction with many professionals and members of the public at large. I am happily married to Dr. Donald Oyatsi a Consultant in Child Neurology and Lecturer School of Medicine at the University of Nairobi. We are blessed with two sons and two daughters.

Protecting Accountants who stand rm against corruption Draft Whistle Blowing Policy ready for Validation by Stakeholders Recognition of the CPA brand and Visibility of the Institute Supported and passionately encouraged Branches and Devolution.. Internationally, MOUs with ACCA, South Africa Institute of Certi ed Chartered Accountants (SAICA), ICAEW. Opening of South African and UK chapters Recruitment of New members Introduced a 50% discount joining fess to enhance recruitment of members. Numbers grew from 13,500 to 20,000 The underutilized Reduced subscriptions young fees accountants for Senior Citizens (18-35yrs) category Establishment of Trainee Accountancy Practical Experience Framework ICPAK internship programs (TAPET) Youth and Students Affairs Committee created to cater for the welfare, mentorship and continuing learning of young accountants. Mentoring of prospective and young accountants, e.g in Lamu County, 5 Schools at Kabarak 2015 plus Mukumu Girls Encouraged Internship in the Judiciary Transfer of wealth of experience Establishment of a Benevolent Fund to cater for members in the event of death Programmes introduced which are geared towards Enhanced Capacity Building Opportunities to speci c membership and continued review of CPD calendars and events for needs of members in all segmented areas. By encouraging devolution the Accountancy services through branches has helped to get rid of rogue accountants and enhancing Fiscal Disciple in Financial Reporting.

4 SUITABILITY FOR COUNCIL ELECTION REASONS FOR SEEKING RE-ELECTION I have represented the Institute in several events both locally and internationally. I was a Member of the Public Policy and Governance Committee and Professional Standards of the Institute in Currently I am the Convener of Public Sector Committee. Advocate for Multiple Licenses Will aggressively push for the amendments of the Accountants Act with speed to allow for multiple licenses that will open up business at different levels of the profession, i.e. Book-keeping services, Tax consultants, Business valuation licenses, Forensic Audits, Receiverships and liquidation business advisory etc. Focus on Members Welfare If re-elected, together with Public Sector Committee I will continue to engage with the various stakeholders e.g SRC, Public Service Commission, with a view to addressing issue of payment of non-practicing allowance, and seek to enhance sitting allowance for members of Board Audit Committees in the recently advertised Audit Committees in the Public Sector. Branch Enhancement and Empowerment I will spearhead the establishment of physical branch contact of ce for the eight remaining branches based on a devolved structure in line with the Constitution of Kenya Enhance the Whistle Blowing Mechanism I will advocate for ICPAK to acquire a special protective unanimous reporting platform (Software) in order to protect whistle blowers both in the private and Public Sector, as part of ful llment of my campaign pledge to protect witnesses and preserve evidence of any white collar criminal activities within the profession. Advocate for Strategic Partnership I will strive to encourage ICPAK to form strategic partnerships with likeminded professional bodies such as the Law Society of Kenya (LSK), ICPS, KMA. It is my hope that such strategic relationships and institutional linkages will boost ICPAK's pro le and bene t from professional advice from these bodies.

5 Establish a working Framework with Ministry of Education I will advocate for the establishment of a working framework with Ministry of Education in terms of: a) Advocating for the registration of all school bursars as ICPAK members. The Cabinet Secretary for Education has indicated his willingness to include them in Ministry's payroll. The success of this policy will enhance professionalism in all our schools, especially with regards to Financial Management. b) Advocate for outsourcing of audit work for both Secondary and Primary Schools to auditing Firms to minimize collusion and enhance Accountability for funds in schools. Advocate for ICPAK representation in all the 47 County Budget Economic Forum (CBEF) The CBEF is mandated by the Public Finance Management (PFM) Act which states that counties shall create these forums in order to provide a means for consultation by the county government on: preparation of county plans, the County Fiscal Strategy Paper, and the Budget Review and Outlook Paper for the county; and matters relating to budgeting, the economy and nancial management at the county level. I will work with all the stakeholders in initiating suitable proposals for implementing this provision since the existing CBEF's terms will come to an end with the elections in August this year.
