4 4 1 DOCUMENT PURPOSE To justify funding allocation to undertake the South West Corridor Study (Oxley Road) in conjunction with the Transport Plan for Brisbane (TP4B) deliverables. The purpose of the project is to assess the long term transport planning needs of Oxley Road. A range of options will be developed and evaluated to identify a strategic multi-modal transport solution for Oxley Road while supporting future land use and community outcomes. 2 PROJECT SUMMARY Summary Information South West Corridor Study Project Name: South West Corridor Study (Oxley Road) Program Name: Transport Plan for Brisbane Service Name and Number: Corridor Study Asset Owner: Transport Planning & Strategy Divisional Manager: Barry Broe Delivery Divisional Manager: (if City Projects Office are delivering) Project Owner: Graeme Read Proposal Author: Stephen Blore Background: The South West Corridor Study has been identified as an outcome of the Transport Plan for Brisbane (TP4B). This study will align with the Moggill Road Corridor Study being undertaken by TP&S, as well as the Ipswich Motorway Upgrade Study (Darra Rocklea) by TMR. It forms the final link in the major road network planning for the south-western suburbs of Brisbane, while feeding into the Indooroopilly, Sherwood/ Graceville and Oxley/ Darra Neighbourhood Plans. The project would continue on from the existing condition report undertaken by TP&S officers during the course of Project Need: The South West Corridor Study has been identified as an outcome of the Transport Plan for Brisbane (TP4B), to be delivered during the period. It aligns with the emerging communities in the area to ensure the growth areas have adequate connections to the strategic road network. The South West Corridor Study is required to be undertaken prior to the end of 2012 if it is to be consistent with the TP4B, and will assess the long term transport planning needs to achieve a multi-modal transport solution for Oxley Road while supporting future land use and community outcomes. The outcomes of the study will feed into the Indooroopilly, Sherwood/ Graceville and Oxley/ Darra Neighbourhood Plans. Oxley Road is a key link in the western suburbs of Brisbane, as it forms one of only two river crossing locations PMT003 Project Budget Proposal 4 of 13

5 5 for general purpose vehicles west of the Go Between Bridge. It forms the final link in the major road network planning for the south-western suburbs of Brisbane. The study aligns with a number of key projects and plans: Moggill Road Corridor Study Indooroopilly Roundabout Upgrade Radnor Street reconstruction Walter Taylor Bridge duplication Pannard Road connection Ipswich Motorway Upgrade (Darra to Rocklea) Study by TMR South Brisbane Area Study (SBAS) by TMR Road widening in accordance with Council s Road Planning Notes (RPN) The study will address a range of social, economic, environmental (built and natural) and political issues while striking a balance between best practice and value for money. With the Walter Taylor Bridge nearing the end of its operational life and functioning above its capacity, the issue of river crossings is vital to achieving the outcomes of this study. Through increasing use of alternative modes, the Transport Plan for Brisbane ( ) aims to achieve more sustainable travel behaviour and an acceptable level of service on the road network. While all efforts have been made to encourage clean and green modes of transport, realistic targets have been set. Staff, time and resource allocation is required for the project to be completed within timeframes and of an acceptable quality. Project Scope: The South West Corridor Study seeks to identify and assess a range of corridor upgrade options to support the function of Oxley Road within Brisbane s road hierarchy up to the year Requirements will be identified to achieve a high level of connectivity, safety and efficiency for all modes while addressing the social, environmental (built and natural), and political issues relating to Oxley Road. A number of reports will be produced at key milestones within the project and circulated to relevant stakeholders for approval. This proposal timeframe and budget will include all project meetings, presentations, data collection, design analysis, preparation of concept drawings and high-level budgetary cost estimates. 3 PROPOSAL 3.1 SOLUTION OPTIONS FOR CONSIDERATION PMT003 Project Budget Proposal 5 of 13

6 6 3.2 PROJECT OBJECTIVES AND KEY DELIVERABLES The objectives of the study are to ensure the project aligns with Council s strategic objectives and transport planning programmes. The project objectives are as following: Improve freight and general traffic movement Provide improved access to, and facilities for public transport Improve safety for all travel modes Improve the reliability of travel times for all modes Provide capacity to accommodate existing and future traffic demands for the upgrade design horizon of 2031 PMT003 Project Budget Proposal 6 of 13

7 7 Reduce and manage traffic congestion Provide improved facilities for cyclists and pedestrians Improve access to the corridor improve the transport-related interactions between the differing land uses Address existing deficiencies in the existing local road network Minimise property acquisitions Minimise design, construction and operational impacts Maximise opportunities to future proof the corridor up to and beyond 2031 Improve amenity and community outcomes The study will identify Trunk Infrastructure that will feed into Council s Priority Infrastructure Plan (PIP2) and Infrastructure Charge Schedule under the Sustainable Planning Act The key deliverables for this project are: Existing Condition Report Agree on preliminary list of options Preliminary Report of Options Assessment Draft Corridor Report Final Corridor Report 3.3 RISKS The key risks to this project are: Risks Risk Rating PMT003 Project Budget Proposal 7 of 13

8 8 3.4 DEPENDENCIES, ASSUMPTIONS AND CONSTRAINTS Dependencies Recent and relevant population and employment data Modelling results from TMR regarding the Ipswich Motorway Upgrade (Darra to Rocklea) Timing and impacts the Ipswich Motorway upgrade will have on Oxley Road Timing and impacts the Centenary Motorway upgrade will have on Oxley Road Timing and impacts Moggill Road upgrade will have on Oxley Road Timing and impacts Sherwood Road upgrade will have on Oxley Road Impacts the Sherwood Bus Depot will have on Oxley Road Direction on the possible duplication of the Walter Taylor Bridge The Oxley Centre Transport Assessment Resources (staff & technological) Sign off of documents at key milestones by project owner Assumptions 50% of the project officers time will be allocated to this project (time may vary due to demands from other projects) Additional staffing allocation may be required at key stages within the project. 9 9 Future phases of the project will not proceed until sign off has been obtained by the project owner at key milestones identified in the project schedule (project manager will not be held liable for any extensions to the project schedule due to delays at the sign off stage) Quality, cost and/ or timeframes will be affected if the project scope is changed at any point during the project lifecycle, and will not be accounted for from the outset Flooding provisions will be in-line with those set out by TMR for the Ipswich Motorway Upgrade (Darra to Rocklea) as this is upstream of the study area Constraints Exclusions RTI Release PMT003 Project Budget Proposal 9 of 13

A multi modal approach will provide opportunities for the community to consider alternative modes of transport to reach their destinations. Travel behaviour programs could assist in this outcome being achieved Effective road networks Well-designed and responsive built environment Active and healthy communities The project will improve the road network deficiency in the southern and western suburbs by improving north-south connection of suitable standard and capacity The project will reduce vehicle damage caused by sub-standard road conditions, improve road safety generally and enhance the protection of the native wildlife and vegetation The design will encourage cycling and walking as a mode of transport Connected and engaged communities The project will improve connections between communities around the city, through improved public and active transport 3.7 BUDGET ALLOCATION Cash Flow Estimates Financial Year 2011/ / / / /16 Total Capital Expense Total Cost Estimate Revenue/Savings The basis of the budget allocation for the study has been provided by Transport Planning & Strategy Branch management. The funding is allocated towards the Corridor Studies outlined in the Transport Plan for Brisbane There are no contingencies factored into this allocation, however additional funding may be allocated if justification for it can be provided. It is highly likely that more funding may be required to get the study completed prior to the end of the 2011/12 financial year. PMT003 Project Budget Proposal 12 of 13

Meeting duration will be 60 minutes, unless advised otherwise. Where Project Control Group meetings are not required, the Project Manager will advise project control group members of the cancellation. The project control group will review the project s performance every month, unless otherwise determined by the Project Control Group chairperson. The Project Manager is required to attend the meetings when their project is being reviewed. The Project Control Group consists of various stakeholders in the following roles: Principal, Strategic Transport Planning Manager, Corridors Team Project Manager The group is responsible for project governance, strategic advice and to oversee the delivery of the project objectives in terms of scope, time, cost and quality. Prior to the meeting the Project Manager will be responsible for submitting the following documentation to each member of the project control group: A monthly report including an updated Gantt chart, cash flow and risk status The most recent PCG Meeting Minutes Standing agenda items for the project control group meetings shall include: Project Status; Key Issues; Program; Budget; Key Risks; PCG Decisions.
