As some of you are aware, we were getting some errors on the new EP s during our classes. The vendor is currently in the midst of resolving this issue for us. In order for us to get some more usage time on the EP s to make sure the solution has actually worked, before we send them out to the polls, we are offering to pay any poll worker who did not attend the Station Training already, to come in for Open Practice and we will pay them the standard $20 if they practice on the electronic poll books while they are here. Please make sure you sign in at the first classroom in order to receive the training compensation. Many of our poll workers state that it s just as easy to key in the voter s name rather than to try to use the camera. This is fine if you prefer to bring up the name this way. Just make sure you choose the correct voter then check address, and whether there s a Jr. or Sr., etc. We have identified 3 precincts to be issued 2 Electronic Poll Books each, based on voter registration totals, turnout history, etc. These precincts are Jeff-A, Man 1-D, and Man 1-E. The only thing different in setting up these EP s is the fact that you have to set up your network connection the whitish TP-link by plugging it into the AC power and turning the link on first. Your Rover should be able to help you with this if you have problems. General Election date is Tuesday November 3, 2015 Please keep our cell phone numbers handy in case you have an Election Eve emergency and can t work the polls. Again, we ask that you contact the office during regular office hours at Our cell numbers are: for Paulette (Democrats) and for Bill (Republicans). If you haven t been assigned yet, there s still a very good possibility that you will be called. Usually the last few days, starting with Saturday October 31 st through the actual morning of the Election, we get over 20 cancellations and have to scramble to replace these workers. We have no control over the last minute problems which may arise, such as illness, family emergencies, etc. We ask that you not make plans and keep your schedule cleared for Election Day. We sometimes even have a poll worker become ill at the polls and we must replace them during the actual day of the Election. We greatly appreciate our sub workers who fill in for us at the last minute, and try to ensure that we regularly place them in future Elections, as a way of showing our appreciation.

2 2 Miscellaneous Reminders for November Election A military ID is the only form of ID which does not have to have the voter s address Don t turn anyone away from voting if in doubt allow them to vote a Provisional ballot A Confidential voter is a registered voter, usually a Law Enforcement Officer, who wishes to keep their residence address out of the public realm. We only have these type of voters in 2 precincts at this time Mon-A and Man 1-D. Please note that their address on driver s license does not need to match the address in the EP. Their address on the hanging list has been redacted. We have been unable to add a second field on the EP s for a second password. Therefore, we ask that the PJ enter the first 3 digits of the Supervisor password (from front of white envelope in small election night bag), and the PA should enter the last 3 digits. This will fulfill the requirement that one worker of each party enters the password. If your precinct has a VIP assigned, please rotate this worker & have him/her get some practice as a regular poll worker at any of the precincts within the Vote Center. Attention PJ s please see checklist on page 4 & make sure you contact the polling place for access Monday & Tuesday and contact your poll workers with Monday set-up time, food arrangements, etc. Call our office with your Monday set-up time so that we can compile our Rovers schedules. If your PJ doesn t contact you, please call your PJ. No 17 year old voters in a General Election. This only applies in a Primary. Even if your precinct has write-ins, you still answer No to the question Print Write-Ins when you re running your reports on the TSX s. We have about brand new poll workers for this Election. Please rotate duties during the day so that they get to learn the different procedures. We have not placed more than one new worker in a precinct.

3 3 PROVISIONAL VOTING REVIEW A Provisional ballot is a ballot issued to a voter for various reasons, and is not counted Election Night with the Unofficial Count. We have 10 days after the Election to verify that the voter is in fact registered in Richland, or another county in Ohio, and also to verify that the voter did not vote in any other county or precinct. If the Provisional is determined by our board to be valid, the ballot is counted with the Official Count which is conducted days after the Election. A voter must vote a Provisional ballot for the following reasons: If a voter moved, but failed to update their address with the Board of Elections If a voter does not have proper ID with them If a voter is registered in another county in Ohio, but has not registered in Richland If a voter is flagged in your database as having voted absentee, but appears at your polling location and insists they did not vote absentee If a voter has changed their name, and does not have court documents verifying the name change (form 10-L), they must vote Provisional even if they have not moved out of their precinct If a voter insists they should be registered in your precinct, but are not in your database If you have informed the voter of their correct precinct, but they refuse to go to the correct polling location (form 12-D) ISSUING A PROVISIONAL BALLOT o MUST VOTE ON PAPER BALLOT o IF YOUR PRECINCT HAS SPLITS, MAKE SURE YOU CHOOSE CORRECT SPLIT NUMBER o ENTER BALLOT STUB NUMBER IN ELECTRONIC POLL BOOK ON KEYPAD o USE GREY ENVELOPE HAVE VOTER FILL OUT ALL SECTIONS AND SIGN o GIVE THE VOTER A MARKING PEN, AND DIRECT THEM TO THE PRIVACY SHIELD TO MARK THEIR BALLOT o EITHER THE POLL WORKER, OR THE VOTER, PUTS THE SEALED GREY ENVELOPE WITH BALLOT INSIDE, IN THE TOP SLOT OF RED PAPER BALLOT BAG o ISSUE EACH PROVISIONAL VOTER A HOTLINE NOTICE (FORM 12-H) Remember, a voter who moved and changed their address with the Board of Elections, but has not changed their address on their Driver s License, votes a regular ballot NOT a Provisional Grey Envelopes are used for Provisionals, Gold Envelopes are for Curbside, Paper Ballot on Request does not need an Envelope.
