Municipal Systems Act (MSA) s 46 Need for Annual Report inclusive of performance report, audit report, and financial statement. Municipal Finance Management Act MFMA Chapter 12 Purpose of the Annual Report, and oversight report.

4 PURPOSE OF THE ANNUAL REPORT Provide record of the activities of the municipality and entities for the Financial Year ANNUAL REPORT Report on performance of service delivery and budget implementation for the financial year Promote Accountability To reduce the additional reporting requirements that will otherwise arise from Government Departments, monitoring agencies, and financial institutions (Not the case in Practice)
5 COMPULSORY INCLUSIONS Inclusions in terms of Section 121 of the Municipal Finance Management Act of South Africa The Annual Financial statements or consolidated Annual Financial statements The Auditor-General s audit report The Annual performance report of the municipality; An assessment of the arrears on municipal taxes and service charges An assessment of the Municipality s performance against the measurable performance objectives Collection from each revenue source Corrective actions Explanations to clarify issues on financial statements Recommendations from the Municipality s Audit Committee
