4 NDCs in the Paris Agreement Each Party shall prepare, communicate and maintain successive NDCs; Parties shall pursue domestic mitigation measures aiming at achieving the objectives of their NDCs; NDCs will: NDCs in the Paris Agreement Represent a progression beyond the NDC Reflect highest possible ambition Mitigation co-benefits can contribute to mitigation outcomes Reflecting CBDR+RC, in the light of different national circumstances Developed countries should continue taking the lead (QAERT) Developing countries should continue enhancing their mitigation efforts, towards EWERT over time LDCs/SIDS may prepare strategies, plans and actions for LEDS Support shall be provided to developing countries for NDC implementation

6 INDCs to NDCs Communicating NDCs Parties shall communicate their first NDC no later than when the Party submits its respective instrument of ratification, accession, or approval of the Paris Agreement; Communicated INDC will become the first NDC, unless Party decided otherwise; NDCs will be recorded in a public registry maintained by the secretariat; NDC Registry SBI will develop modalities and procedures for the operation and use of the public registry; The secretariat is developing an interim registry, which will be deployed before and launched at the May sessions of the SBs
7 INDCs to NDCs Communicated INDC 161 INDCs by 189 Parties (96.4% participation/94.6% CO2) Key messages from INDCs (from the Synthesis Report) Significant increase in the number of countries taking climate action (often national in scope) NDCs are expected to deliver sizeable emission reductions and slow down emissions growth in the coming decade. Emission levels do not fall within least-cost 2 C scenario levels. Achieving 2 C or 1.5 C depends on enhanced reductions before and after 2030 and on long-term changes in key social, economic and technology drivers Secretariat is currently updating the synthesis report on the aggregate effect of INDCs communicated by Parties until 4 April 2016 (publication 2 May 2016)
8 Next steps NDCs - communication First NDCs Due when Parties submit their instrument of ratification INDCs should be considered first NDCs (unless the Party decides otherwise) Parties may apply guidance on accounting Second NDCs Due in 2020 as well as long-term LEDS To be informed by the 2018 facilitative dialogue Should apply guidance on accounting Subsequent NDCs Due in 2025 and every five years thereafter Common timeframes likely to apply (e.g. same starting and end year for all) To be informed by the relevant stock-take
