We planned educational activities for the Junior Board of s, and sponsored two Youth Tour programs that took place in teamboat prings, CO, and Washington, D.C. For the last two years G&T staff have been actively involved in finding ways to mitigate the listing s impact on electric ratepayers. In early May, the Administration announced that the lesser prairie chicken is no longer considered a threatened species. Electric cooperatives, along with the National Rural Electric Cooperative Association, from across the nation spoke out against the expanded Clean Water Act during the public comment period last fall, and in October a federal appeals court issued a nationwide stay that temporarily blocks the enforcement of WOTU. Increase Needed This spring, the board engaged a consultant to prepare a study of the cooperative s costs of providing electric service and the rates charged for this service. The purpose of this study was to determine the revenue needed to cover the cooperative s operating expenses and debt obligations and to examine the equitability of rates among the various customer classes. This study showed that overall electric rate revenues should be increased by $60,89 or 3.77 percent. The proposal, if approved by the Board of s, will become effective on August, 06. This increase is needed to cover increased expenses for wholesale power, building and repairing the electric distribution facility, wages and benefits, and the overall cost of doing business. Change ummary One of the goals of this change is to consolidate the rates paid by members in the native Lane-cott Electric Cooperative division (native) and the territory previously served by Aquila and then Mid-Kansas Electric Company (). The cooperative has maintained separate rate structures for the two divisions since the Aquila territory was acquired in 007. In order to be more equitable, the proposal will reflect the same rates for members located in both territories. This will ensure that all Lane-cott members are contributing the appropriate amount of revenue to cover the costs of providing electric energy. The amount of the rate change will vary by customer class. The cost to provide service varies with each customer class depending on the size of the loads and the relative level of consumption. Based on the current rates and the costs to provide service, the costof-service study showed that some classes needed more of an increase than others to cover the cooperative s cost of providing service. The tables give a more detailed explanation of the current and proposed rates for each class. Fixed Charges One part of the proposal is to increase the monthly customer and demand charges. A portion of the cooperative s costs are the same for all customers whether they use 50 kwh per month or,000 kwh per month. Property Tax Adjustment The proposal also includes the implementation of a Property Tax Adjustment (PTA) to be applied to all electric service. The cooperative pays property taxes to the various taxing districts and counties in which the cooperative owns electric plant. 4 Class Division chedule Current Test Year ECA () Net Change Proposed in these taxes in a timely manner, any changes to the amount of expense included in the current rates will be recovered on a separate line item for electric service. The current amount of property tax included in the proposed rates is $643,668. Whenever annual property tax expenses exceed this base amount, the difference will be recovered through the PTA on your monthly bill. Alternatively, if there is a decrease in the property tax expenses, this amount will be refunded through the PTA on your monthly bill. What Can You Do To Reduce Your Electric Bill? Reducing the cooperative s wholesale power costs is the most significant action that can keep your electric bills low. You can help by voluntarily shifting some of your electric use to the morning or late evening. This will reduce the amount of power we have to buy on peak, which will help to lower power costs year round. You could also reduce your home s energy use by conducting an energy audit. For the last two years G&T staff have been actively involved in finding ways to mitigate the listing s impact on electric ratepayers. In early May, the Administration announced that the lesser prairie chicken is no longer considered a threatened species. Waters of the U.., also known as WOTU, is yet another regulation that demonstrates the importance of unflower s and Mid-Kansas roles in protecting the interests of Lane-cott and our members. WOTU significantly expands the reach of the Clean Water Act, and the number of classified stream miles in Kansas increases from 30,60 to more than 50,000 miles. Electric cooperatives, along with the National Rural Electric Cooperative Association, from across the nation spoke out against the expanded Clean Water Act during the public comment period last fall, and in October a federal appeals court issued a nationwide stay that temporarily blocks the enforcement of WOTU. From 950 to that s 66 years and, yes, that s a lot of annual meetings. This past year was a success, even though we experienced a decrease in revenue of approximately $.4 million. This was largely driven by a 4.6 percent decrease in kilowatt-hour sales, primarily due to lower energy demand by our large industrial customers. With our diligent efforts to control costs, we still closed the year with operating margins of more than $37,000 and met all of our financial loan covenants.
