2 Alberta Treasury Board and Finance Budget Development and Planning Overview The Ministry of Treasury Board and Finance focuses on accountability, financial management, controllership and human resource administration, as well as regulates Alberta s financial, insurance, pensions, liquor and gaming sectors. The Budget Development and Reporting Division provides advice and recommendations on ministries operating and capital budgets, including new spending proposals, and monitors ministries activities to identify fiscal plan implications. The division leads the development of the Government of Alberta s budget and quarterly reporting to the public. This division also provides secretariat support for Treasury Board Committee. For further information, visit our ministry website: Position Summary Your strategic leadership and direction will be key to delivering an effective framework for strategic government budgeting and spending in a complex environment. You will play a key leadership role in modernizing the way government budgets and plans, including through the effective implementation of a new ERP. In this role you will provide advice, recommendations and briefings to the President of Treasury Board and Minister of Finance and the ministry executive on all areas of government spending. You will collaborate with stakeholders across all ministries to support the development and implementation of budgets that align with Treasury Board s overall priorities. As lead for the overall budget development functions you will support the Assistant Deputy Minister on key initiatives as well as day to day operations. Major Accountabilities Providing strategic options, policy advice, briefing papers, and recommendations to the President of Treasury Board and Minister of Finance, Deputy Minister of Treasury Board and Finance and Assistant Deputy Minister, Budget Development and Reporting on a range of fiscal issues. Attending Treasury Board Committee meetings and presenting briefings on corporate budget and business planning issues. Leading the modernization of budgeting processes for the Government of Alberta in collaboration with all government ministries and Senior Financial Officers. Leading and coaching a management team who support and provide advice to all ministries on budget objectives. Establishing relationships and effective communications with ministries to promote strong accountability practices including improvements to budgeting and implementing changes in budget policies, decisions and reporting. 3 Providing leadership in committees and contributing to cross ministry initiatives in support of the corporate goals of government. Managing financial and human resources effectively to lead activities contributing to the achievement and build a high performing team. Authorities The Senior Executive Director is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities including: Fiscal Planning and Transparency Act Financial Administration Act Government Organization Act Public Service Act Freedom of Information and Protection of Privacy Act Appropriation Act(s) Organization Reporting to the Assistant Deputy Minister the Senior Executive Director is accountable for leading and supporting the modernization, development and implementation of ministry budget processes. Financial and Human Resource Management The Budget Development and Reporting Division s staff complement is 40 full time equivalents, with an operating budget of $5 million. Contacts Contacts include the President of Treasury Board and Minister of Finance, the Treasury Board Committee, the Deputy Minister, the Controller, Assistant Deputy Ministers, other Executive Directors and staff within the ministry, senior officials, and senior staff in other government departments and agencies. Issues / Challenges Early identification and timely resolution of a wide variety of ministry specific and cross government issues that affect the fiscal plan, while ensuring a focus on the long-term goals of budget modernization. Developing, coaching and mentoring a team with a commitment to support an environment that enables staff to achieve results and build organizational capacity for the future. 4 The Person (1) Knowledge/Skills/Experience Related senior leadership experience in developing budget and planning frameworks and public sector reporting practices. Significant experience in a senior advisory role including experience with public sector committees and executive staff. Demonstrated knowledge of business, financial, and operational planning and accountability processes. Ability to lead and manage change and negotiate innovative solutions to complex issues and challenges. Demonstrated abilities in building positive relationships, collaborations and effective partnerships while balancing stakeholder needs and interests. Proven project management experience and analytical, problem solving and decision-making abilities. Exceptional interpersonal skills including verbal, written, listening and negotiating. Experience in coaching, mentoring and team building with a commitment to support an environment that enables staff to achieve results and builds organizational capacity for the future.
