This first PIR used data fr the first six mnths fllwing implementatin, then annualized savings t determine if the Pstal Service increased efficiency by cnslidating riginating mail prcessing peratins frm the Wheeling WV PO t the Pittsburgh, PA P&DC. The AMP was apprved April 27, 2010 and mved riginating peratins fr the ZIP Cde 260 t Pittsburgh, PA P&DC withut mdificatins t the perating plan. The transfer f vlumes t the Pittsburgh, PA P&DC was cmpleted n July 1, The Wheeling PO is a leased facility lcated apprximately 64 miles frm the Pittsburgh, PA P&DC. 7 Pittsburgh P&DC Fiscal Quarter After AMP Fiscal Quarter /0 The drp in custmer scres is attributed t the custmer satisfactin measurement system in FY09 was CSM and in FY10, it changed t CEM. These tw measurement systems have different parameters f measurement, therefre cannt be used fr a cmparisn basis t each ther. Transprtatin Changes: The apprved AMP prjected an annual transprtatin cst f $73,573. The PIR prjects an annual savings f $1,544,287 The Pittsburgh PVS went under the MOU in August the reductin in hurs and miles is a result f this CSI pilt. The decrease has nthing t d with the AMP. Staffing Impacts: There is a net reductin f 49 craft and 7 EAS psitins. Lcal initiatives invlving staffing/scheduling study impacts and the retirement incentive in the Fall f 2009 has cntributed t the larger than expected cmplement reductin. Maintenance Impacts: The AMP prjected net annual maintenance savings f $11,820 with the cnslidatin f the peratins. This savings was attributed t the Wheeling PO lsing 1 emplyee in Functin 3B and assciated labr and nn-persnnel csts. The first PIR indicated an actual savings f $1,555,654. The AMP study represented the cnslidatin f peratins and the PIR reflects all current peratinal changes during the review perid. Space Impacts and One Time Facility Csts: The AMP identified a ne time cst f equipment mves and the first PIR identifies n equipment mvest. Other Cncurrent Initiatives: The AMP prpsal t mve riginating Wheeling PO vlume t the Pittsburgh PA P&DC prjected a ptential annual savings f $696,106. The first Pst Implementatin Review after implementatin annualized savings as $11,618,074. Vlume lss at the Wheeling PO and Pittsburgh PA P&DC drve cmplement reductins thrugh varius effrts, such as early retirement incentives The savings assciated with this AMP need t fcus n reductins f cmplement. Based n the apprved AMP, Wheeling PO was expected t reduce craft staffing by 6 psitins.
