JHARKHAND CONTRACTUAL VACANCY NOTICE No 1277 Date:12/09/2014 The state government of Jharkhand is implementing IDA (World Bank) Assisted Centrally sponsored ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP) in 12 selected districts, namely West Singbhum, Lohardaga, Garwah, Palamu, Latehar, Chatra, Koderma, Giridih, Dhanbad, Godda, Dumka, and Pakur. All ICDS projects and the Anganwadi Centres (AWCs) operational in the aforesaid districts are covered under ISSNIP. To support and manage the project implementation, a State Project Management Unit (SPMU) has been set up within the Directorate of Social Welfare. The Directorate seeks to hire a team of Consultants with expertise in the specific technical areas to provide technical and management support in the implementation of the project. The Govt. of India has received a credit from the International Development Association (World Bank) for implementing of the ICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP) in 8 (Eight) states including Jharkhand. 11 Annexure -1 ICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP) Terms of Reference (ToR) for hiring of Consultants in the State Project Management Unit (SPMU), Directorate of Social Welfare, Govt. of Jharkhand Position: Consultant (Nutrition and Child Development) I. Background The Ministry of Women and Child Development (MWCD), Govt. of India (GoI) has received a credit from the International Development Association (World Bank) for implementation of the ICDS Systems Strengthening and Nutrition Improvement Project S(SI NIP ). This project has been designed to support the select States and districts with high-burden of child under nutrition, in strengthening the Integrated Child Development Services ((ICDS) Programme with the long term goal of improving child development and nutrition outcomes. A total of 12 districts in Jharkhand have been selected for implementation in the project. The project has a phased implementation design. Phase I of the project, to be implemented over a three year period ( ), will focus on critical policy and institutional reforms and on testing innovative pilots and Phase II, will be implemented subsequently over a four year period. To support and manage project implementation, a State Project Management Unit (SPMU) has been set up in Jharkhand. The SPMU is headed by the Director, Social Welfare, the State and is staffed by the State government officials and a team of technical consultants to be contracted under the project. The SPMU is responsible for implementation of the project in Jharkhand in line with the approved annual action plans and procurement plans of the project. The Department of Social Welfare, Women and Child Development, Govt. of Jharkhand seeks to hire a team of Consultants in the SPMU having expertise and experience in the key technical areas to provide technical leadership and management support in the implementation of the project. II. Objective A Consultant will be recruited on contractual basis, to support the SPMU in implementation of the Nutrition and Child Development activities under the ISSNIP. II. Summary of Assignment The Consultant (Nutrition & Child Development) will be a key member of the SPMU team and will function under the overall guidance of the State Project Director and the ISSNIP Nodal Officer. The Consultant will provide technical leadership, management and implementation support on all nutritionrelated activities of the project. This includes, but is not limited to support for planning, design, operationalization, supervision, monitoring and achievement of results, working collaboratively and in close coordination with the State Team of the Technical Assistance Agency (hired at the central level),coordinating with the Central Project Management Unit (CPMU) MWCD; the World Bank Project Team, relevant line departments and other external stakeholders, for relevant inputs and facilitating convergence of efforts. III. Detailed Scope of Work Specific tasks of the consultant will inter alia, include: Tasks with respect to the SPMU: 1.Provide technical leadership and facilitate relevant strategy development for nutrition and designing of nutrition related activities and pilots to be implemented in the project;

12 2. Support development of annual state project action plans in consultation and collaboration with the Project Director, ISSNIP Nodal Officer and other technical consultants; 3. Support adaptation and/or review of relevant guidelines, operational manuals, documents for specific nutrition actions, developed by the CPMU and facilitate their dissemination at the state, district and subdistrict level; additionally, develop relevant documents to facilitate nutrition actions as defined by the specific needs of the State; 4. Review proposals for innovations and pilots submitted by the project districts for their technical soundness and relevance in improving nutrition outcomes; 5. Prepare Terms of Reference, as required, for nutrition specific activities to be outsourced to external agencies, including the state technical agency; 6. Facilitate implementation of all nutrition related activities in the project, including multi-sectoral nutrition actions; 7. Support the Project Director and ISSNIP Nodal Officer in organizing and facilitating meetings with technical expert committees, relevant line departments such as, departments of health, rural development, social welfare, agriculture, food processing etc. and other stakeholders on nutrition and multi-sectoral issues; 8. Work with other technical consultants to ensure incorporation of nutrition inputs into all activities designed and implemented under the project, such as training programs, behavior change communication strategy, project MIS, operations research and evaluations etc. 9. Monitor and review progress of all nutrition related project activities and indicators (MIS data),identify areas and Project Districts in need of support and take follow up supportive action as required; 10. Support documentation and dissemination of best practices on nutrition in the project and facilitate cross learning on the same across project districts; 11. Support the Project Director and ISSNIP Nodal Officer in the preparation of quarterly and annual state project progress reports for nutrition related activities; 12. Support the Project Director and ISSNIP Nodal Officer in the preparation of Phase II of the project. Tasks with respect to the State Team of the Technical Agency: 13. Coordinate and follow up with the state technical agency for ensuring timely action on all nutrition related deliverables that they are tasked with; 14. Inform the state technical agency about emerging needs and requirements during the course of project implementation, and facilitate action on the same through the development of ToRs, processing relevant approvals etc., as required; 15. Review all nutrition related documents, guidelines, manuals, etc. prepared by the state technical agency and provide technical inputs, as required, to ensure quality; 16. Facilitate dissemination of all guidelines, manuals etc. prepared by the state technical agency. Tasks with respect to the CPMU: 17. Identify areas where support is required from the CPMU and seek guidance on the same;

13 18. Coordinate with the CPMU, obtaining necessary approvals, inputs and feedback on activities and documents prepared under the project 19. Periodically share progress reports with relevant counterpart sat the CPMU and collate and provide relevant information as and when required by the CPMU. Tasks with respect to District/Block Teams: 20. Support project districts in the preparation of district annual project action plans, focusing on nutrition activities; 21. Orient and build capacities of district and block level project staff on all nutrition related guidelines, manuals, tools etc.prepared at the State level and facilitate the development of action plans for their further dissemination and useat the district and block level; 22. Guide and support district and block level staff in implementing project activities in a timely manner,with quality; 23. Review progress and performance of project related nutrition activities in the district (district level MIS data) and carry out periodic supportive supervision visits, prioritizing poor performing districts Interface with the external stakeholders: 24. Liaison and coordinate with the World Bank through the SPMU, seeking inputs, guidance, support as necessary to ensure smooth implementation of project activities; 25. Liaison and coordinate with development agencies/ Civil Society Organizations/NGOs etc. to ensure complementarity in efforts and explore possible avenues of engagement and support; 26. Any other activity, identified by the Project Director, as relevant to the project. IV. Deliverables The Consultant will develop an annual work plan, listing specific activities, timelines and key deliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU. Such work plan will be in line with the approved State Annual Action Plan (AAP). Performance of the Consultant will be measured against such work plan and it will be updated every six months. Consultant will submit quarterly progress reports stating her/his accomplishments against the agreed work plan and also submit any other reports as required by the project. V. Qualifications, Experience and Skills Essential: (i) (ii) (iii) Post Graduate Degree/Post Graduate Diploma in Nutrition / Public Health or related field that includes courses on community nutrition/public health. At least 5 years of progressively responsible professional work experience in planning, implementation and monitoring of child development and nutrition programmes at state and district levels, especially those that have demonstrated/piloted innovations to improve nutrition or program me delivery is mandatory. (For PhD applicants, 2 years of doctoral time may be counted as experience). In-depth knowledge and a full understanding of the key nutrition issues (technical and programmatic) in the State is essential;

14 (iv) (v) (vi) (vii) Experience of working with the government departments/ projects, at least part of it being atthe State level. Demonstrated technical, management and supervisory skills; Excellent oral and written communication skills in Hindi and English and ability to converse in local language; and Good computer skills (knowledge of excel, PowerPoint etc) Desirable: Knowledge of monitoring and evaluation techniques as well as conducting impact assessment studies on nutrition and child development; Capacity for documentation of nutrition related good practices. Ability to work effectively in a team, interact persuasively with a range of stakeholders, and travel extensively. VII. Duration and Type of Contract The position of Consultant (Nutrition & Child Development) is purely on contract basis for the specific period of Phase 1 of the Project. The position will be offered for a period up to 31 December2015 with an initial probation period of six months. A performance appraisal at the end of six months will determine extension of the contract. An annual performance appraisal mechanism will also be in place, which will determine continuation of the Consultant till project end (December 31,2015). VIII. Reporting arrangements The Consultant will report to ISSNIP Nodal Officer in the SPMU and will also have a line of reporting on technical aspects with the Nutrition Consultant in the CPMU, MWCD. IX. Remuneration and Payment terms The consolidated remuneration of the Consultant will bers.60,000/-per month. Travel expenditure, per them and other cost incidental to the travel undertaken by the Consultant will be reimbursed as per the norms of the project and TDS will be deducted as per the Income Tax law. No other allowances would be reimbursed. An annual increment of about 8% is envisaged, subject to satisfactory performance.

S/he will be accountable for achievement of results set for BCC and CB efforts in the State under the Project. The Consultant will work in close coordination with the State Team of the Technical Assistance Agency hired at the central level), the Central Project Management Unit (CPMU) of the MWCD and also the project team at the World Bank, as required. S/he will coordinate with relevant line departments and other external stakeholders within the State for getting necessary inputs and facilitating convergence of BCC and CB efforts of the project. IV. Detailed Scope of Work Specific tasks of the Consultant will inter alia include: Tasks with respect to the SPMU:

Support the designing of specific behavior change communication & capacity building intervention to be piloted in the state and develop relevant documents to facilitate behavior change communication & capacity building interventions as defined by the specific needs of the state; 5. Prepare Terms of Reference, as required, for behavior change communication & capacity building interventions to be outsourced to external agencies; 6. Review proposals for innovations and pilots submitted by the project districts for their technical soundness and relevance in achieving project outcomes; 7. Facilitate implementation of all behavior change communication & capacity building interventions in the project districts; 8. Support in organizing and facilitating meetings with technical expert committees relevant line departments such as, departments of health, civil society organizations and other stakeholders on issues related to behavior change communication & capacity building; 9. Provide relevant inputs on behavior change communication & capacity building to other state technical consultants, as required, to support design and quality implementation of other thematic activities in the project, such as community mobilization initiatives, project MIS, operations research and evaluations etc; 10. Monitor and review progress of all behavior change communication & capacity building interventions and indicators (using project MIS data), identify areas and project districts in need of support and take follow up supportive action; 11. Support documentation and dissemination of best practices on behavior change communication & capacity building in the project and facilitate cross learning on the same across project districts; 12. Periodically share progress reports with relevant counterparts at the CPMU and collate and provide relevant information as and when required by the CPMU; Interface with the external stakeholders 23. Liaison and coordinate with the World Bank through SPMU, seeking inputs, guidance, support as necessary to ensure smooth implementation of project activities; 24. Liaison and coordinate with development agencies/civil Society Organizations/NGOs to ensure complementarity in efforts and explore possible avenues of engagement and support; 25. Any other activity, identified by the Project Director, as relevant to the project. V. Deliverables The Consultant will develop an annual work plan, listing specific activities, timelines and key deliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU. Such work plan will be in line with the approved State Annual Action Plan (AAP).Performance of the Consultant will be measured against such work plan and it will be updated every six months. Consultant will submit quarterly progress reports stating her/his accomplishments against the agreed work plan and also submit any other reports as required by the project. VI. Qualifications, Experience and Skills Essential: (i) Post Graduate Degree/Post Graduate Diploma in Health Communication or Social Science or Rural Development either with formal courses on communication and participatory training or with relevant work experience.

18 (ii) At least 5 years of experience in planning and implementing public health/nutrition programmes focused on behavior change communication and capacity building interventions. (For PhD applicants, 2 years of doctoral time may be counted as experience). (iii) Experience of working with the government departments/ projects, at least part of it being at the State level. (iv) Demonstrated experience of facilitating trainings for different stakeholders (v) Demonstrated technical, management and supervisory skills; (vi) Excellent oral and written communication skills in Hindi and English and ability to converse in local language; and (vii) Good computer skills (knowledge of excel, powerpoint etc) Desirable: Capacity for documentation of BCC/CB related good practices. Ability to work effectively in a team, interacts persuasively with a range of stakeholders, and travel extensively. VII. Duration and Type of Contract The position of Consultant (BCC & CB) is purely on contract basis for the specific period of Phase 1 of the Project. The position will be offered for a period up to 31 December 2015with an initial probation period of six months. A performance appraisal at the end of six months will determine extension of the contract. An annual performance appraisal mechanism will also be in place, which will determine continuation of the Consultant till the project end (December 31,2015). VIII. Background The Ministry of Women and Child Development (MWCD), Govt. of India (GoI) has received a credit from the International Development Association (World Bank) for implementation of the ICDS Systems Strengthening and Nutrition Improvement Project S(SI NIP ). This project has been designed to support the select States and districts with high-burden of child under nutrition, in strengthening the Integrated Child Development Services ((ICDS) Programme with the long term goal of improving child development and nutrition outcomes.
