1 Finance and Operations Director Location: [Africa] [Zimbabwe] [Harare] Category: Finance Job Type: Fixed term, Full-time Financial Management and Operations Director Background USAID/Zimbabwe anticipates awarding a five-year $25 million cooperative agreement to provide technical assistance to the Ministry of Health and Child Care (MOHCC) at the national level and in Manicaland province. The purpose of the activity is improved maternal, youth, and child health and survival in beneficiary communities and populations. This activity will improve the health of women, youth, and children in Manicaland by strengthening maternal, newborn, child health and family planning (integrated MNCH-FP) service delivery throughout the continuum of care. The activity will also increase access to a broader range of family planning methods through outreach services at the national level. World Vision Zimbabwe seeks a Financial Management and Operations Director to support this cooperative agreement if awarded. This position is contingent upon USAID award to World Vision. Position Summary: Reporting to the Chief of Party, the F&O Director will be responsible for the overall the accounting, finance and administration components of the program. S/he will ensure financial reporting is in accordance with USAID contractual requirements and will oversee program procurement and administration related activities. S/he will oversee the effective and appropriate

2 use of financial resources of the project, and develop effective mechanisms to monitor the expenditures and liquidations of the project. Key job Responsibilities Financial Management/Reporting Function Lead the development of the annual program team operating budget, monitor actual performance and develop project projections Review and/or generate financial reports for compliance with grant and donor requirements Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending Prepare close-out documentation at end of funding cycles in compliance with government regulations Support government and World Vision International audits, provide required information and facilitate audit recommendations implementation Consult Chief of Party and Deputy Chief of Party on cost allocations, general accounting, internal controls and administrative systems as required Implement financial policies in accordance with World Vision Field Financial Manual, USAID Rules and Regulations and local financial regulations Practice standard financial systems, including implementation of good internal controls, asset monitoring and reconciliation of all funds accounts Oversee preparation of financial documents and ledgers

3 Assure that all grant policies and regulations are adhered to in the charging of cost Assure that cash transactions are well planned, controlled and reported Liaise with appropriate partner offices regarding financial and accounting issues Prepare monthly and/or quarterly grant revenue projections and necessary reports in coordination with regional teams in support of corporate mandates and budget requirements. Review all grant financial reports from the field ensuring compliance. Review and approve all budget proposals and/or cost proposals prepared by the Grant Accountant for this specific grant before submission to grantor/funding agency. Provide support to the reserve management system to ensure proper allocation of resources to match commitments. Facilitate allocation processes, and where applicable, ensure field allocations are in compliance with USG regulations. Support the annual strategic planning/budgeting process by providing support and analysis of financial data and organizing the monthly and year-end reconciliation process, including the reconciliation of PBAS with the system for grants. Provide training and capacity building to both programs staff based in the United States and partnership staff based in the field including: computerized training, facilitation of needs-based training sessions, and performing financial capacity assessments. Keep abreast of rules and regulations covering financial management of grants from U.S. government, multilateral agencies or other donor entity and communicate with leadership as changes occur that impact existing protocols. Develop financial policies and procedures to ensure compliance with applicable

4 regulations. Coordinate multi-year financial planning and annual budgeting and allocation process. Administration Function Develop and implement effective administration policies and procedures for fuel, space allocation, stores, drivers, general maintenance of the offices b) Transportation/Logistics: Responsible for vehicle procurement, management and maintenance Supply Chain Management Provide leadership of the Supply Chain functions, ensuring that procurement of organizational resources is executed effectively, efficiently and economically & coordinate and ensure an optimal interface between the supply chain and departments within the Grant for efficient customer service delivery. Qualifications and Experience A Masters degree or higher in accounting, finance, commerce or related field At least 7 years of experience working as a finance and administration manager. Extensive financial and administration experience working with non-governmental organizations. Proven ability in the management of large integrated programs in developing countries; A minimum of three years experience in the management of programs funded by the

In-depth knowledge of USAID financial management rules and regulations Excellent communications and managementskills. Excellent command of Excel. Experience with SUN accounting systems is preferred.
