The transfer f ri~inating and DPS vlumes t the Wichita P&DC was cmpleted n September 17, 211. On January i, 212, the transfer f the residual ndependence CSMPC's destinating prcessing t the Wichita P&DC was cmpleted. Staffing mpacts: The craft staffing prpsal in the AMP was fr the ndependence site t decrease craft psitins by fur and fr the Wichita facility t increase staffing by three fr a net decrease f ne craft psitin. The 6 mnth PR Craft cmplement shws a net increase in craft cmplement f 6 craft emplyees. ndependence has had a decrease f 3 craft emplyees and Wichita has an increase f 63 craft emplyees. The increase in craft emplyees in Wichita abve that which was prpsed can be attributed t cncurrent initiatives that have increased the wrklad in Wichita including the riginating AMP f the Hutchinsn CSMP int Wichita, cnslidatin f DPS prcessing frm 3 CSBCS sites int the Wichita facility (Clby, Ddge City, and Hays KS), and increased utilizatin f PSE t reduce vertime. There were n changes in ttal EAS staffing prpsed in the apprved AMP. n the apprved AMP, the ndependence Pstmaster psitin was vacant and the existing staffing was tw authrized supervisr psitins. With implementatin it was prpsed that the staffing remain at a ttal f tw psitins with the filling f the vacant Pstmaster psitin and reductin f ne supervisr which has been achieved. N EAS psitin changes in the Wichita plant were prpsed with the apprved AMP. The 6-mnth PR identifies that Wichita with a reductin f tw EAS psitins cnsisting f ne currently authrized but vacant and is in the prcess f being filled, and the secnd eliminated in a separate initiative. Pursuant t the Wrker Adjustment and Retraining Ntificatin Act (WARN), the USPS is cmplying with the Natinal Labr Agreements in reassigning emplyees. Transprtatin Cnsideratins: Transprtatin between the ndependence KS CSMPC and Wichita P&DC cntinues t be exclusively via Highway Cntract Rutes (HCR). The apprved ndependence CSMPC AMP prjected an annual transprtatin savings f $91,74, hwever the prjected 6-m PR results prject an annual cst f $85,466. The fllwing explanatin is prvided fr the differences between the PR and Prpsed csts. The PR identifies PVS csts at $17,588 mre than the apprved AMP. The cst reprted as Pstal Vehicle Services in the PR are fr the authrized HCR and AR Transprtatin administrative staff at the Wichita P&DC, The 6-mnth PR identified increase in csts are assciated with the Transprtatin administrative staff implementing and mnitring hliday transprtatin, alng with crdinating the startup and shut dwn f the hliday annex. The 6-mnth PR methdlgy ver-estimated these annual PVS csts as they are related that will specific seasnal event during the timeperid that will nt ccur again in the Final PR. These csts are nt related t this AMP prject and are anticipated t fall back in line with the Pre and Prpsed AMP annual PVS csts in the final PR. Multiple HCR rutes had been identified in the apprved AMP fr mdificatin r terminatin and the PR identifies that the HCR csts are $159,583 mre than the apprved AMP, Upn implementatin, it was identified that the AMP prpsed transprtatin wuld nt fully supprt the transfer f the destinating prcessing frm ndependence t Wichita and an additinal trip was added t HCR 67L9 in January which increased the prjected annual csts by $121,425 rather than the prpsed $88,392 reductin, and after implementatin it was determined that HCR culd be terminated which resulted in a $17,255 reductin in annual HCR cst, ffsetting a prtin f the identified increase. Pst-review f HCR transprtatin after the AMP implementatin has identified additinal changes that were implemented t the riginal transprtatin plan resulting in HCR transprtatin savings f $449,67 nt identified in the riginal AMP package r the PR. HCR was terminated in September, 211 with an annual savings f $61,551 and HCR was mdified resulting in an annual savings f $388,55, Additinally, the District and lcal transprtatins staff are reviewing the ptential mdificatins that can be made t HCRs' and that will result in further savings ptential. 9 PCES/EAS Wrkhur Cnsideratin: The PR savings f $414,71 in PCES/EAS categry are the result f a separate initiative that reduced the number f authrized Manager Distributin Operatins psitins by 1 and Supervisr Distributin Operatins psitins by 3 at the Wichita P&DC, alng with a vacant EAS supprt psitin since the implementatin f the AMP, The PCES/EAS savings in the PR are nt a result f the AMP, Equipment Relcatin and Maintenance mpacts: There was n additinal mail prcessing equipment relcated t Wichita t supprt implementatin f the ndependence AMP vlumes, The additinal DBCS identified n the MPE inventry wrksheet was a result f a separate initiative t "retire" CSBCS inventry at three sites in the Wichita service area (Clby, Ddge City, and Hays KS), The AMP study prjected a maintenance savings f nly $1,579 annually due t reduced nn-persnnel csts and supplies with the implementatin, The additinal maintenance savings indicated in the PR are attributed t ther lcal initiatives at Wichita, Cnclusin: A savings exceeding thse anticipated frm the apprved AMP are expected with the cnslidated impacts f the all cncurrent initiatives impacting the Wichita P&DC and additinal transprtatin savings identified in the PR attributable t the ndependence AMP prject are included in the evaluatin, PR Summary Narrative
