1 Government Budgeting and the Internal Audit s Role A budget codifies a government s planned expenditures and anticipated revenues, reflecting its policy priorities for the coming year.however, the budget is more than just a single document it is a year-long cycle of processes whose different phases offer civil society varying access points to influence budget resources, allocations, and outcomes. In this workshop, we discuss the budget cycle s major events and stages and the changing role of internal audit Purpose Budget helps to aid the planning of actual operations by forcing managers to consider how the conditions might change and what steps should be taken now and by encouraging managers to consider problems before they arise. It also helps co-ordinate the activities of the organization by compelling managers to examine relationships between their own operation and those of other departments. Other essentials of budget include: To control resources To communicate plans to various responsibility center managers. To motivate managers to strive to achieve budget goals. To evaluate the performance of managers To provide visibility into the company's performance For accountability Internal Audit acts as a check to the work of the managers in operations. It checks the reliability and authenticity of the budgets and processes therefore employed. It helps an organization accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.
