1 CHARTER OF THE.NATIONAL COMMISSION ON NEW TECHNOLOGICAL USES OF COPYRIGHTED WORKS^ 6 - m \- T- The National Commission on New Technological Uses of Copyrighted Works ("Commission") files the following charter in accordance with the requirements of the Federal Advisory Committee Act, 5 U.S.C. A p p. I 9; (A) The official designation of the Commission is the National Commission on New Technological Uses of Copyrighted Works, (B) The purpose of the Commission, as set forth in PL enacted as 17 U.S.C. 201, is to study and compile data on the reproduction and use of copyrighted works by or in conjunction with automatic computers and reprographic equipment, and to recommend changes in copyright law and practices which will both assure access of the public to such works and recognize the rights of authors in such works. N l I O C O C O! (C) In accordance with the time requirement set forth in 17 U.S.C. 206, the Commission requires three years ending December 31, 1977, for the completion of its task. (D) (E) (F) The Commission is created in the and is to report to the President and the Congress. The is responsible for providing necessary support for the Commission. The duties for which the Commission is responsible are solely advisory, and consist of recommending to Congress and the President such changes in the copyright law or procedures that may be necessary to assure [in the case of works created by or in conjunction with automatic computers and reprographic equipment] access to copyrighted works, and to provide recognition of the rights of copyright owners. 17 U.S.C. 201.
2 2 (G) (H) The estimated annual operating costs of the Commission for fiscal year 1976 are $337, and 12 man-years; for fiscal year 1977 the estimated costs are $564,000 and 16 man-years. During the 3 month transition period from the end of fiscal year 1976 until the beginning of fiscal year 1977, July 1, 1976 until September 30, 1976, the operating costs of the Commission will be $118,000 and 4 man-years. Commission meetings will occur at an approximate frequency of one per month. (I) The termination date of the Commission is December 31, 1977, in accordance with the provision in 17 U.S.C.
