4 MOF: Localization initiated & were mapped against SDS Outcomes; national priorities are reflected in SDS; M&E framework in place SBS: Mapping of Data Availability Sectors: Some sectors mapped their outcomes & against & localized relevant targets & Expectedly targets & their respective that are inherited from the MDGs are well localized. Relevant sector plans already utilize + & fully aligned with 4

5 The current planning and M&E (SMERF) framework is adequate & compatible with & hence there is no need for a separate M&E framework There is a reasonable degree of alignment with at the SDS as well as sector plan levels A considerable number of SDG Indicators fall under Tier I or Tier II and can be monitored Most of the data challenges are due to accessibility rather than availability Further localization of must take place at the sectoral levels during planning process 5

6 Sectors vary considerably in term of their compliance with national planning and M&E guidelines Some sectors are facing significant challenges to comply with planning and/or M&E (SMERF) guidelines Some sectors adopt their own M&E frameworks Budgets in some cases are disconnected from planning and M&E process and are not results-based There is a need to enhance capacity of implementation and M&E at ministries (particularly sector leading ministries) and sector coordination units 6
