Implementatin f this AMP is expected t be cmpleted by January Enclsed, per yur request is a cpy f the cmpleted study. The Pstal Service must cntinually lk t imprve prductivity and increase efficiency while maintaining excellent service. The decline in mail vlume and revenues due t the ecnmic dwnturn has nly heightened the need fr such imprvements. These cnslidatins will allw us t accmplish this gal by making better use f excess space, staffing, and equipment, and t prcess mail mre efficiently. It is prjected that this cnslidatin will result in significant savings fr the Pstal Service. Sme affected career emplyees may be reassigned t the gaining facility r t ther vacant psitins. In rder t accmmdate the additinal vlume in the alltted peratinal windws in Charlestn, the fllwing machines wuld need t be btained and installed at the Charlestn P&DC: tw (2) AFCS, ne (1) AFSM-AI/AHTS, and ne (1) SPBS. A mdificatin will be required t supprt an additinal AFCS; this mdificatin is included in the AMP at an estimated cst nt t exceed $500,000. Equipment relcatin csts are included in the AMP at $359,546 fr machine relcatin, $25,000 dllars fr GBL transprtatin and $25,000 dllars fr pwer upgrades. Based n the eliminatin f autmated equipment in Ashland there will be a prjected savings f$44,758 dllars that reflects the reductin f maintenance parts, supplies, and facility utilities. Staffing Impacts The Charlestn P&DC is prpsing t increase their craft staffing by 17 clerks, 4 mail handlers, 4 EAS psitins, and 8 maintenance psitins due t the increased wrklad and prjected management ratis. This wuld result in a net reductin feight FTE emplyees based n the prpsed Ashland P&DF craft staffmg. The Ashland P&DF is expecting t eliminate 29 clerk psitins, 10 maintenance psitins, and 4 EAS psitins ifthe AMP prpsal is accepted. The implicatins fthe Wrker Adjustment and Retraining Ntificatin (WARN) Act were cnsidered and are nt applicable. It is anticipated that there will be a shift ftw (2) clerk and three (3) mail handler FTEs frm the Kentuckiana plants t the Charlestn P&DC t reflect fr the transfer fadc and AADC prcessing. This is expected t shift wrkhurs frm ne site t anther with n increase r decrease in peratin csts.
