3 WHO IS WHO? COMMISSION Formed by 27 Commissioners 33 Directorates General Drafts and implements EU legislation PARLIAMENT Two sites: Brussels and Strasbourg Formed by 754 MEPs and 20 Committees Only directly elected institution Approves EU legislation with the Council COUNCIL Lisbon Treaty gave the same weigth to Parliament and Council on a wide range of areas: ENERGY, among others. Formed by Governments of the 27 EU countries Presidency moves among MS every 6 months

4 THE PROCESS FIRST READING COMMISSION drafts and publishes EU Legislation First reading process starts at EU Parliament and Council PARLIAMENT Responsible Committee appoints Rapporteur Rapporteur prepares draft report Draft report is discussed within political groups and amended Plenary adopts its position that may content amendments COUNCIL Consideration of Commission proposal by COREPER If all amendments accepted, proposal is adopted by qualified majority If not. is present in every legislative process Second reading process starts at EU Parliament and Council

5 THE PROCESS SECOND READING PARLIAMENT Examines Council position in 3 months In that time, approves Report COUNCIL Accepts EU Parliament position and Proposal is adopted If not, CONCILIATION PROCEDURE A CONCILIATION COMMITTEE is established made up equal by EU Parliament and Council Commission acts as mediator is present in every legislative process

6 EU LEGISLATION PRIMARY LEGISLATION TREATIES, basis or ground rules SECONDARY LEGISLATION BINDING REGULATION - binding legislative act. Must be applied in its entirety across EU DIRECTIVE - sets a goal that all EU countries must achieve, but Member States decide how DECISION - legislative act binding for Member State who is addressed NON BINDING RECOMMENDATION - allows Commission to make their views known and suggests a line of action OPINION - allows institutions to make a statement
