Thank you to everyone who celebrated Purchasing Month with us. We are proud to share in this issue the proclamation Governor Inslee issued in support. Thanks again to all those who helped make the March Excellence in Procurement Summit happen. The presentations, networking and learning were fantastic... I was especially amazed by the ideas that came from the Strategic Planning Session, wow! We also took a look at the National Chapter of the Year nomination form for extra guidance. Some may wonder why we would be interested in such a nomination Walking through the nomination process is very healthy. It helps us see where our strengths are, and any gaps we may have that we may not even realize. The strategic plan review and the chapter award process are both excellent guides to look at what we have accomplished, where we may need more focus, and where we want to be in the future. The nomination process sets benchmarks by telling us what National expects of us and what other chapters are accomplishing. It is of course, also an opportunity to share the achievements, innovations and growth Washington has accomplished, things we should be proud of, things others might learn from. Trying to reach for a major award builds strength and awareness, even if it isn t about winning (although it would be fun to achieve!) Ultimately, win or lose, doing a benchmark comparison through this process can only help us with future growth and guides our focus in the areas we need to work on, while celebrating and continuing to build on our successes. Thanks again for celebrating Purchasing Month together as one Washington. Look for photos, a recap, and committee opportunities inside this issue. Seek educational opportunities workshops (PNPPA), seminars, conferences, online instructions, etc. If college level programs are available, take courses, earn a degree in the field. 2. Work towards becoming certified. 3. Join professional organizations like NIGP and be involved. 4. Be a good listener. 5. Do not be afraid to ask questions. 3

5 MY LEAN JOURNEY IN WASHINGTON STATE BY Cynthia Shaw, CPPB, CPSM Department of Transportation On November 16, 2011, the Society of Certified Pubic Managers sponsored a Lean Public Leadership conference. KayLyne Newall, Governmental Management Accountability Performance (GMAP), stated that this lean improvement system (i.e., GMAP)1 was introduced to Washington State in The goal is to maximize value to the customer by minimizing waste in our processes. She told us that lean is 70% people and 30% processes. She said the key to our continual lean journey is trust. At this same conference, Representative Mark Miloscia, Washington State House of Representatives, was the keynote speaker. One of Mark s opening statements was that lean is the same in any organization and equates to a long-term commitment to quality. He quoted W. Edwards Demining 2 In God we trust; all others bring data. He stated we must be measuring to be managing the right things. Why? Because whatsoever we measure, as his voice trailed off and he paused to look at each of us in the room, is what we manage! The last speaker, Mark Rosenthal, Lean Consultant Impact Washington, stated that there is no formal definition of lean. We learn through discovery and research. He identified a culture is, at minimum, two people. He said if it s not working, we don t get it. It s the part that we can t see that we got to get. This is lean. As a Washington State Department of Transportation employee starting with the agency June 2005, I was introduced to lean right away. The Newsletter Committee has graciously allowed me to use the chapter newsletter to tell my lean journey. This is my first article on the subject. Cynthia Shaw, CPPB, CPSM 1 GMAP will give the public a clear, concise view of how government programs are working and whether citizens are receiving value for their dollars. GMAP will give citizens a way to judge the effectiveness of government programs. GMAP will allow agency leaders to shine a spotlight on problems and make decisions with greater clarity and accuracy. At the same time, it will give agency managers new tools to solve problems and improve services. GMAP calls 2 W. Edwards Deming introduced the PDCA (Plan, Do, Check, Act) cycle to Japan in the 1950 s (i.e., Lean 4 Dummies written by Natalie Sayer and Brue Williams 2012). 5

8 Education The Chapter offered a two-day CPPB Prep class on April 22 nd & 23 rd, 2013 in Tumwater, WA. Course Description: In an effort to prepare candidates for the computer-based CPPB exam containing 175 questions, this course provides a review that addresses key information on topics identified in the 2008 UPPCC Body of Knowledge. Considered as a tool to help the student in assessing their own strengths and weaknesses, as they relate to the subject matter, this course is only a part of the candidates overall study plan for preparation. Participation in this class does not guarantee success on the examination. During the course of the class the participants had to evacuate the building for a drill at the facility. The instructor Kevin Yin, CPPB, Procurement Manager for the City of Vancouver, Washington did not miss a beat and continued going through the prep material in an open air environment. 9 Public Servants Doing Public Service Opportunity Continues In an effort to continue our Chapter s public service, hosted another repackaging event at Northwest Harvest on Saturday, March 30th, at warehouses in Kent: Kent Warehouse West Valley Hwy. (68th Ave. S.) Kent, WA At the March 30 th event in Kent, Chapter members and members of their family helped package 15,656 pounds of apples into 20 pound boxes, which can be divided into 12,043 snacks. If you are interest in being part of future WA Chapter of NIGP charitable events by giving back to the community, please contact Heidi Bohl at herziaura.hb@gmail.com for the Kent Warehouse Event Spots are limited, so please sign up right away. It is a great opportunity to get to know your peers outside of the workplace. The mission of Northwest Harvest is to provide nutritious food to hungry people statewide in a manner that respects their dignity, while fighting to eliminate hunger. Their vision is ample nutritious food is available to everyone in Washington State. Northwest Harvest is the only non-profit food bank distributor operating statewide in Washington with a network of more than 350 food banks, meal programs and high-need schools. They provide over 1.7 million meals every month to this network.
