3 Budget Committee Meeting 27 June 2016 Budget Committee Meeting - Monday 27 June BUD020 Council Ref: Report By: Community Funding - June Allocation F2007/ D Cultural Development & Events Officer - Rebecca Prince Précis: This report recommends the amount of funding to be allocated in the June (final) round of the 2015/2016 Community Funding Program. Recommendation: Council authorises an allocation of $ from the Community Funding program, and $1, from the Lake Macquarie Games program Background: Council s funding programs aim to provide support to encourage and assist individuals and groups in the community to make a positive and ongoing contribution to the community s wellbeing, cultural life, and environmental sustainability through the provision of community events. Alongside the Sponsorship Program and Council's Donations and Financial Assistance Program, this funding scheme provides greater opportunities for funding and encourages event organisers to focus on longer-term event planning. It is envisaged that as a result the quality and patronage of events within Lake Macquarie will rise. Proposal: The budget for the Community Funding Program in 2015/16 is $95,000. The Lake Macquarie Games budget is $35,000, including medals and certificates. Indian Association of Newcastle Diwali Mela This is a new event and will be the first time that it will be presented by the Indian Association of Newcastle in Lake Macquarie. The event will be held on 29 October at the Cameron Park Community Centre and will include food and entertainment. Dewali Mela is a culturally significant festival in India and is celebrated similarly to Christmas in Australia. It is recommended to provide $ to assist with venue hire, this amount is consistent with amounts that have previously been provided to similar events which have been held recently by the Vedic Semiti and the Bangladeshi communities. The Indian Association President has been advised of this recommendation. LMG1. West Wallsend Swimming Club Swimming Competition This is an annual event which is hosted by the West Wallsend Swimming Club and includes participation from other local swimming clubs as well as participation of the Coast and Valley Swimming Association. The event has grown from previous years which is evident from the increased need for additional medals and certificates, it is recommended to provide medals and certificates as requested. Consultation: Council's Communications team and Governance team have been consulted in relation to sponsorship and donations. Implications: Policy Implications: The recommendations were assessed under Council's Community Funding Program Guidelines. There are no additional policy implications

5 Budget Committee Meeting 27 June 2016 Environmental Implications: There are no environmental implications resulting from the funding recommendations. Environmental implications from individual events are assessed through the event application process. Social Implications: By funding a range of community, cultural and sporting events Council contributes to the development of social capital and quality of life for residents and visitors in the City. Infrastructure Asset Implications: There are no infrastructure asset implications associated with this report. Financial Implications: The 2015/16 budget for the Community Funding Program is $95,000. The Lake Macquarie Games event funding budget is $35,000. There are no further events in 2015/16 which receive regular annual Community Funding or Lake Macquarie Games funding. Although the Community Funding budget has a small deficit, there are sufficient funds remaining in the Lake Macquarie Games budget ($2,365.90) for any new applications received for the June 2016 budget allocation. 6 Budget Committee Meeting 27 June 2016 Community Funding Lake Macquarie Games June 2016(Recommended) $400.00(a) $1, Remaining funds ($ ) $ (a) There are sufficient funds within the Lake Macquarie Games budget to cover the deficit in Community Funding. Should the recommended funding be adopted, the overall budget remaining will be $ Risk and Insurance Implications: All events and activities carry their own insurances and must provide copies of such cover, and risk assessments as part of the event application process for events that occur on Council land or in Council venues. Options: 1. The preferred option is to adopt the recommendations as outlined in this report. 2. Council may choose to determine alternative levels of funding for the specific events. This option is not recommended as it may not align with the Community Funding Guidelines Conclusion: Community, cultural and sporting events provide residents and visitors with activities and experiences to enrich their lives and increase the capacity of community organisations. By funding the events as recommended in this report, Council demonstrates its commitment to community building as well as enhancing the cultural and sporting landscape of Lake Macquarie. 7 Budget Committee Meeting 27 June BUD021 Council Ref: Report By: Requests for Donations/Financial Assistance under Section 356 of the Local Government Act 1993 C2016/ D Governance Officer - Harriet Smith Précis: This report advises the Budget Committee of two (2) requests for donations/financial assistance under Section 356 of the Local Government Act Recommendation: Council resolves to provide the following donation/financial assistance: A. $500 to Novocastrian Swimming Club. Council resolves not to provide donations/financial assistance to the following: B. Resident of Cameron Park. Background: Request A Request A is from Novocastrian Swimming Club requesting financial assistance for the Novocastrian 2016 Winter Short Course Qualifying Meet. This event took place at Coughlan s Swim Centre, Warners Bay in early June with over 100 local members taking part, with a total of 1,200 event places allocated for competitors from as far north as Taree and as far south as the Central Coast. Many competitors planned to spend the whole weekend in the Lake Macquarie area with their families. The club offers a family orientated environment where parents as well as children are able to participate, and all members are encouraged to set their own goals to work towards while developing an interest in exercise. The emphasis is on a balanced approach to both personal improvement and competitiveness and some of the swimmers have progressed to achieve excellence at a national level. This request is consistent with the Council policy provision outlined below. Council may also grant a donation to amateur sporting/cultural groups or organisations holding carnivals, tournaments, or festivals with in City of Lake Macquarie, which draw competitors from outside the region. Council s maximum donation per event will be $500. Request B Request B is from a resident of Cameron Park seeking sponsorship for taking part in the City to Surf event, raising funds for Barnardos. The applicant is running the 14km race in August to raise money for the charity to assist in saving children from abusive homes and providing a cost-free adoption process for prospective parents

8 Budget Committee Meeting 27 June 2016 Council s Donations and Financial Assistance policy states: Donations received by a third party organisation raising funds on behalf of a Not for Profit Group or Organisation are not permissible; Council will however, consider applications received from local groups or organisations who seek a reimbursement for direct costs associated with an event or activity. However, if Council sees fit, it may refer to Clause 7 of the Donations and Financial Assistance Policy, which states: Nothing in this policy prohibits Council from considering financial assistance or in kind support outside the scope of this policy. Council will consider each case on its merits and any assistance provided will be without precedent. Proposal: It is proposed that Council provides donations/financial assistance to the group identified in part A in the recommendation of this report, as they meet the requirements of the Donations and Financial Assistance Policy. It is further proposed that Council resolves not to provide donations/financial assistance to the individual identified in part B of the recommendation, as they do not meet the requirements of the Donations and Financial Assistance Policy. Consultation: Consultation has occurred with the Executive, Governance Coordinator, and Manager Organisational Performance. Implications: Policy Implications: The recommendation is consistent with Council s Donations and Financial Assistance Policy. Environmental Implications: There are no direct environmental implications associated with this report. Social Implications: Council s financial assistance to groups, organisations, and individuals assists them in the provision of services to the local community, and in the attraction of visitors to the City. Infrastructure Asset Implications: There are no direct infrastructure asset implications associated with this report. Financial Implications: If Council accepts the recommendations, it will approve a total of $ in donations/financial assistance. Council currently has sufficient funds available for donations and financial assistance requests for the remainder of the 2015/2016 financial year

9 Budget Committee Meeting 27 June 2016 Risk and Insurance Implications: There are no direct risk and insurance implications associated with this report. Options: The Budget Committee can: 1. Recommend approval of the donations outlined in the report; or 2. Amend the amounts recommended, keeping in mind funding available. Conclusion: Request A outlined in the report is in accordance with the requirements of the Donations and Financial Assistance Policy, and is therefore eligible for support from Council. Request B outlined in the report does not meet the requirements of the Donations and Financial Assistance Policy. It is therefore not recommended that Council provide financial assistance in response to this request. However, Council does have the discretion to grant financial assistance under Clause 7 of the Donations and Financial Assistance Policy for requests outside the scope of the policy.
