The programme was initiated by a Commission Decision in November 1961 and was modified through subsequent Council and Commission decisions. It was last approved through Commission Decision C(97) 2241 of 15 July 1997 and presented in the Commission communication COM(2006) 379 final on 12 July 2006 (OJ C 245, , p. 5). This appropriation is also intended to cover the cost of studies, workshops, conferences, analyses, evaluations, publications, technical assistance, the purchase and maintenance of databases and software and the partfinancing and support of measures relating to: fiscal policy including monitoring of fiscal positions, assessment of transposition and application by the Member States of the new Union fiscal governance framework supporting the functioning of the economic and monetary union (EMU), economic monitoring, analysis of the combination of measures and coordination of economic policies, the external aspects of the EMU, 4

5 macroeconomic developments in the euro area, monitoring structural reforms and improving the operation of markets in the EMU and in the Union, coordination with financial institutions and analysis and development of financial markets, and borrowing and lending operations involving Member States, the facility providing financial assistance for Member States balance of payments and the European financial stabilisation mechanism, cooperation with economic operators and decision-makers in the abovementioned fields, expanding the EMU, purchase of equipment, software development, maintenance and related training for the protection of the euro against counterfeiting. This appropriation is also intended to cover the funding of priority information measures on Union policies on all aspects of the rules and functioning of EMU, as well as on the benefits of closer policy coordination and structural reforms, and to address information needs of key stakeholders and citizens, in relation to the EMU. This measure is designed to be an effective channel of communication and dialogue between the citizens of the Union and the Union institutions, and to take account of specific national and regional characteristics, where appropriate in cooperation with the Member State authorities. Emphasis will also be placed on preparing citizens for the introduction of the euro in Member States planning for its introduction. It includes: the development of communication activities at central level (brochures, leaflets, newsletters, website design, development and maintenance, social media, exhibitions, stands, conferences, seminars, audiovisual products, opinion polls, surveys, studies, promotional material, twinning programmes, training etc.), and similar activities at the national and regional level implemented in cooperation with the Commission s representations, partnership agreements with Member States that wish to provide information about the euro or the EMU, cooperation and networking with Member States in the appropriate forums, communication initiatives in third countries, in particular to point out the international role of the euro and the value of financial integration. The Commission, when implementing this article, should take duly into account the outcomes of the meetings of the Interinstitutional Group on Information (IGI). The implementation of the Commission s communication strategy takes place in close coordination with the Member States and the European Parliament. The Commission adopts a strategy and an annual work plan drawing on the orientations set out in its Communication of 11 August 2004 (COM(2004) 552 final) and it reports regularly to the relevant committee of the European Parliament on the implementation of the programme and on planning for the coming year. This appropriation is also intended to cover or to temporarily pre-finance costs incurred by the Union in concluding and carrying out operations linked with the borrowing and lending operations for macro-financial assistance, Euratom, balance of payment and European financial stabilisation mechanism. Any revenue entered in Article of the statement of revenue may give rise to the provision of additional appropriations in accordance with Article 21(3)(a) of the Financial Regulation. 5

11 The introduction of the Economic Monetary union led to growing divergence among Member States and it has determined the devastation of the economic and social situation in some Member States. The single currency project represents an unacceptable attack to the widespread prosperity of the European peoples and to the very essence of constitutional democracy, this is the reason why it should be completely deleted. As such, any revenue from fines entered in Article of the statement of revenue may give rise to the provision of appropriations. The system of sanctions, provided for in the relevant regulation, enhances the enforcement of the preventive and corrective parts of the Stability and Growth Pact in the Euro area. 15 Remarks: This programme will specifically support Member States intervened by the troika, helping them to cope with the consequences of EU-IMF programmes (economic recession/stagnation, employment destruction and debt explosion). It will support economy stimulation, namely through productive investment, and job creation. EU-IMF intervention programmes had disastrous and painful consequences, leading to a significant deterioration of the economic and social situation. Intervened countries shall be compensated by the losses caused and supported, effecting the so-called cohesion principle. This will have a socio-economic impact across the border on the island of Ireland due to the level of crossborder cooperation and harmonization in all aspects which has now also been thrown into uncertainty and placed at risk alongside the Peace Process which is enshrined in the Good Friday Agreement. 19 Remarks: The economic crisis has made evident the increasing divergences among the economies in Europe and these divergences have fragilised the whole Union. The response of the EU has been to reform EU Economic Governance by reinforcing the fiscal pillar, to introduce the macro-economic imbalance, to follow the Europe 2020 strategy, and to introduce new stability mechanisms In the first stage governments have had to balance out fiscal consolidation and austerity with structural reforms, with more attention to the first objective. The inner core euro zone Member States (MS) are bound by a tighter governance system (stronger sanctions and draft budgetary plans) due to the strong spill-over effects but most of the rules of economic governance have been reinforced for all EU member states through the macro economic imbalance procedure for instance. At the same time we are witnessing an increasing democratic gap as many citizens and businesses do not feel part of the whole decision making process which is quite complex. There is a need to further support the understanding of the different pillars, their rationale and need of reforms, the responsibilities of national governments, while the EMU will need further completion in the future. In some MS this widening gap with citizens has fuelled anti-european feelings and seems to have widened the gap with non-euro countries where the fear of being left behind has disappeared. This project is a study that will gather feedback on non euro economic governance issues and that is implemented through a 12-month awareness campaign composed of several half day seminars in the non Euro Area. The events will help participants understand in simple terms the four pillars of economic governance (fiscal surveillance, macroeconomic surveillance, coordination, stability) as well as the interrelated dimensions of completing the EMU (Economic, Fiscal, Financial, Political ). The study starts in November 2016 in Brussels with a launch event at the EP and will cover the non Euro countries up to the second semester of The study will be concluded by an EU level event that will take place in Maastricht and where the final report will be presented. the added value of this study lies in the integrated analysis among the four pillars (not only fiscal but also structural), the focus on non euro, and the focus on democratisation of the process. the following questions need to be raised and answers need to be provided. 1. How can we support non euro MS in moving from corrective arm to preventive arm of the Stability and keeping the path towards joining the single currency and Growth Pact without creating a widening gap between euro core member states and non euro countries? The non euro MS which are in the corrective arm of the stability and growth pact and includes among others Croatia while others like Poland are in the preventive arm. How can we support a process of fiscal consolidation in a more democratic way and more participative and how can we make sure it happens in a growth-friendly way? How can we involve better the sub-national levels of government into better Memoranda of Understanding to comply with the stability and growth pact? 2. The new macro-economic imbalance foresees monitoring of external, internal, competitiveness and social disequilibria. There are two non euro countries in the category of excessive imbalances (Croatia, Bulgaria) and one has other imbalances (Sweden). How is this categorisation actually translated in recommendation to these MS? How are the recommendations of the EU actually carried out in these countries? Is there an involvement of stakeholders, citizens, regions and social partners? Some of the 14 indicators have no distinction between euro and non euro while others have (see for instance real effective exchange rate REER): are these distinctions understood and fully justified? 3. How are non euro MS actually carrying out structural reforms? Are there best practices around the EU on how certain non euro MS (as was mentioned by former commissioner Mario Monti in one of the Brussels Economic Forum referring to Sweden for instance) deliver successful reforms? What can we learn from them and spread best practices better? How are social partners and other stakeholders involved in the cycle 19

20 of structural reforms? Do they need support and better capacities to carry out fully their role? How can the new Structural Reform Support Programme be activated? 4. What were the lessons learned from Romania and Hungary who benefited from the support of Balance of Payment Regulation support framework in terms of adjustment and support from the wider stakeholders in society? What can we learn from a country like Latvia who passed from non euro to euro through the stability pillar of economic governance? Did Latvia use structural funds any better linking into the macro economic conditionality?
