Nix Municipal Building 575 Rossland Road East Whitby, ON L1N 2M8 Phone: Overview The division of Corporate Services is responsible for billing and collecting property taxes for all properties located within the municipality. Taxes are levied on behalf of the Town of Whitby, the Region of Durham, and the local school boards. The budget following reflects only the Town s portion of total taxes levied. The Town of Whitby offers several tax relief programs designed to assist eligible homeowners who live in Whitby. See the Grants section in the budget book for more program details. Payment Options The Town of Whitby offers a number of methods for you to pay your taxes. See our website or call us for more details. At financial institutions By mail Telephone, online or ATM banking In Person between the hours of 8:30 am and 4:30 pm Monday to Friday, at the Town of Whitby Municipal Office building After hours in the two drop boxes located beside the front entrance to the Municipal Office building or near the circle driveway at the front of the Municipal Office building By post-dated cheque made payable to the Town of Whitby By Pre-Authorized Tax Payment Plan (PAP) Effective in 2014, property owners can receive their tax bills electronically through epost.ca. 123
2 Overview and Analysis Financial Analysis The 2014 tax base and the assessment growth experienced in 2014 make up 71.9M of the total current taxation revenue. The Town s recommended Draft budget results in a tax increase of 2.92%. This represents an additional 42 for the average Whitby residential taxpayer. If the Town of Whitby s Draft budget is approved as presented, the Town s tax base will increase by 2.1M to a total tax base of 74M. 124

9 Analysis Division: Town Note: Numbers may not add due to rounding Revenues Expenditures Net BUDGET ADJUSTMENTS Inflation: Annualization: Other s: Growth 008 Rev - Growth 2014 Assessment growth is 0.75% or 535K. In addition, supplementary tax revenue increased 40K to reflect assumed ongoing sustainable level. Increased PIL revenue due to increased number of Durham College students 23K. Offset by Hydro PIL revenue decreased by 75K due to land expropriated for highway 407. Service Level Capital Impact One-time Items Prior Year Reversals 002 Rev - PY Non-recurring Reversal of one-time funding from the Long Term Financing Reserve Fund to offset a 95K temporary revenue shortfall due to the low growth anticipated from as a result of the ROPA Settlement. Current Year 014 Rev - One-time Items Supplementary tax revenues are estimated to be 135K less due to the low growth anticipated over the next 2 years as a result of the ROPA 128 Settlement. However it is proposed that this short term pressure be offset by funding from the Long Term Financing Reserve Fund if required.
