1 IFML P CI CUCIL MMBS o o the Mayor and Members of the City Council February 5, 2013 Page 1 of 1 SUBJC: PPSD ZIG GULIS F VL I SI F WH JI SV BS CCID PIL ZS he purpose of this Informal eport is to provide information concerning proposed amendments to the Zoning rdinance to create districts on the northern and southern end of the runways of the aval ir Station Fort Worth Joint eserve Base (SJB) in order to prevent incompatible uses in the area. he U.S. Department of Defense (DD) defines the areas on the ends of runways as ccident Potential Zones, or PZs. hese areas include the Clear Zone, PZ I, and PZ II. he dimensions of the PZs are standard for the U.S. avy based on past events and do not vary among aval airfields. he attached maps depict the PZs on the north and south ends of the SJB. he 2002 ir Installations Compatible Use Zone (ICUZ) study for the SJB lists uses that have been determined by the DD to be compatible and incompatible in the PZs (attached). In response to a request from Mayor Pro em Zimmerman and Councilmember Shingleton, staff proposes to create overlay zoning districts using the PZ boundaries that would restrict land uses based on the ICUZ study. Staff anticipates proposing additional restrictions within the broader noise zones of the SJB and municipal airports later this year. xisting uses in the PZs that are listed as incompatible in the attached table would become legal nonconforming under the Zoning rdinance and may continue indefinitely. Incompatible uses include all residential uses and various uses that encourage gatherings of people such as schools, churches, community and medical centers, various commercial uses and some industrial uses. he proposed zoning regulations would prevent new and expanded incompatible uses within the PZs. he regulations would allow existing single family homes to expand in size and to rebuild if damaged, since these actions would not increase population density. request to construct a new single-family home on an undeveloped lot within an existing subdivision would be heard by the Zoning Board of djustment. ll other new construction, expansion, or change of use for incompatible uses would be prohibited. Staff discussed the amendment with SJB personnel and briefed the SJB egional Coordination Committee on January 28. he ast Lake Worth, orth Lake Worth, Bomber Heights, and idglea Hills eighborhood ssociations received letters about the proposal, and staff has offered to attend neighborhood meetings as requested. Staff will brief the Zoning Commission on February 13 and the Greater Fort Worth eal state Council on February 18. he public hearing for the Zoning Commission is scheduled for March 13, with the public hearing for the City Council on pril 2.
