2 5 reasons why we need to talk about affordable housing at EU level 1. Long-term stable financing Spending limits & deficit rules are set at EU level. EUROSTAT classification, VAT levels, new international banking rules (Basel III). 2. Market rules Defined at EU level, SGEI decision since 2005 Market failure to provide affordable housing to medium-income households Housing markets are subject to recommendations (non-binding) at EU level. 3.Use of energy Inadequate use of energy- green housing gases, difficulty paying bills. Implementation of the Paris agreement and globally agreed SDGs are coordinated at EU level. EU directives impact national regulatory framework & financing on energy efficiency, the governance of the energy grid, development of renewable energy, and fuel poverty.

3 5 reasons why we need to talk about affordable housing at EU level 4.Integration Migration at its the highest levels since the foundation of the EU. Successful integration will be key to the success of the EU and requires access to rights and services with adequate housing being a pre-requisite. EU Partnership & Action Plan on integration has been set up 5. Housing policies need to be determined locally, but Coherent unambiguous support is required from the EU for those working on this basic building block for sustainable societies. The right to housing has been included in the proposed European Pillar of social rights. The Housing Partnership has been established for better regulation, financing & knowledge on housing. European banks are increasing loans in the non-speculative housing sector. Structural funds in our sector is widening in scope.

12 State Aid EC decision of 2009 defines the target group as disadvantaged citizens or socially less advantaged groups high influence on social housing: the limitation restricts the provision of social & affordable housing in certain communities and urban areas. Importance for mixed communities: The EU should ensure a wide discretion of national, regional and local authorities in providing and organising services of SGEI as closely as possible to the needs of the users; diversity between various SGEI and the differences in the needs of users; a high level of quality, safety and affordability, equal treatment and the promotion of universal access (Protocol 26).
