2 CFI Fellows Program Established in July 2015 with the goal of encouraging independent research and analysis that answers some of the most important challenges in financial inclusion. Our 2017 cohort of fellows was located in four different countries and between them, their research focused on dozens of markets.
3 CFI Fellows Program John Owens CFI Fellow, Independent Consultant John Owens is an attorney and senior advisor who provides technical advisory services, training, and research as well as manages several international development efforts focused on digital financial services, digital payments, financial inclusion, and agent networks for more than 25 years. John works with regulators and policy makers across Latin America and the Caribbean as well as Asia and the Pacific, Africa, China, Eastern Europe, Russia, and the Middle East.

Some of the most important challenges include a lack of standardized disclosure and misleading advertising. 16 Pricing Consumer Risks Providers charging high rates, fees or penalties due to models based on high loss rates. Inconsistent or lack of comparable disclosure of finance charges across digital lenders. Emerging Standards and Regulations Digital lenders now have the technology to better segment potential and current customers, assess their repayment capacity more carefully, target appropriate use cases and improve overall pricing in a more responsible way. To protect the industry and encourage competition, regulators and industry players should move toward standardized interest rate and fee disclosure and promote open, transparent and comparable industry interest rate and fee platforms for the public to view.
