Healthy Yard Care Visit Recommendations 2016

HEALTHY YARD CARE VISIT RECOMMENDATIONS REPORT Site number PCR-0000 Client Name: SWAB MEETING Address: 2702 S. 42nd St. Tacoma, WA Date of visit: June 16, 2016 Program Overview Using natural yard care methods protects your family and pets from exposure to potentially toxic chemicals and helps protect local streams, rivers, lakes and Puget Sound. Experts found pesticides to be among the 8 most frequent sources of toxic exposure for young children and pregnant women (Source: The American Association of Poison Control Centers). The purpose of the Healthy Yard Care Visit program is to provide homeowners with alternatives to chemical treatments so they can cultivate a beautiful, healthy yards. Client Concerns Moss in grass Soil test nutrient levels Concerns about pesticides Soil Test Interpretation According to the soil test results (Appendix A), your soil is slightly acidic (ph 5.7). Excess magnesium and iron are common in acid soil and can leach from the ground and affect calcium uptake in the soil. - Raising the ph in your soil using the instructions under the soil section of this report (page 2). - Moss control products can cause soil to be acidic and provide an excess of iron, harming grass growth and soil health. We address healthy moss control methods under moss control section of this report (page 3). - Weeds in lawns are easy to remove with no chemicals. See the weeds section for our recommendations (page 2).

Recommendations Our recommendations are based on WSU Pierce County Master Gardener advice. We recommend that homeowners use the most environmentally safe yard care methods first. If that method does not work, then safely apply the correct chemicals by always following product instructions. It is extremely important that you always follow the instructions and never use more product than what the instructions indicate. Chemicals can be harmful to not only the environment, but pets, children and whoever else may be exposed to the treated areas. Sustainable yard care practices are often preventative measures; such as planting the right plant in the right place, or not trying to force grass to be green all summer, instead allowing it to go into its natural dormant state in the summer months. We hope the following recommendations will benefit you in your yard care goals in the future. Soil: The soil test indicated slightly low ph that relates to high acidity in the soil. Acidic soil is common in the Pacific Northwest. To bring the ph of the soil into balance: apply lime that comes in pellet form (found in bags at any hardware or garden store). Lime in pellet form can be applied throughout the spring and fall spaced out between 3-4 separate applications. Follow the directions on the bag for optimal coverage. According to your soil test, you will need to add about 50 pounds of lime per 1000 square feet of lawn space in a single application, totaling about 125 pounds overall. For best result, water down the lime pellets after they are applied to help them breakdowns into the soil. Fertilizer is OK to add on top of the lime (see next section). Lawn Fertilizing: TAGRO MIX option: We recommend applying a thin 1/2 inch layer of TAGRO Mix spread throughout the lawn. Water the grass well and use a steel rake to help work the TAGRO into the grass. The TAGRO Mix will settle into the grass within a week or so. For TAGRO Mix or organic slow-release fertilizers to be effective the soil needs to be moist and warm enough to promote soil organism activity. Slow-Release Fertilizer option: If TAGRO isn t available- A slow-release organic fertilizer can be purchased by the bag and spread with lawn spreader. Ask for slow-release organic fertilizers at big box stores or at plant nurseries. A collection of Natural Lawn Care Videos: Short and very helpful. Specifically, view Using Fertilizer: Try organic or slowrelease. Weeds: We recommend using a weed hog (advertised as grandpa s weed-puller or Zinger at most hardware stores) to easily remove weeds in lawns without much manual labor. Don t be fooled by the name. Any person of any age can benefit from this weed-puller! An acid-based solution (such as Burn-Out, found at most local gardening stores) is also an effective way to kill weeds that are found in cement cracks. Spray weeds on the start of a hot sunny day with the acid-based solution for best results. Vinegar and biodegradable soap solution is another effective way to kill weeds. Mix 4 cups of vinegar with 2 tsp liquid biodegradable dish soap (Method, 7 th Generation, BioClean...etc). Apply to weeds during hot sunny weather. Larger weeds may take more than one application. This solution works best on weeds/grass in sidewalk cracks.

Moss Control: Often moss grows in areas that are not suitable for grass. By correcting conditions to make grass thrive (such as improving overall soil conditions) can reduce the amount of moss in your grass areas. Moss thrives in shade, while grass does not. If you are experiencing high moss growth in a shady area, the best solution is to remove lawn in that area and replant with shade-loving plants. The best way to remove moss in lawns is with a thatching machine or thatching rake, then reseed with a quality shade tolerant grass seed. Ferrous sulfate moss control could be used as a last resort, however, it negates the work that the lime is doing in balancing the ph in your soil. If you have to use the moss control chemical, make sure to apply the chemical as directed, rake it out after the moss turns black and reseed the area with a quality shade tolerant grass seed. Creating a Pollinator Friendly Yard: Of the more than 250,000 flowering plant species in the world, most (over 75%) rely on animals for pollination. Most of these animals are insects, although birds, and even some bats are important pollinators (National Research Council, 2007). Plant at least three different types of flowers to bloom throughout early spring to fall to provide pollinators with a consistent source of food. A garden that provides this wide range of plants would contain a mix such as the following: - Spring blooms: Flowering dogwood, marigold, borage, calendula, and lilac - Summer blooms: Bee balm, echinacea, snapdragons, foxglove, Milk Weed and hosta - Fall blooms: Zinnias, sedum, asters, witch hazel and goldenrod Other beneficial native plants (including groundcover) can be found at For more detailed information consult WSU Master Gardener website. or Don t forget - if you have any gardening or yard care questions, call the WSU Pierce County Master Gardeners (253) or pierce.mg@wsu.edu. Thank you again for participating in this new program. We will follow up with you by the end of July via or mail survey.

Utility Debt Evaluation Chris Gonzalez, Assistant Project Manager June 16th, 2016

Agenda Introduction Capital Funding Cash Debt Pros / Cons of Each Impacts of Debt Funding Rates Capital Funding / Level of Service Recommendations Page 2

Introduction Utilities incur two primary types of costs: Operating Costs (Regular / Ongoing) Capital Costs (Irregular / Periodic) Employee salaries and benefits Asset repair and maintenance Infrastructure replacement Facility expansions and upgrades Utilities have access to a variety of funding sources to meet their needs: Rate Revenue Developer Extensions Grants Operating Costs Operating Revenue Capital Costs Connection Fees Existing Cash Balances Debt Local Improvement Districts Page 3

Capital Funding Strategy Capital Funding Hierarchy Use available grants /developer funding Use available cash resources Issue debt to fund remaining cost Layman s Example: Buying a House Seller covers closing costs on purchase Homebuyer tax incentives Make a down payment Take out a mortgage for the remainder Alternatives to issuing debt: Fund excess costs through rates Likely to result in adverse rate impacts Defer capital projects Might be limited by capacity needs and / or regulatory requirements Page 4

Cash Resources for Capital Funding Existing Fund Balances Limited to cash / investments available Prudent to consider utility s need for reserves Connection Fees One-time fees paid by growth to recover equitable share of system costs (existing assets, future projects) Revenues are growth-dependent Not currently (but could be) imposed by Pierce County Other Capital Revenues (e.g. Interest Earnings, REET) Rates Direct use for project funding (most appropriate for smaller, ongoing projects) Generation of cash through system reinvestment (preservation) funding policy Page 5

Debt Resources for Capital Funding Special Program Loans (e.g. PWTF, SRF) Generally lowest interest rates ( %) Can require competitive application process Subject to State / Federal funding decisions General Obligation (G.O.) Bonds Secured by full faith and credit of the County All available tax resources committed to repayment Greater security for repayment relatively low interest rates RCW (2) limits County s total outstanding G.O. debt Non-Voted: 1.5% of taxable property value Voted ( 60% Approval): 2.5% of taxable property value County tax-supported bonds outstanding 0.57% of assessed value as of 12/31/14 More often reserved for non-enterprise activities Enterprise activities (e.g. utilities) can derive funding from user fees Page 6

Debt Resources (Continued) Revenue Bonds Secured by utility revenues, perceived as higher-risk than tax-supported bonds Higher interest rates Reserve requirement: Typically based on average / maximum annual debt service Can fund through rates or include in bond issuance Coverage requirement: Test of annual financial performance Annual Coverage Ratio = Eligible Revenues Operating Expenses Annual Revenue Bond Debt Service Bond covenants typically require a minimum coverage ratio of Utilities can adopt a higher policy standard Revenue bond issuance does not require voter approval No legal constraint on the amount issued Practical limits on indebtedness may exist, based on additional requirements Page 7

Capital Funding Philosophy Cash Funding Debt Funding Pros Lower overall cost May improve financial flexibility Mitigates immediate rate impacts of capital investment Enhances generational equity by spreading cost of lasting facilities to future customers Cons Higher near-term rates Existing customers pay for disproportionate share of costs May need to maintain higher cash balances (unless debt can be issued) Higher overall cost (interest, reserve requirements) May reduce financial flexibility (e.g. coverage requirements, annual payments) Capital funding philosophy can define appropriate terms for issuing debt, as well as an acceptable level of indebtedness Page 8
