In FY 217, USDA obligated 149,86 loans, loan guarantees, and grants totaling about $2.7 billion, and 37,95 units of tenant assistance representing about $1.39 billion to support affordable housing for eligible families in rural areas. 13 USDA RURAL HOUSING SERVICE Fiscal Year (FY) 217 Executive Summary The Housing Assistance Council (HAC) presents an overview of the United States Department of Agriculture (USDA) Fiscal Year (FY) 217 USDA Rural Housing program obligation activity in this publication, USDA Rural Development Housing Funding Activity: Fiscal Year 217 Year-End Report. Since the 195s, USDA has provided financial assistance for the construction, repair, and affordability of millions of homes for low- and moderate-income rural Americans. USDA accomplishes this activity through its Rural Development (RD) agency. In FY 217, USDA obligated 149,86 loans, loan guarantees, and grants totaling about $2.7 billion. Since the first USDA housing loan was made (around 195), the agency has funded the construction, purchase or repair of over 4.9 million rural housing units representing $31 billion. Beginning in 1978, USDA also provided funding for rental assistance to help tenants better afford to rent housing in agency-financed multi-family housing units. In FY 217, USDA obligated 38,6 annual units of tenant assistance representing about $1.39 billion through the combined total of the Section 521 Rental Assistance and the Section 542 Rural Housing Voucher programs. Since the late 197s, USDA funded over $23 billion for rental assistance and tenant vouchers representing 3.29 million annual units. USDA increased obligations in many of its housing programs over the FY 216 levels, fully utilizing its funding in most programs with a several exceptions as noted below. Single Family Housing Section 52 Homeownership loans have been the center of USDA s single family housing programs. Providing both direct and guaranteed mortgage assistance, the agency serves low- and moderate-income households. The Section 54 Repair and Rehabilitation program provides low-interest loans and grant funding for very low-income (VLI) households to help them improve or modernize their homes and remove health and safety hazards. Section 52 Loan Guarantees Increased and Continue to Dominate RD Single Family Housing Lending. USDA Homeownership activity has shifted away from direct lending over the last 2 years. The Section 52 Guaranteed loan program, the largest of the Single Family Housing programs, obligated $19.3 billion (13,71 loan guarantees.) This is about $2.92 billion (17,387 loans) more than last year. In October 216 the loan guarantee fee decreased from a 2.75 percent upfront fee plus a monthly.5 percent fee to an upfront fee of 1 percent plus an annual fee of.35 percent. This helped to reverse a decline in obligations from the previous year. The average income for a Section 52 guaranteed loan borrower was $59,191 in FY 217 ($57,962 in FY 216). Exec Sum 1

14 Full obligation of the Section 52 Direct program. For the Section 52 Direct program, USDA obligated about $1 billion (7,187 loans) in loan obligations in FY 217; about $41.7 million (98 loans) higher than last year. The appropriation level was about $1 million higher in FY 217 than the year before but the agency transferred about $58 million in funding from other programs into the Section 52 Direct loan program in FY 216. USDA obligated nearly $381 million for VLI loans which represents about over 38 percent of the obligated funds. The average income for a Section 52 Direct loan borrower was $32,592 in FY 217. ($3,911 in FY 216) Section 54 Loan Obligations also Increased in Each of the Last Two Years. The Section 54 Repair and Rehabilitation programs obligated 3,431 loans representing $19.6 million. This is 269 more loans or $2.2 million higher than last year. There were 4,763 Section 54 grants to assist elderly very low-income households in removing health and safety hazards or improve accessibility totaling about $28.9 million. This is $1.8 million (247 grants) fewer than obligated last year. The average income for a Section 54 Direct loan borrower was $15,58 in FY 217. $14,723 in FY 216). For Section 54 Grants, the average income was $14,633 in FY 217 $13,986 in FY 216). Income Banding Demonstration Program Continues. In FY 216, USDA implemented a demonstration program for its Single Family Housing programs in 23 states and territories. Under this demonstration which is in its second year, income eligibility determinations are based on a two-tier income structure using HUD s four-person income level for households of one to four persons and the eight-person income level for households with five to eight people. For example, if the HUD low-income limit for a four-person household in a certain county is $31,5. In this instance, households of one, two, or three persons would also qualify as low-income at $31,5. This expands the pool of income-eligible households who can qualify for the programs. Other USDA Single Family Housing Activity. In the Section 523 Self-Help Housing grant program, the agency obligated 35 grants ($27.6 million) and 17 technical and management assistance contracts ($8.98 million) compared to 36 grants ($22.1 million) and 5 contracts ($6.4 million) last year. The increase in the number of contracts in FY 217 reflects partial funding due to continuing resolutions and other budget uncertainties. The average income for a Section 52 Self-Help borrower was $35,482 in FY 217 ($33,643 in FY 216). There was also a $369,51 loan for the Section 524 site loan program. Exec Sum 2

15 Multi-Family Housing Guaranteed loans through the USDA Section 538 program have been the most significant source for agency financed new construction rental housing units. This program does reach some low- and very low-income renters but it does not provide tenant subsidies (rental assistance funding) for the properties financed. Most funding in the Multi-Family Housing programs has been directed to the repair and rehabilitation of older Section 515 Rural Rental Housing properties. As the Section 515 loan portfolio continues to age, the loans on these properties are maturing or reaching the final payment. When the Section 515 loan is paid off, the property and its tenants no longer qualify for Section 521 Rental Assistance. Fewer New Construction Units Financed in FY 217. USDA obligated 16 Section 538 Guaranteed Rental Housing loans this year totaling over $176.9 million. This is 13 fewer loans and nearly $9.9 million less than last year s totals. Of the funds obligated in FY 217, $86.3 million was used in combination about $445 million on leveraged funding to finance the construction of 2,861 units. For the Farm Labor Housing program, 21 loans for nearly $34.9 million and 6 grants ($8.2 million) were obligated in FY 217. Last year, there were 2 FLH loans and 11 grants representing about $32.1 million and $15.7 million respectively. Farm Labor funding in FY 217 was financed 991 new construction units for farm laborers compared to 1,6 new construction units. Primary Use of Multi-Family Direct Loan and Grant Funding Continues to be for Rehabilitation of Existing Section 515 Stock. The remainder of the Section 538 and Farm Labor housing funding was used for rehabilitation of Section 515 units. In addition to these funds, all the Section 515 funding (31 loans totaling $35 million) was used for rehab. There were also 33 Multifamily Housing Preservation & Revitalization (MPR) loans ($26.8 million) obligated and 3 MPR grants ($12,561), a significant decrease from last year. About $3.7 million of MPR funding was used for loan deferrals and $23.2 million was used for soft second financing. There is no information available on how funding was used for these purposes. In addition, MPR funding may be used to supplement the appropriated funding for Section 542 Vouchers. This likely accounts for at least some of the reduction in MPR loan and grant activity in FY 217. Section 521 Rental Assistance Funding Slightly Less than Last Year. Section 521 Rental Assistance (RA) obligations comprised $1.365 billion (32,451 units). This is about $24.6 million less (659 more units) than last year. RA renewals increased over the previous year (258,342 units in FY 216 and 271,169 units in FY 217). Other servicing units decreased to 3,899 units from 42,466 last year. Rental Assistance for other servicing units could include sales of inventory properties and transfers of existing Section 515 properties to another owner. There were also 38 units of new construction Rental Assistance funding, down from 763 new construction units in FY 216. The new construction loans funded new Farm Labor Housing units. Exec Sum 3

16 Multi-Family Housing Voucher Demand Continues to Increase. There were 5,69 Rural Housing Voucher obligations representing $22. million, an increase of 36 units or $2.5 million higher than last year. The number and dollar obligations for vouchers has been steadily increasing as more properties prepay their Section 515 loans. Nearly half ($1.8 million) of the vouchers were concentrated in 7 states (Florida, Indiana, Michigan, Missouri, New York, South Dakota, and Wisconsin). Although the appropriated amount was higher than it was the previous year, the demand for the funding exceeds the amount available. To meet the voucher needs, funding may be transferred from the MPR appropriation, decreasing the amounts available for rehab. Other USDA Multi-Family Housing Programs. USDA also funded 17 grants through the Housing Preservation Grant program totaling $4.9 million, an increase of $1.3 million (5 grants) over FY 16.
