2 Government of Indonesia GOVERNMENT OF THE REPUBLIC OF INDONESIA & UNITED NATIONS CHILDREN S FUND (UNICEF) (January 2016 December 2020) Programme Document This programme document (ProDoc) supports the achievement of planned results in Indonesia as outlined in the attached UNICEF Country Programme Action Plan (CPAP) The ProDoc operationalizes the detailed activities of the Multi-Year Work Plan (MYWP) to be implemented by this ministry. The CPAP was developed in a consultative manner with all implementing partners in Indonesia under the coordination of the National Development Planning Agency (BAPPENAS). The country programme supports the development priorities of the Republic of Indonesia as described in the RPJMN , under the umbrella of the United Nations Partnership Development Framework (UNPDF) Sub-national activities are aligned with respective regional development plans (RPJMD) of the provinces and districts supported by the programme. Ministry/Agency (K/L): Implementing Partners: Ministry of Village, Disadvantaged Regions Development and Transmigration (Kemendes) Directorate General of Village Development and Community Empowerment: 1. 3 Planned Budget for Total Budget : USD 1,047,235 UNICEF Cash Assistance: $ 789,407 Supply Assistance: $ 57,828 Technical Assistance: $ 200,000 GOI In Cash and In Kind Note: The planned budget under this ProDoc is indicative only, subject to the availability of future funding opportunities, including donor contributions, private sector fundraising and UNICEF thematic funds. Detailed activities and their planned amounts under this ProDoc, extracted from the MYWP and listed in Annex 1, are subject to revisions annually based on periodic programme reviews conducted with Government and 3 rd party partners at national and sub-national levels. 3
4 Programme Management The Ministry/Agency (K/L) and UNICEF shall jointly conduct planning and review meetings for all programme areas covered by this ProDoc at mid-year and end-year, in coordination and with inputs from relevant government agencies at sub-national level. An end-cycle review will be undertaken in Other UN agencies and representatives of multilateral and bilateral donors, as well as civil society partners shall be invited to participate in these meetings. The MYWP extract (Annex 1) details the responsible parties, planned budgets and timeframe and timeframe required to implement the planned activities. All cash transfers to an implementing partner are based on activities of this ProDoc (Annex 1) and the MYWP, agreed between the implementing partner and UNICEF. Cash transfer modalities, criteria for assurance activities, and other programme management details are described in the CPAP and the General Guidelines for Programme Implementation (PEDUM). Note that each implementing partner must maintain a separate bank account for managing UNICEF cash assistance. The following is the structure of the Ministry/Agency (K/L) and implementing partner(s). Fund disbursement will be channelled to the implementing partner(s) (Orange Box). Commitments of UNICEF and the Government to the programme of cooperation are specified in Parts VII and VIII of the CPAP, respectively. 4
5 Third party implementation Some activities in the ProDoc will be implemented by third parties under procurement through UNICEF rules and regulations (Direct Implementation by UNICEF). These activities are listed in the technical assistance column of Annex 1. Upon completion of these activities, the actual budget utilized will be recorded in LKPP (Laporan Keuangan Pemerintah Pusat Central Government Finance Report) through BAST (Berita Acara Serah Terima - The Handover Delivery Certificate). 5
6 Final provisions This document, with Annex 1, the CPAP signed by the Government and UNICEF on 28 December 2015, and the attached PEDUM, together constitute a complete ProDoc. The ProDoc shall become effective upon signature, and covers planned activities to be implemented during the period from 01 January 2016 through 31 December Annex 1 is to be updated annually by UNICEF and shared with the K/L, but this ProDoc does not need to be re-signed during the course of the country programme. This original document was written in English, and subsequently translated into Bahasa Indonesia. In the event of a discrepancy between the two versions, the original English version shall take precedence.
