1 HSA Q&A How much will the Company contribute into the HSA? The Company will contribute $250 (Single coverage) or $750 (Family, Employee + Spouse, Employee + Children) when enrolling in either one of the HSA plans. All you need to do is enroll. If you complete the wellness screening during the wellness screening period from January 15 through March , the Company will contribute an additional $250 regardless of coverage type (i.e., Associate only, Family, etc.). So you can get a total contribution of $500 or $1,000, depending on your coverage level. The HSA contributions made by the Company will be made in one lump sum during the month of April Do you lose HSA funds if you don t use the money by the end of the plan year? No, unlike FSA funds, HSA funds are not use it or lose it in nature. HSA funds rollover over from yearto-year. This includes your contributions as well as contributions made by Raymond James. This means the funds you save plus any investment earnings can be used to pay for care today or anytime in the future and funds travel with you even if you leave Raymond James. Do new hires qualify for the Company HSA contribution? Yes, associates hired after the beginning of the medical plan year (4/1/18), will receive a Company HSA contribution of either $500 (Single coverage) or $1000 (Family, Employee + Spouse, Employee + Children) into their HSA account shortly after they join the Company. The amount of the contribution will be prorated based on their start date. New hires will not be eligible for the wellness screening credit of $250 until the next medical plan year. If I am in the PPO Classic plan now and I enroll in one of the HSA plans effective 4/1/18, will I be permitted to contribute the maximum under the law ($3,450 for single coverage and $6,900 for Family, Associate & Spouse or Associate & Children in 2018)? Yes. Individuals are eligible to contribute the full amount assuming you maintain HSA eligibility the following year. Do the Company contributions to an HSA count toward the annual maximum? Yes, so associates will need to factor in the contributions made by the Company to ensure they do not exceed the IRS maximum contributions allowed. Are there catch up contributions if you are of a certain age like with the 401(k) plan? Yes. If you are currently 55 or older or will turn 55 in the calendar year, you can contribute an additional $1,000 regardless of your coverage type (i.e., Single, Family, Associate & Spouse or Associate & Children). Is everyone eligible to contribute dollars into an HSA? No. You would not be eligible to contribute to an HSA if: You are covered by another medical plan that is not a HSA-eligible plan. Your spouse enrolls in his or her employers FSA and you qualify as his or her tax dependent under the cafeteria 125 rules. This means you are eligible for benefits in that FSA plan. You have received any Department of Veterans Affairs health benefits within the past three months You enroll in Social Security, which automatically enrolls you in Medicare Part A.
2 You are enrolled or entitled to Medicare. Entitled to Medicare: you are eligible and have completed the application to automatically receive Medicare Part A. Enrolled in Medicare is when you have signed up for Medicare Part B. How does the new dual HSA medical plan design impact me if I am not eligible to contribute to an HSA account? Even though you cannot make contributions to an HSA account, you are still eligible to enroll and get coverage under either one of the medical plans, it s just that contributions to an HSA are not permitted. What incentive am I eligible for if I cannot receive the employer HSA contributions? If you enroll is either HSA plan, you will still get the company contributions just as other associates, however, since contributions to an HSA account are not permitted in this case, we will allocate the dollars to a medical FSA which you can use. Also, if you complete a wellness screening, the Company will allocate an additional $250 to your medical FSA. What is a Limited Purpose FSA? The Company will begin offering a Limited Purpose FSA (LPFSA) option beginning 4/1/18. The LPFSA is much like a medical FSA except that you may only use funds to pay for qualified dental and vision expenses only incurred during the 4/1/2018-3/31/2019 plan year. The maximum LPFSA amount you can contribute in a calendar year is $2,600. You are permitted to enroll in a LPFSA even if you are also enrolled in an HSA medical plan and have an HSA. The LPFSA is a use it or lose it plan. LPFSA participants are eligible to roll over up to $500 into the next plan year providing you have an active LPFSA account. What kind of assistance will be offered to help associates transfer HSA balances from Optum to HealthEquity? If you have an HSA account balance with Tango/Optum currently, the Company will automatically transfer those assets to HealthEquity if you indicate your wish for this to occur. There will be an online request option during the transition for associates to make this transfer request. How often can I change my HSA payroll contribution? You can start, stop and change your HSA payroll contribution at any time by logging into your account with Health Equity. Can I make a one-time rollover of IRA money into an HSA? HealthEquity processes and handles IRA-to-HSA transfer contributions; however, individuals are limited to one lifetime transfer from an IRA to an HSA and this rollover is subject to the contribution limits for the year. If you were enrolled in an HSA during all of a calendar year but you only contributed a few dollars to the HSA and you had a big medical issue during the year and incurred several unreimbursed expenses but didn t have nearly enough to pay them via your HSA. Are you permitted to use dollars that you may contribute to your HSA in a subsequent year to pay yourself for expenses incurred in a prior year? Funds from an HSA, regardless of when they were deposited in the account, can be used to reimburse any expense as long as the expense occurred after the HSA was established. Because the HSA is a savings vehicle, individuals can save up their expenses for multiple years and decide to reimburse themselves at a later date. The fact that the account is/was underfunded at the time of the expense is not taken into consideration.
3 Who owns the HSA? You do. Does the money in your HSA account earn interest? Yes, and tax-free. Can I invest the money in an HSA? Yes. Similar to an IRA, HSAs let you choose to invest your account balance in mutual funds after you reach a $1,000 balance in your account. Is my HSA FDIC-insured? Yes. However, eligible monies in investments are not FDIC-insured. What happens to the money in my HSA if I leave my job or retire? You take that money with you wherever you go. The HSA is in your name. It is your account. If you are on Medicare or go to another employer that does not have a qualified HSA plan, you can still use your HSA money to pay for co-pays and qualified medical expenses, but will not be able to continue to make contributions to your HSA. Can I take the money out of my HSA any time I want? Yes. You can take money out anytime tax-free and without penalty as long as it is to pay for qualified medical expenses. If you take money out for other purposes, however, you will have to pay income taxes on the withdrawal plus a 20% penalty. Do I have to submit receipts when I use my health savings account to show it was a qualifying expense? No, HSA participants are responsible for maintaining all records showing HSA funds were used for qualifying expenses. These records are needed if you are audited by the IRS so it is important to maintain all details of the expenses you pay for with your HSA. What is a qualified medical expense? Qualified medical expenses are those that would generally qualify for the medical, dental and vision expenses income tax deduction as outlined in IRS Publication 502 Medical and Dental Expenses. In addition, HealthEquity also maintains a searchable database of qualified medical expenses at I am a parent on an HSA plan but I didn t cover my children under the plan. Can I use the money in my HSA to pay for my children s medical expenses, co-pays, and deductibles? Yes. The money in your HSA can be used to pay for qualified medical expenses of any family member who qualifies as a dependent on your tax return. However, if the dependent is not covered under your plan, his/her expenses will not be applied toward your deductible. My domestic partner is covered on my medical plan. Can I use my HSA for my domestic partner s medical expenses?
4 If your domestic partner meets the IRS qualifications of a tax dependent, you can use your HSA funds for his/her medical expenses. I m retired. Can I still contribute to me HSA? Yes, provided you are covered by a qualified HSA plan and are not on Medicare. If my spouse if on Medicare, can I contribute to an HSA? Yes. As long as you are not enrolled in Medicare yourself and are still enrolled in a HSA plan, you can contribute to your HSA. Can I use the money in my HSA for non-medical expenses? Yes. If you do though, and are under 65, you will be taxed on the money you use and assessed a 20% penalty. Once you are 65, you will be taxed for moneys used for nonmedical expenses, but will not pay a penalty. Can I use my HSA for eye glasses, contacts, or Lasik surgery? Yes. These expenses may not apply to your insurance deductible though. Can I use my HSA to pay for dental expenses or orthodontics? Yes. These expenses may not apply to your insurance deductible though. Can I use my HSA to pay for voluntary cosmetic surgery? The HSA can be used for cosmetic surgery only if prescribed by a physician as being medically necessary. HealthEquity has established a phone number for Raymond James associates. HealthEquity can be reached by dialing toll free: HealthEquity is open 24 hours a day, including weekends and holidays. ALL ABOUT WELNESS SCREENINGS Does my family also need to get the wellness screening to qualify for the HSA employer contribution for family coverage? No. Only the associate enrolled in the medical plan is required to do the wellness screening in order to get the $250 portion of the HSA employer contribution. Are there any consequences if you choose not to participate in the wellness screening besides not receiving the additional $250 contribution?
5 Not at all. Wellness screenings are completely voluntary. It is important for associates to know their wellness screening results as an ongoing effort to manage their health care is why we think they are important to offer. Will the wellness screening results be shared with United HealthCare? Optum will be using Quest to conduct the wellness screenings. Optum is a wholly-owned subsidiary of United HealthCare. Optum will retain the data which is kept confidential. Individual wellness screening results will not be shared with the Company. Your individual results will be uploaded to your personal health record at Why would someone want their employer to do a wellness screening on them? The Company is encouraging associates to get these free screenings to ensure the associates know their health status. It is important for associates to know their wellness screening results as an ongoing effort to manage their health care. What is included in the wellness screening? Optum will test blood pressure, blood glucose and cholesterol via a finger stick. They will also measure height, weight and Body Mass Index. These are metrics that are frequently assessed by providers in any wellness screening or checkup. What due diligence has Raymond James done on Quest and security/privacy of any screening results? Optum has undergone all of the compliance and risk assessments that any Raymond James service provider goes through. Is this dictated as part of the contract with United Healthcare? Not at all. This is an initiative that the Company chose to pursue as Raymond James feels strongly in associate health advocacy. Why are we doing the Wellness screenings so close to open enrollment? The main reason is so that we can contribute $250 to your HSA account soon after the new medical plan year begins. I just had a physical at my doctor s office, do I have to participate in a wellness screening again? If your physical occurred after 4/1/2017 and the four metrics were assessed, you will be able just to print the Physician s Results form off the My.QuestForHealth.com website and have your doctor s office complete the form based on the outcomes during the physical. Once this form is completed, you will be able to upload the form to My.QuestForHealth.com for review. OTHER IMPORTANT POINTS What happens to my unused medical FSA dollars and is there an expiration date by which I need to use them? Since we will no longer offer a medical plan where you can use a healthcare FSA plan, you will need to either use your entire plan year amount with incurred qualifying expenses from 4/1/2017-3/31/2018 or roll up to $500 into a Limited Purpose FSA. In other words, you will not be able to rollover up to $500 of any
6 unused balances to a healthcare FSA as in prior years. You will still have until 6/30/2018 to submit any FSA claims incurred from 4/1/2017-3/31/2018 to WageWorks for reimbursement. Cost of prescriptions seem to be rising, how can I ensure I am getting the most reasonable price offered? First of all, if you are on a brand name drug, ask your doctor is a generic version may be appropriate for you. If you are on a medication with an over the counter equivalent, you may want to ask your doctor if that option is right for you. You might also want to try getting a GoodRx card which sometimes enables you to get better prices. You can also use the pharmacy cost tool on the website to compare drug pricing from different pharmacies in your area.
