2 MRA + 10 Retirement Benefits Early Retirement FERS retirees may receive a reduced annuity benefit as early as MRA (Minimum Retirement Age) with as little as 10 years of creditable service. Age Service MRA 10 Age Reduction The annuity is reduced by 5% for each years that the retiree is under the age of 62. Requirements An employee is eligible to retire optionally with an immediate, reduced MRA + 10 annuity if he / she meets all of the following requirements: 1. Separates from a position covered by FERS retirement deductions; and 2. Has completed five years of creditable, civilian service. 3. Has completed ten years of creditable service. This may include military service, provided that the post-56 military deposit has been paid in full, and 4. Has attained Minimum Retirement Age (MRA) Year of Birth MRA Year of Birth MRA MRA: Minimum Retirement Age is based upon year of birth. before mo mo mo mo mo or later 56-2 mo mo mo mo mo. 57
3 Annuity Computations Calculate the Basic Benefit Multiply the high-3 average salary by 1% for each year of creditable service. Age Reduction Reduce the basic benefit by 5% per year under the age of 62 on the commencing date of the annuity. Reduction is 5/12 of 1% per month under the age of 62. The age reduction is a permanent reduction. Benefits are not restored at age 62. Example: MRA + 10 (reduced) 12 years of service $50,000 average salary Age months (30% age reduction) 12% X $50,000 = $6,000 - age reduction = $1,800 (30% of $6,000) Reduced Benefit = $4,200 / year = $350 /month + Social Security at 62 + TSP + FEHB + FEGLI Annuity Factor Charts and Worksheets Use the annuity factor charts and worksheets on the following pages to estimate your benefit.

8 Postponed Annuity Benefits Postponing Retirement Benefits Separating employees can reduce or eliminate the age reduction by postponing the commencing date of the MRA + 10 annuity. A former employee eligible for an immediate MRA + 10 retirement may elect a postponed retirement benefit at any time after he or she separates from Federal service. (A former employee who has not begun receiving a postponed MRA + 10 annuity may still elect to receive an annuity retroactively to the first of the month following separation from his or her last period of Federal employment.) Annuity Reduction for Age The postponed annuity is reduced by 5/12 of 1 percent for each full month (5 percent per year) by the which the chosen commencing date precedes the employee s 62nd birthday. There is not age reduction if the annuity commencing date is less than one full month before the employee reaches age 62 Age 60 with 20 Years of Service If the employee had completed 20 years of creditable service, there is no age reduction if the annuity is postponed to age 60. Example: MRA + 10 (postponed) Age: 56 years / 10 years of service Eligible to (30% reduction) continue FEHB + FEGLI Postpone Benefit Postpone FEHB + FEGLI FEHB + FEGLI are terminated If postponed to Age: 60 years / 10 years of service FEHB + FEGLI (10% reduction) are reinstated If postponed to Age: 62 years / 10 years of service FEHB + FEGLI (No reduction) are reinstated
9 FEHB and FEGLI in Postponed Retirement FEHB and FEGLI Coverage is terminated If an employee postpones receipt of an MRA + 10 retirement benefit: The employee s Federal health insurance (FEHB) and Federal life insurance (FEGLI) terminates. The employee may elect to convert to individual health and life insurance policies, and The employee may elect Temporary continuation of FEHB (TCC). FEHB and FEGLI Coverage is reinstated When the postponed annuity begins: The retiree s FEGLI coverage may be reinstated based on the coverage in place on date of separation and eligible to continue into retirement. The retiree may re-enroll in the FEHB program if he she met requirements for continuing coverage into retirement on date of separation. The retiree may enroll in any FEHB plan or option for which he or she is otherwise eligible. Survivor Benefits If an employee separates from service after having met the age and service requirements for an immediate MRA + 10 retirement, but dies before applying to receive the postponed annuity, he or she is deemed to have died as an annuitant. Surviving family members are eligible for the following benefits: Annuity benefits for the surviving spouse Annuity benefits for children Eligibility for FEHB coverage if the deceased was eligible to continue coverage as an annuitant and had been enrolled in a family plan The lump sum payment to those entitled under the order of precedence
