PUBLIC COMMENTS With no public comments forthcoming, Mr. Hagemann turned the meeting over to Garrett Haertel, to present item No MBUAPCD RULE YEAR WASTEWATER DWELLING UNIT DISTRIBUTION PLAN UPDATE Mr. Haertel presented a summary of MBUAPCD Rule 216 and the current MRWPCA dwelling unit distribution plan. Mr. Haertel relayed to the Committee that Air Board Staff s recommendation to repeal Rule 216 had been tabled by the MBUAPCD Board and is not currently scheduled for Board consideration. Mr. Haertel also conveyed that the terminology MRWPCA previously used in regards to this topic ( A Plan for Allocation of Available Wastewater Treatment Capacity among the Agency s Member Jurisdictions ) is confusing and that all the Agency intended to do was to assure that population growth (as measured by dwelling units) is consistent with the Air Plan. This process was not to distribute plant
4 TAC Meeting Summary Page 2 capacity, but available dwelling units. The Committee agreed that the use or allocation of plant capacity is a separate issue and should be handled as such. Discussion followed. Agency staff stated that the upcoming Toro Park Wastewater study will provide an estimate of wastewater flowrate from each member entity at their respective General Plan build-out population. This information will be used to determine available capacity within the MRWPCA conveyance system and the Regional Treatment Plant at member entity build-out. The Committee agreed that that MRWPCA staff should request another extension to the current Distribution Plan Ordinance pending the outcome of additional meetings with Air Board staff to determine the necessity for the existing Ordinance and the fate of Rule ASSET MANAGEMENT PLAN AND CAPITAL IMPROVEMENT PLAN UPDATE Ms. Gonzalez gave a presentation that summarized the Asset Management Plan and the Capital Improvement Plan. The presentation discussed the process, the Consultant Assessment Team and the MRWPCA Assessment Team employed to determine asset condition. The asset management approach was discussed and the short-, intermediate- and long-term Capital Improvement Projects were discussed. The Committee members mentioned several projects regarding the potential impacts from sea level rise and coastal erosion. Ms. Gonzalez stated that she would review these projects, ensure that they were included in the current long-term project list and continue to coordinate the Agency s CIP with the Committee members. 4. SALINAS PUMP STATION UPDATE Mr. Hagemann then provided a summary of the activities and discussions that have occurred to date regarding the Salinas Pump Station Conveyance project. MRWPCA, in coordination with the City Public Works Department, is completing a four-month trunk line flow monitoring program. Data will be incorporated in to the City s collection system hydraulic model to verify existing flows to the station and better predict future peak wet weather flows. Mr. Aguayo re-stated the City s concerns regarding an acceptable project to address future peak wet weather pump station capacity. Mr. Hagemann stated that the Agency plans to complete the project planning phase in FY and begin project design in FY Phased implementation will be completed as development dictates.
5 TAC Meeting Summary Page 3 Mr. Hagemann suggested that it might be productive to put together a site visit of various types of capacity enhancement projects that other Cities have employed. 5. TORO PARK ANNEXATION STUDY Mr. Buell gave a brief summary on the status of the Toro Park Wastewater Feasibility Study. Agency staff is in the process of retaining a consultant to complete the necessary tasks to determine the costs and feasibility of adding the wastewater flows from the Toro Park (and adjacent areas) to the Regional Treatment Plant system. 6. MEMBER ENTITIES COLLECTION SYSTEM FEE STRUCTURE UPDATE Mr. Buell gave a presentation on the current MRWPCA Member Entity Collection Fee Structure and potential options for coordinating the process. Currently six member entities utilize MRWPCA to collect their respective Collection System fees. The fee is assessed as a percentage of MRWPCA s fee based on user classification. Discussion followed relating to how this model could be improved to provide better costumer service and ensure compliance with Proposition 218 requirements. Several member entities are currently studying their respective collection system rate structure. The Committee concluded that rate increases at the RTP or for the collection systems should be coordinated at the TAC level. Mr. Buell anticipates a rate increase at the RTP for next fiscal year that will be effective August 1, Mr. Buell proposed forming a sub-committee that will meet within the next two weeks to coordinate the process for revising collection systems fees. There was general consensus on this issue from the Committee. 7. REGIONAL URBAN RECYCLED WATER AUGMENTATION PROJECT (RUWAP) UPDATE Based on time constraints, this item was tabled and copies of the proposed presentation were handed out to those in attendance. 8.
