5 Cohesion Policy Funding Regulation & guidelines Risk prevention is a reinforced priority in the current ERDF regulation The ESF can support capacity building on risk prevention and institutional capacity Community Strategic Guidelines : protection against certain environmental risks (e.g. desertification, droughts, fires and floods), should all have high priority The Communication on the CSG insists on undertaking risk prevention through: Improved management of natural resources More targeted research Better use of ICT More innovative public management policies

12 Rural development policy Examples of relevant support (art 38) Payments related to the WFD (article 38) Annual support per hectare of utilised agricultural area (UAA) Compensation for costs incurred and income foregone Resulting from serious disadvantages related to the implementation of the WFD Up to 500 / ha for first 5 years, 200 / ha thereafter Amounts can be increased in some cases Implementing rules for article 38 payments: The disadvantages that are compensated must: relate to specific requirements introduced by the WFD; impose major changes in type of land use and/or major restrictions in farming practice resulting in a significant loss of income; go beyond cross-compliance requirements (Regulation (EC) No 73/2009); go beyond the level of protection at the time the WFD was adopted

14 Rural development policy Non-productive investments (article 41): Investments linked to: commitments undertaken in agri-environment measures (see previous slide); other agri-environmental objectives On-farm investments enhancing public amenity value of Natura 2000 area or other high-nature-value area Investments must not significantly increase value or profits of the holding
15 Pre-Accession (IPA) and Neighbourhood Policy (ENPI) The Instrument for Pre-Accession Assistance (IPA) offers assistance to countries engaged in the accession process to the European Union (EU) for the period ENPI : The European Neighbourhood Policy (ENP) was developed in 2004, with the objective of avoiding the emergence of new dividing lines between the enlarged EU and our neighbours and instead strengthening the prosperity, stability and security of all. (Ukraine, Belarus, Moldova, Russia) Both support prevention measures and preparedness for all types of hazards (incl floods)
16 Civil Protection Financial Instrument (CPFI) Support and complement the efforts of the Member States for the protection, primarily of people but also of the environment and property, including cultural heritage, in the event of natural and man-made disasters, acts of terrorism and technological, radiological or environmental accidents and to facilitate reinforced cooperation between the Member States in the field of civil protection. MIC Training, exercises, workshops, exchange of staff and experts, creation of networks, demonstration projects and technology transfer to enhance prevention, preparedness and effective response. Public information, education and awareness raising and associated dissemination actions.
17 EU Solidarity Fund Respond to major natural disasters and express European solidarity to disaster-stricken regions within Europe. Has been used for 33 disasters covering a range of different catastrophic events including floods, forest fires, earthquakes, storms and drought. 20 different European countries have been supported so far for an amount of more than 2.1 billion. Total direct damage caused by the disaster exceeds 3 billion (at 2002 prices) or 0.6% of the country's gross national income, whichever is the lower. The EUSF supplements public expenditure by the Member States concerned for the following essential emergency operations: Immediate restoration to working order of infrastructure and plant in the fields of energy, drinking water, waste water, transport, telecommunications, health and education; Providing temporary accommodation and emergency services to meet the immediate needs of the population; Immediate securing of prevention infrastructures and measures to protect the cultural heritage; Cleaning up of disaster-stricken areas, including natural zones.
18 LIFE (DG ENV) LIFE is a funding instrument that provides specific support for the development and implementation of Community environmental policy.
