1 Updated in August 2016 Law Ting Pong Secondary School Guidelines on Fee Remission Scheme ( ) 1. Introduction In order to allow children in financial need to receive quality education at Law Ting Pong Secondary School, a portion of the school fees collected will be set aside to provide financial assistance, in the form of fee remission, to eligible families. 2. Eligibility Criteria Category 1: Households which are eligible for Financial Assistance for Primary and Secondary Students provided by the Student Financial Office (SFO). Category 2: Households which are currently recipients of the related Comprehensive Social Security Allowance (CSSA). Category 3: Households passing the LTPSS means test. (The School will use the Adjusted Family Income (AFI) mechanism, currently used by the Student Financial Assistance Agency, HKSAR, as the means test to assess the eligibility of an applicant s family for the student- applicant s fee remission.) 3. Assessment Category 1: Category 2: Category 3: Applicants should apply for the SFO Financial Assistance directly from the SFO. All eligible applicants would receive a Eligibility Certificate from the SFO, showing the level of eligibility (Full grant, half grant or ineligible) under the government means test. The assistance level of LTPSS Fee Remission Scheme is determined according to the result of the government means test. Level of assistance is determined according to the type of CSSA received by the household. LTPSS mean test: 3.1 The School will use the Adjusted Family Income (AFI) mechanism, currently used by the Student Financial Assistance Agency, HKSAR, as the means test to assess the eligibility of an applicant s family for the student- applicant s fee remission. 3.2 The AFI is calculated based on the following formula: Gross Annual Income of the Family AFI= Number of Family Members + (1) (a) Gross Annual Family Income* of the Family includes *100% of the annual income of the applicant and his / her spouse; and *30% of the annual income of any unmarried children residing with the family; and

2 *the contribution from relatives / friends if applicable. (b) Family Member refers to the applicant, his / her spouse, unmarried child(ren) of the applicant and his / her spouse residing with the family, the dependent parents of the applicant and his / her spouse (who are not receiving Comprehensive Social Security Assistance) residing with the family. (c) In case of single-parent families of 2 to 3 members, the +(1) factor in the denominator of AFI formula will be increased to +(2). 3.3 The AFI eligibility benchmarks for various levels of assistance (and no assistance) are set out in the table below. AFI* Groups between (HK$) Level of Assistant < 37,552 Full 27,553 72,611 Half > 72,611 Nil * Please note that the AFI is not the average monthly income of a family. # For 3-member (or 2-member single-parent) and 4-member (or 3- member single-parent) families, the values are $45,460 and $41,824 respectively. 3.4 For families with AFI above the thresholds and / or more than 5 family members, the School will consider their applications on a case-by-case basis. 3.5 The School reserves the right to verify the information provided by the applicant in support of the application, through home visit or by other means. 3.6 Using a four-member family as example: Gross Annual Family Income (HK$) Adjusted Family Income (AFI) (HK$) Less than 187,500 (185,000) (4+1) Example: 185,000 = 37,000 (< 37,552) Between 187, ,055 (350,000) (4+1) Example: 350,000 = 70,000 (< 72,611) Over 363,056 (370,000) (4+1) Example: 370,000 = 74,000 (> 72,611) Assistance Level Full Half Nil 4. Application Procedures 4.1 Applicants have to submit fresh applications for every academic year. 4.2 Application forms are available in the General Office. 4.3 All application forms must be duly completed and returned to the General Office together with copies of all supporting documents, including the Eligibility Certificates issued by the Student Financial Assistance Agency, HKSAR.

3 4.4 Applicants may be invited for interviews. 4.5 The School has the sole discretion in granting fee remission to applicants and the school s decision is final. 4.6 The level of assistance is determined according to the result of the assessment based upon the applicable fee remission scheme in force. 4.7 After assessment, the fee remission of the eligible applicants will be effective from the month of submitting the applications. 4.8 The School reserves the right to review the fee remission scheme and the levels of assistance from time to time. 5. Supporting Documents Supporting documents required are listed as follows: Type of supporting document Category 1 Category 2 Category 3 A copy of each family member s HK identity document living in the same house (HKID card) A copy of Eligibility Certificate issued by Student Financial Office (SFO) A copy of Notification Letters of Comprehensive Social Security Assistance (CSSA) (1 April March 2016) All bank accounts record of applicants and family members (1April March 2016) Tenancy Agreement (For families living in public housing) (If applicable) Copy of supporting documents for separation / divorce or spouse s Death Certificate (If applicable) Copy of documentary proof on unavoidable medical expenses (for family members who are chronically ill or permanently incapacitated) for the period from 1 April 2015 to 31March 2016 (If applicable) Copy of the termination letter

4 Income proof (1 April March 2016) Salaried employed person 1. Tax Demand Note issued by Inland Revenue Department; if not available 2. Employer s Return of Remuneration and Pension Form; if not available 3. Salary Statement; if not available 4. Bank transaction records showing payment of salaries, allowance, etc.(together with the page showing the name of bank account holder) (Please highlight the entries with colour and remarks. For any entries other than income, please also make necessary remarks next to them, or else the LTPSS may include the amount in calculating family income); if not available 5. Income Certificate certified by the employer (Appendix A of application form). Self-employed driver or person running business (including sole proprietorship business / partnership business / limited company) 1. Profit and Loss Account verified by a Certified Public Accountant; if not available 2. Profit and Loss Account prepared on your own and 3. Personal Assessment Notice (if applicable). Salaried employed or self-employed person who cannot produce any income proofs Please follow Appendix B to provide Self-prepared Income Breakdown detailing the monthly income throughout the year and explaining why income proof cannot be produced. (LTPSS reserves the right to decide whether applications from those applicants who cannot provide justification for not producing income proof would be accepted.) Landlord with rental income 1. Tenancy Agreement; if not available 2. Bank transaction record showing rental income (highlight the entries with colour and remarks. For any entries other income, please also make necessary remarks next to them, or else LTPSS may include the amount in calculating family income). 5. Notification of Result 5.1 The School will inform each applicant directly of the result of his / her application in writing. 5.2 Any enquiries or applications for a review of the result should be made to the School in writing. 6. Obligations 6.1 Any misrepresentation, concealment of facts, providing misleading or false information will lead to disqualification, restitution in full of the assistance granted and possible prosecution. 6.2 All documents submitted are not returnable.

5 6.3 The personal data contained in the application will be used to determine an applicant s eligibility for and the appropriate to be awarded the level of assistance. 7. Deadline Please submit application form and supporting document(s) on or before 12th September, Your application will be processed immediately based on the submitted documents. In general, for Category 3 applicants, your application will be processed only if you have submitted all the supporting document(s) and the eligibility certificate of SFO. 8.
