2 The International Rail Registry The International Rail Registry is based in Luxembourg, in the Hémicycle building where the Diplomatic Conference for the Luxembourg Rail Protocol was held 2
3 The International Rail Registry The contract to establish the International Rail Registry was signed in December 2014 with SITA. It follows the success of SITA s development of the Aircraft Registry 3
4 Operated by Regulis SA, a SITA company SITA specialises in large-scale, secure systems for the transport industry. SITA s 4,500 staff work in 135 countries. 4

10 A single global registry Operating entirely online Open to Search Registration by; Transacting Users (parties to transactions) and Professional Users (legal advisers) 10
11 User Enrolment by the Registrar: Transacting Users Entity (TUE) Professional Users Entity (PUE) Role of the TUE/PUE Administrator 11
12 An International Registry shall be established for registrations of: (a) international interests, prospective international interests and registrable non-consensual rights and interests; (b) assignments and prospective assignments of international interests; (c) acquisitions of international interests by legal or contractual subrogations under the applicable law; (d) notices of national interests; and (e) subordinations of interests referred to in any of the preceding sub-paragraphs. 12
13 The regulations shall authorise the registration in the International Registry of notices of sale of railway rolling stock. The provisions of this Chapter and of Chapter V of the Convention shall, in so far as relevant, apply to these registrations. However, any such registration and any search made or certificate issued in respect of a notice of sale shall be for the purposes of information only and shall not affect the rights of any person, or have any other effect, under the Convention or this Protocol. 13
