3 Introduction National SEPA Migration Plan Annex 1 The National SEPA Migration Plan (April 2014), among other things, provides for that the Migration Plan may be amended, depending on the planned activities and changes approved at the National Payment System Committee. Since in the mean time certain changes have occurred in the organisational structure for the implementation of the SEPA project in the Republic of Croatia and proposals have been put forward to change previously approved dates relating to the beginning of the implementation of individual activities from the SEPA Migration Plan, the National Payment System Committee (NPSC) approved its amendments unanimously at its meetings (the 24 th meeting held in May 2015 and the 26 th meeting in February 2016). As a result of the approved amendments, the National SEPA Migration Plan Annex 1 was prepared, which contains the following: changes in the organisational structure of the SEPA project in the Republic of Croatia: - the National Scheme Management Board (NSMB) was set up and - the decision on the termination of work of the Croatian SEPA Coordination Committee (CSCC) was adopted, new dates were set for the beginning of implementation of the HRK SCT Scheme Rules, the HRK SDD Core Scheme Rules and the HRK SDD B2B Scheme Rules and the new go-live date of the Euro-NCS was set. 3
4 Organisational set up and management of the SEPA project in the Republic of Croatia In monitoring the course of the project development, the Croatian SEPA Coordination Committee (CSCC) has concluded that after preparing the national schemes for the execution of credit transfer and direct debit payment transactions, i.e. the HRK SCT Scheme Rules, the HRK SDD Core Scheme Rules and the HRK SDD B2B Scheme Rules, it is necessary to set up a special body that would be in charge of the management of the schemes. At its 24 th meeting held on 18 May 2015, the NPSC adopted the decision on the setting up of the National Scheme Management Board (NSMB). When the NSMB was set up, the need for CSCC's activity ceased, so that the NSMB took over the role in the continued management of national SEPA schemes, as well as the task of a further development of the SEPA project in the Republic of Croatia. 5 At its 26 th meeting, the NPSC adopted the Decision repealing the Decision on the establishment of the Croatian SEPA Coordination Committee and supported the proposal of the new organisational structure of the SEPA project in the Republic of Croatia. National Scheme Management Board (NSMB) At its 24 th meeting, the NPSC supported the proposal for the setting up of the NSMB at the Croatian Banking Association (CBA). However, it was also decided that equal participation in all rights and obligations arising from NSMB membership must be guaranteed to all scheme participants and must not be conditioned by their CBA membership. The first constituting meeting of the NSMB was held on 8 July The NSMB's Rules of Procedure were adopted at the second NSMB meeting held on 21 December 2015 and approved at the NPSC's 26 th meeting held on 24 February The main roles of the NSMB include: - HRK SCT scheme management - Core HRK SDD scheme management - B2B HRK SDD scheme management - the management of changes of the schemes and the submission of all amendments to the NPSC for approval - monitoring of SEPA changes and their implementation - ensuring that participants in a specific scheme comply with the scheme rules - preparing of all acts and documents necessary for its functioning - cooperation with other competent bodies of the European Union and participation in the work of coordination committees. NSMB membership comprises the representatives of the banks that have adhered to at least one scheme, the representatives of the Croatian National Bank, the Croatian Bank for Reconstruction and Development and the Financial Agency. For the purpose of a better operability and efficiency in its work, two working groups are active within the NSMB: Credit Transfer Working Group and Direct Debit Working Group. SEPA Migration Plan Test plan By the amendments to the National SEPA Migration Plan, approved at the 26 th meeting of the NPSC, to ensure the readiness of all participants for migration in accordance with the 5
6 defined dates and a further smooth functioning of payment operations, the plan for the test launch was also approved, according to the following dates: The National Clearing System (NCS) participants undertake to fully implement and complete all test activities according to Financial Agency's test scenarios by 15 March Applicants for participation in the Euro-NCS undertake to fully implement and complete all test activities according to Financial Agency's test scenarios by 15 March Payment service providers undertake to carry out all necessary tests and preparatory activities with their payment service users to meet the set deadlines. Financial Agency will submit the end-to-end testing scenario to all NCS participants and applicants for participation in the Euro-NCS by 15 March Financial Agency undertakes to ensure the implementation of the end-to-end testing in the duration of four weeks after 15 March NCS participants undertake to complete the end-to-end testing successfully according to Financial Agency's test scenario within the defined test period. Applicants for participation in the Euro-NCS undertake to complete end-to-end testing successfully according to Financial Agency's test scenario within the defined test period. Financial Agency will notify the CNB about the test results by 20 April After all test activities are carried out and Financial Agency's report on successfully completed testing is received, the CNB will approve the migration of payment instruments according to the dates defined in the National SEPA Migration Plan Annex 1. 8 Kuna payment transactions in the SEPA format SEPA Credit Transfer in kuna (HRK SCT in HRK) The infrastructural solution the possibility of the clearing of kuna credit transfer payment transactions initiated in compliance with the SEPA scheme and in the SEPA format is set up and ready for a test launch. The clearing of kuna payment transactions initiated in compliance with the SEPA scheme and in the SEPA format would start production operations on 6 June SEPA Direct Debit in kuna (HRK SDD in HRK) The infrastructural solution the possibility of the clearing of kuna direct debit payment transactions initiated in compliance with the SEPA scheme and in the SEPA format would be set up and ready for a test launch on 1 October The clearing of kuna payment transactions initiated in compliance with the SEPA scheme and in the SEPA format would start production operations on 1 February XML for users Payment service users initiating a series of payment transactions by means of individual credit transfers or individual direct debits which are not transmitted individually, but are bundled together, in accordance with Article 5 paragraph (1) under d) of Regulation (EU) 260/2012 "large users" should be rendered capable of initiating euro credit transfers in compliance with the SEPA format as of 6 June Large users should be rendered capable of initiating kuna credit transfers in accordance with the SEPA format as of 6 June 2016, and kuna direct debits as of 1 February
