Initially the Contract will be for one year is extendable further on mutual consent subject to approval. General Conditions. The Tender should be submitted in sealed cover and addressed to the Director, Regional Labour Institute, Sector-47, Faridabad The words Tender for providing Manpower for office work at Regional Labour Institute, Sector-47, Faridabad should be written prominently on the envelope. The last date for receipt of complete tender forms including EMD/other relevant documents in this office shall be 09/07/202 at P.M. Technical bid will be opened at 4.00 p.m. on 09/07/202 at P.M. in the presence of those tenderers or their representative who would like to be present. In case, there is a Public Holiday on the above mentioned date, the next working day shall be treated as the date prescribed for receipt of tenders as well as for opening of tenders. 2. A Bank Draft of Rs. 50,000/- (Rupees fifty thousand only) drawn on any scheduled bank in favour of the Director, Regional Labour Institute, payable at Faridabad, shall be submitted towards Earned Money Deposit alongwith duly completed tender form. Tenders received without Earnest Money Deposit will be rejected as nonresponsive. No other mode of payment of the earnest money will be accepted. 3. The Tenderer should submit a list of posts /jobs for which they would like to deploy manpower at RLI, Faridabad. 4. The Contractor whose tender is accepted will be required to furnish a security deposit of Rs.,00,000/- (Rupees One Lakh only) of contract or an amount of 5% of the tendered cost of work whichever is higher as a Security Deposit for the due fulfillment of the contract. 5. The Agency shall comply with all statutory provisions like Bonus, ESIC and Provident Fund etc.
3 6. Income Tax will be deducted from the monthly claims of the contractor at the rates prescribed by the Government from time to time and remitted to Government. Form 6A will be provided against such deductions as per norms. 7. The Agreement shall be in force for a period of one year from the date of signing of the Agreement/Contract or the deployment of the manpower whichever is later. 8. The agreement may be extended for further period or periods by mutual consent subject to approval of the competent authority. 9. The wages will be revised in accordance of the revision of rates of minimum wages as notified or prescribed by the Government from time to time. 0. Increase/Decrease in minimum wages and consequential change in statutory benefits such as PF & ESIC, etc. will be paid to /recovered from the contractor accordingly and contractor will be required to deposit the PF and ESIC contributions based on the new minimum wages through RLI. CONDITIONS OF ELIGIBILITY:- Technical Bid The tenderer should fulfill the following eligibility conditions:- (i) (ii) I.T. Returns for the last 2 years shall have to be furnished alongwith the tender. The tenderer should be registered with the Regional PF Commissioner (RPFC) and ESIC office. A copy of the valid registration certificate is required to be submitted alongwith the Tender. (iii) The agency should be registered under the shops and Commercial Establishments Act, 958. An attested copy of the Registration certificate should be enclosed with the Tender. (iv) Credentials or certificates in support of agency s experience in the last five years in similar nature of work should be enclosed. A list of their clients with full address and phone numbers of the Head of Office/Division Head may also be submitted. (v) The annual turnover of the agency should be minimum Rs. Fifty Lakhs or above and the Agency should submit documents to show satisfactory execution of work of similar amount during the last 3 years. (vi) It will be obligatory on the part of the tenderer to sign each page of the tender documents. On award of work, the tenderer will have to enter into an Agreement with RLI, Faridabad.
4 Regional Labour Institute Sector-47, FARIDABAD FORM OF TENDER To be submitted in Envelope- A Tender for providing manpower services at REGIONAL LABOUR INSTITUTE, FARIDABAD TECHNICAL BID:- 2. PERIOD OF CONTRACT: One year. 3. NAME AND ADDRESS OF: TENDERER (In Block Letters) 4. STATUS OF THE TENDERER: (Proprietorship/ Partnership/ Limited company/ Cooperative Society) 5. Tender is for providing manpower services (Office staff) at Regional Labour Institute, Faridabad fully described in the General guidelines for running of institute for a period of 0 (one) year. 6. Rs. 50,000/- (Rupees Fifty thousand only) by demand daft is enclosed as Earnest Money Deposit alongwith the tender form and I/we abide to deposit Rs.,00,000/- (Rupees One Lakh only) or 5% of the total amount of contract whichever is higher as a Security Deposit if I /we are awarded the said contract of RLI. 7. I/We have carefully read and understood the terms and conditions for the contract as contained in the Notice inviting Tender and General Guidelines form received along with the tender documents for the said contract and in the event of my/our tender being accepted, I/we undertake to abide by the conditions contained therein. 8. I/we have carefully read and understood the terms and conditions of the contract as contained in the including the following: Earnest Money Deposit of Rs. 50,000/- (Rupees Fifty thousand only) is liable to be forfeited by RLI, if on award of license, I/We do not accept the award or do not fulfill any of the conditions stipulated in tender documents within the prescribed time. On account of non-acceptance of award or on account of non completion of tender conditions within the prescribed time. I/We shall be debarred by RLI for future participation in the tenders at its Institute or any other place under the control of RLI for a period of one year. On account of furnishing inadequate or wrong information, my award/tender will be liable to be rejected by RLI without assigning any reasons thereof.

The RLI does not bind itself to accept the any tender and reserves to itself the right of accepting the whole or any part of the tender and the Tenderer shall be bound to provide the service at the rate quoted.
