3 THE IMPORTANCE OF THE EU MARITIME INDUSTRY! 90% of external trade (in volume) is carried by sea! the EU controlled fleet represents approximately 34% of the world fleet in g.t. terms! Container Vessels 47% of the world fleet! Bulk Carriers 32% of the world fleet! General cargo vessels 28% of the world fleet! More than seafarers employed on E.E.A. vessels! 4 EC STRATEGIC OBJECTIVES AND MEANS OF ACTION WITHIN THE FIELD OF EXTERNAL MARITIME RELATIONS The Community strives to achieve the application of market economy commercial principles on an open world shipping market, free from distortions of competition Means of Community action in the field of external maritime relations! Pre-emptive action: seeking agreement on policy principles and a common approach to specific issues! Addressing problems arising from restrictive measures of third countries! Seeking to secure fair competitive conditions! Co-operative activities (provide assistance to third parties) 4

5 EC concrete action within the field of external aspects of maritime transport! Agreements with third countries ( Maritime Agreements, partnership and co-operation agreements)! Consultation with third countries! Co-operation and technical assistance (bilateral discussions with Administration officials & commercial interests)! Action in international organizations and multilateral agreements (WTO/GATS, IMO, OECD, CSG...) The EU- China maritime agreement! The first EU(EC+MS) exclusive maritime agreement! An opportunity to consolidate existing business improvements! Promote bilateral maritime relations on the basis of equality, mutual benefit and reciprocity! Agreement was signed on 06/12/02 in Brussels! Main principles: freedom to provide maritime transport services- free access to cargoes and cross trades- unrestricted access to & non-discriminatory treatment in the use of ports and auxiliary services 5

6 EC maritime policy priorities within the new WTO/GATS 2000 framework! Meaningful liberalization commitments the largest possible number of WTO member countries! Negotiations on the basis of the MMS (International Transport, Auxiliary Services, Use and access on a nondiscriminatory basis to port services, ability to carry out multi -modal operations)! Additional maritime commitments: reposition of equipment & opening of feeder services for international cargo! Support in favor of the intensification of the OECD/MTC work towards establishing a supplementary pragmatic shipping-oriented approach 6

7 Shipping Policy Considerations and Maritime Security Measures Implementation! Maritime security will constitute an important element within external maritime policy considerations! International maritime community to examine and agree upon maritime security measures within the framework of the responsible international organizations! Secure an early warning system for future legislative proposals! Avoid unilateral legislative action! Implementation of maritime security measures should not disturb the facilitation of international sea borne trade! The EU maritime security policy will aim at signing cooperation agreements with all major trading partners Concluding Remarks! EU maritime external relations objectives in line with WTO general, market liberalization principles! Support the world shipping community to improve and strengthen the current consultation system! Ensure transparent consultation regime and liberalized international sea borne environment! Maritime security, safety and transparency are key elements for a future maritime policy! Current objective: focus on maritime trade facilitation. 7
