18 The new Dutch government coalition agreement includes policy action towards the tax shift [Translated] Tax on labour down - The tax burden is significantly reduced to make (more) work pay (a 6 billion reduction) - The income tax reduction is financed through a reduced VATrate increase from 6% to 9%, green tax reform and tax credits. - Polluting behaviour is priced by introducing a CO2 minimum price in the energy sector, adaptation of energy taxes, a higher tax on waste dumping and incineration and abolishing the tax credit for the purchase of taxis. - Energy tax on natural gas up, toll payment for trucks. - Social security costs for small employers are reduced. - We aim for European agreements on taxing aviation in the planned 2019 negotiations on the Paris climate goals. Also we will explore opportunities to put a levy on noisy and polluting air planes. If both routes do not bring sufficient results, by 2021 an aviation tax will be introduced. The current tax system does not always work in favour of circular business models. Tax on labour is relatively high, which makes labour-intensive activities, such as repair, relatively expensive. A lower tax on labour could stimulate these kinds of circular activities, with higher employment as an additional advantage. (...) Governments can speed up the transition to a circular economy even more by taxing resource extraction more and by fiscally stimulating recycled materials. ABN-AMRO has the aspiration for 2020 to have Linanced at least a hundred deals with a total of 1 billion spent on circular company assets. Mede daarom is vanuit de Tweede Kamer de wens geuit om de mogelijkheden in kaart te brengen om het bestaande belastinginstrumentarium van heffingen, subsidies en overige financiële prikkels beter te richten op de transitie naar een circulaire economie.2 Dit onderzoek sluit direct aan op deze wens. Tevens past deze zoektocht uitstekend bij de al genoemde breed levende gedachte om belasting te vereenvoudigen en te verschuiven van arbeid naar consumptie. Het Kabinet-Rutte II zette om die reden expliciet in op een hervorming van het belastingstelsel met als doelstellingen minder complexiteit en meer werkgelegenheid en groei (Tweede Kamer 2014a), terwijl het Regeerakkoord van Rutte III deze wens verder heeft vertaald in een concreet maatregelenpakket.
