33 Crackdown on non payment of CT & CIS Insolvency use to escape tax debt The Budget saw confirmation of a new measure which expands the scope of the existing security deposits legislation to include Corporation Tax (CT) and Construction Industry Scheme (CIS) deductions. The security is given to HMRC to ensure that the taxpayer will meet their existing and future tax liabilities that are at risk of non-payment as a result of serious noncompliance, or deliberate insolvency.

40 Knowledge intensive boost double the limit on the amount an individual may invest under the EIS in a tax year to 2 million provided any amount over 1 million is invested in one or more knowledge-intensive companies; double the annual investment limit for knowledge intensive companies receiving investments under the EIS and from VCTs to 10 million. The lifetime limit will remain the same at 20 million; allow knowledge-intensive companies to use the date when their annual turnover first exceeds 200,000 in determining the start of the initial investing period under the permitted maximum age

41 Making Tax Digital no business will be mandated to use Making Tax Digital (MTD) until at least April 2019; only businesses with a turnover above the VAT threshold ( 85,000) will be mandated to use Making Tax Digital for Business (MTDfB) from April 2019, and then only to meet their VAT obligations; businesses with a turnover below the VAT threshold will not be required to use MTDfB from April 2019 but can choose to do so; and the scope of MTDfB will not be widened before the system has been shown to work well and not before April 2020 at the earliest.

42 Business Rates Bringing forward to 1 April 2018 the planned switch in indexation from RPI to the main measure of inflation (currently CPI). Legislating retrospectively to address the staircase tax (by reinstating the previous valuation practice in multi-occupancy buildings, prior to a recent Supreme Court judgment). Moving to revaluations every three years (in place of five), following the next revaluation, currently due in 2022.
