1 No. 4/13/DASP Jakarta, September 24, 2002 CIRCULAR LETTER To ALL COMMERCIAL BANKS IN INDONESIA Subject: Clearing Charges In accordance with Bank Indonesia Regulation Number 1/3/PBI/1999 dated August 13, 1999, concerning Operation of Local Clearing and Final Settlement of Interbank Payments from Local Clearing Results as last amended by Bank Indonesia Regulation Number 2/14/PBI/2000 dated June 9, 2000, concerning Second Amendment to Bank Indonesia Regulation Number 1/3/PBI/1999 dated August 13, 1999, concerning Operation of Local Clearing and Final Settlement of Interbank Payments from Local Clearing Results, among others it is stipulated that Local Clearing charges may consist of administration fees, processing fees, and other fees pertaining to the operation of Local Clearing and stipulated further in a Circular Letter of Bank Indonesia. In regard to the reduction in the nominal limit on clearing notes or credit electronic financial data that may be settled through Clearing, some transactions have shifted from the Clearing System to the Bank Indonesia Real Time Gross Settlement (BI-RTGS) System. In this regard, it is necessary to revise the fees charged for the use of the Clearing System as follows: I. DETAILS...
2 I. DETAILS OF FEES A. Fees for Electronic Local Clearing 1. Fees for operation of electronic Local Clearing consist of: a. administration fee of Rp 100,000 (one hundred thousand rupiahs) per month, charged to each Active Principal Member (APM) and Passive Principal Member (PPM); b. processing fees as follows: 1) processing fee of Rp 1,000 (one thousand rupiahs) per item of Electronic Financial Data (EFD) for Clearing of Notes Received; 2) processing fee of Rp 10,000 (ten thousand rupiahs) per EFD item for Clearing of Notes Returned; 2. Members are charged a replacement fee of Rp 17,500 (seventeen thousand five hundred rupiahs) for production of the Clearing Officer Pass for Clearing Officer Passes affixed with a magnetic stripe and a replacement fee of Rp 5,000 (five thousand rupiahs) for a Clearing Officer Pass without a magnetic stripe. 3. If any Clearing Notes are rejected by the machine and the number of rejected Clearing Notes exceeds 2% (two percent) of Clearing Notes received, the Member concerned shall be charged a fee for rejected Clearing Notes unreadable to the reader-sorter machine of Rp 1,000 (one thousand rupiahs) per Clearing Note. In accordance with the role of Members in affixing the Magnetic Ink Character Recognition (MICR) code, fees shall be charged as follows: a. for Members presenting Clearing Notes, if the Clearing Note is rejected by reason of: 1) Affixing of MICR code for nominal value on Checks and Bilyet Giro (non-negotiable payment order to account of beneficiary); 2) Affixing...
3 2) Affixing of any type of MICR code on Clearing Notes other than Checks and Bilyet Giro. b. The fee shall be charged to any Member accepting a Clearing Note if the Clearing Note is unreadable for reason of the affixing of any MICR code other than nominal value on Checks and Bilyet Giro. The provisions concerning reject charges as referred to above shall not apply to large nominal Clearing Notes. 4. Members using the Long Distance Clearing Information System shall be charged a fee of Rp 100,000 (one hundred thousand rupiahs) per month. B. Automated Local Clearing 1. Charges for operation of automated Local Clearing consist of: a. administration fee of Rp 25,000 (twenty-five thousand rupiahs) per month, charged to each Principal Member and Subsidiary Member; b. processing fees as follows: 1) processing fee of Rp 1,000 (one thousand rupiahs) per Clearing Note for Clearing of Notes Received; 2) processing fee of Rp 10,000 (ten thousand rupiahs) per EFD item for Clearing of Notes Returned; 2. Charges for operation of semi-automated Local Clearing consist of: a. processing fee for Clearing of Note s Received of Rp 500 (five hundred rupiahs) per EFD item; b. processing fee for Clearing of Notes Returned of Rp 5,000 (five thousand rupiahs) per EFD item; 2. In the specific case of Members of Local Clearing in which the Operator is another party approved by Bank Indonesia, the charging of fees as referred to in item 1 shall only apply if the Local Clearing Operator complies with the provisions of number I.C.4 of Circular Letter of Bank Indonesia Number 1/4/DASP dated November 29, 1999, concerning Approval for Other Parties to Operate Local Clearing in Areas With No Bank Indonesia Regional Office. D. Manual...

Manual Local Clearing In view of the relatively small number of Clearing Notes exchanged in manual Local Clearing conducted by a non-bank Indonesia Operator, and the need of such Operators to receive financial assistance from Bank Indonesia, Operators of Manual Local Clearing shall not charge any fees to Local Clearing Members. II. SURCHARGES FOR ELECTRONIC, AUTOMATED, AND SEMI- AUTOMATED CLEARING SYSTEMS A. The fees referred to in number 1 include fees for printing of reports for members pertaining to the results of the Clearing process and Itemized List of Clearing Charges as referred to in number III.B. In the event that a Member places an additional request for a report on the Clearing results and Itemized List of Clearing Charges, the Member shall be charged a fee of Rp 10,000 (ten thousand rupiahs) per report. B. Any additional request for Clearing reports and Itemized List of Clearing Charges as referred to in number 1 may be processed by the Operator if submitted within a period of 30 (thirty) working days after the issuance of the report and Itemized List of Clearing Charges. C. In the event that a Member submits a request for a copy of Clearing Note processed in Clearing, the Member shall be charged a fee of Rp 1,000 (one thousand rupiahs) per sheet. III. CALCULATION AND CHARGING OF FEES FOR ELECTRONIC, AUTOMATED, AND SEMI-AUTOMATED CLEARING SYSTEMS A. The Operator shall calculate the fees referred to in numbers I and II at the end of each month and charge these fees no later than the first week of the following month by means of the following: 1. 6 1. Debit the account of the Member at the Operator in the case of Local Clearing operated by Bank Indonesia. 2. Issue a Debit Note charged to the Member through Clearing in the case of Local Clearing operated by another party approved by Bank Indonesia. B. The Operator shall issue the Itemized List of Clearing Charges after debiting the account of each Bank. The Itemized List shall be conveyed to each Bank at the same time as the collection of Clearing Notes and report of Clearing results. IV. CHARGING OF FEES BY MEMBERS TO CUSTOMERS Considering that in the operation of Local Clearing, whether electronic, automated, or semi-automated, the Member is charged fees by the Operator, Members may charge reasonable fees to their customers to support the smooth operation of Clearing. Members are required to post the amounts of the Clearing fees established by Bank Indonesia and the amounts of the Clearing fees charged by the Member to its customers. This announcement shall be posted in writing at each office of the Member in a place easily visible to customers. V. CONCLUDING PROVISIONS With the enactment of this Bank Indonesia Circular Letter: 1. Circular Letter of Bank Indonesia Number 2/9/DASP dated June 8, 2000, concerning Clearing Charges; 2. Circular Letter of Bank Indonesia Number 4/3/DASP dated February 11, 2002, concerning Amendment to Circular Letter of Bank Indonesia Number 2/9/DASP dated June 8, 2000, concerning Clearing Charges, are declared no longer valid.
