2 2 part-2 Terms & Conditions for Purchase of Maize, Jowar, Rajaka Bajara, Oat & Lucern crop seed for Dept. of Agri. Programme GSSC is interested to purchase Labelled seeds as under which should be produced during as per the following Terms & Conditions. Sr. No. Crop Variety Stage Packing Size (Kg.) (4) The Maize & Jowar seed will be packed 21 kg. packing each in 30" X 20" & Oat seed will be packed 20 kg. in 34" X 22" size in sercular type 12 x 12 mash 1200 denier milky white HDPE bags in two colour, Rajaka bajara and Lucern seed will be packed 3 kg. packing in 40 X 25 c.m. size, 120 GSM Non woven bags, as per designed approved by GSSC On party's own cost. The Rajaka Bajra & Lucern seed should be packed in outer packing ( 3.0 k.g. X 16 Bag = 48.0 k.g ).in sercular type 12 x 12 mash 1200 denier milky white HDPE bags size ( 44 X 27 inch ) (5) Other packing materials / labour charges, loading charges & other charges will have to be born by the supplier. 3 3 Oat 125/- part-2 (7) Tender document fee Rs.5000/- And Tender Deposit should be sent along with D.D. in favour of Gujarat State Seeds Corporation Ltd of any Bank and payable at Gandhinagar (Gujarat) (8) Party has to execute an agreement as per given tender terms on Stamp Paper of Rs.100/- before Notary within ten days of after supply A Copy of an agreement is attached. (9) If the supplier fails to supply agreed quantity or short supply in that case proportionate Security Deposit will be forfeited. (10) If the supplier fails to supply the agreed quantity within stipulated time in that case the first party reserves to right the penalty for delay supply. (11) The tender deposit of the successful bidder will be refunded end of October 2012 and December for Maize & Lucern after complete supply and satisfactory result of the growing on the field of farmers to whom the seed was supplied / sold by GSSC. G.S.S.C. shall not pay any kind of interest on this tender deposit. (12) GSSC reserves the right to accept or reject any or all the tenders without giving any reason. (13) The Tenderer must have attached copy of seed license number, Sales Tax registration No./ VAT - TIN No. & Income Tax No (PAN NO.) and give the details of seed sale turnover of the years And with technical bid. (14) The settlement of the dispute in respect of this agreement shall be subject to the jurisdiction of the court at Gandhinagar only. (15) If any dispute will arise about this transaction the decision of Managing Director will be final and supplier has to accept it. (16) All packing & processing materials expenses borne by supplier (Second party). (17) Party has to provide the STL Result, An Agreement & Bill, After that GSSC will release the 90 % payment. Remaining 10 % payment release after pre-audit. Payment will be made through RTGS No. only. (18) The guarantee of physical purity, genetic purity and Germination would be given by the supplier party. In case of any complain the party will be responsible for losses to the farmers.

4 4 part-2 (19) The Party have to give one (1) Lot wise samples of labelled seed of each Crop / variety at free of cost to GSSC. (20) There will be possibility of changing in quantity mentioned in Tender Form it is reserve the right of Managing Director to change the quantity. (21) The rates are for fresh Labelled seed and are inclusive of all taxes whatever being levied by the central or state government including octroi, marketcess etc. (22) Tenderer can not be any change in offered variety / stage of each crop mentioned in tender form. (23) TWO BID TWO COVER SYSTEM THROUGH E TENDERING: Invite tenders in two sealed covers separately named (1) Tender Deposit / Tender document fee Cover with Performa No.4 and (2) TECHNICAL BID Cover with performa No.1, 2,and 3 should be submitted physical only. FINANCIAL BID should be submitted only through e- tendering. [a] [b] Tender Deposit / Tender document Fees Cover: The Tender Deposit / Tender document Fees Cover should contain the amount of Tender Deposit / Tender Fees (Non refundable) in the form of Demand Draft in favour of Gujarat State Seeds Corporation Limited payable at Gandhinagar only. The physical copies of tender document fees, tender deposit should be STRICTLY submitted to GSSCL between up to Hrs. Physical Technical Bid and Tender Deposit / Tender Fees Cover received after the due date and time will not be accepted and the offer will be categorically ignored without any communication Technical Bid Cover Technical bid cover should contained copy of Tender form along with Performa 1, Performa 2, Performa 3 & Performa 4 along with attested copies of required document. The physical copies of Technical Bid should be STRICTLY submitted to GSSCL on dated up to Hrs. Tenderer should attached scanned copy of all the documents of technical bid during e-tendering and also submit the physical document duly certified in Technical Bid Cover mentioned above.

5 5 part-2 [c] Financial Bid: Financial Bid should contain only rates/prices of item including all taxes and offered quantity. It may be noted that Financial Bid will be submitted only through online e-tendering on website during to up to Hrs. It may be noted that physical copies of Financial Bid is not required to be submitted. The financial bid to be submitted only online. In case any Tenderer will submit physical the Financial Bid then it will not be considered and opened. [d] Physical Technical Bid & online technical bid & Financial bid will be opened on at Noon in the presence of the authorized representative of bidders who can remain present at GSSCL office at Gandhinagar. 6 6 AGREEMENT FORM The party to whom the tender is sanction shall execute agreement on stamp paper of Rs. 100 before notary. AGREEMENT I / We residing at taluka District hereby give under taking that on sanctioning the tender for purchase seeds by the Gujarat State Seeds Corporation Ltd. Gandhinagar. I have received the purchase order wide GSSCL letter No.... I / We have read all terms and condition mentioned in Tender serial No. 1 to 23 and have understood properly. More ever I / We will also responsible for payment of any claim / compensation raised by any farmer in this regard.
