The website creates a one stop shop for data and analysis, over 100 indicators, as well as links to more than 300 community initiatives and resources. 2 ARTS, CULTURE & LEISURE Attendance at arts and cultural attractions rose in 2015, increasing 29% since Museums and zoos drew the largest number of visitors at over 1.7 million in 2015, festivals attracted 1.3 million people, and dance/theatre grew 22% (rebounding to pre-2008 recession levels). Tourism revenue has increased 6% in our region since 2005, after adjusting for inflation, reaching over $1.5 billion in However, spending on recreation by tourists was down 8% since 2005, falling to $85 million. State funding for the arts has declined by 55% in our region since 2001 to $1.5 million in Statewide, there was a decline of similar proportions, with the state funding falling about 46%. 3 CHILDREN AND YOUTH Infant mortality rates in the region declined 39% since 2000, to 5.0 per 1,000 live births in 2014, above the state rate of 4.6. Rochester's rate has declined from a high of 14.9 in 2008 to 6.8 per 1,000 births in The child poverty rate in our region was 21% in , below the 22% rate in the state and nation. However, child poverty was up and concentrated in the City of Rochester, reaching 52% in Child poverty was especially high among African American and Hispanic children in our region, 50% and 42%, compared to 14% of white children. This rate was higher in the City of Rochester at 73% and among some racial/ethnic groups. The region increased 3% since while the city increased 6%. 4 COMMUNITY ENGAGEMENT Residents in our region are registered to vote and turn out to vote at higher rates than the state. In 2015, 78% of regional residents were registered, compared to 75% of state residents. In the 2014 (a gubernatorial election year), 35% of regional residents voted, compared to 25% of state residents. Donations to the United Way and Community Foundation increased 41% from 2000 to Donations to the Community Foundation rebounded from 2014 to 2015 with a 94% increase. In 2015, the United Way raised $24 million and the Foundation raised $97 million. In our region, 64% of residents were registered library borrowers in 2015, higher than the state level. 5 ECONOMY Between 2010 and 2015, the region gained back the 17,000 jobs it had lost from 2008 to But the rate of increase in 2015 (1.2%) lagged behind the state (2.1%) and nation (2.2%). The region's employment-topopulation ratio was slightly higher than the state and on par with the nation at 73%. The region s unemployment rate declined to 5.2% in 2015, below both the nation and the state. The region experienced the most job gains in Educational Services (48%) and Natural Resources and Mining (34%). Over the same period, Manufacturing and Information jobs in the region both fell by 34% and 32%, respectively. All sectors have wages below state figures, and the rate of increase in average salary has consistently lagged in comparison since 2004.

6 EDUCATION The percentage of children attending free prekindergarten in our region increased by 31 percentage points since In 2015, 42% of the 4-year-olds in the region were enrolled in prekindergarten, below the 47% statewide. Just 37% of 3rd graders in our region passed the state s reading test, linked to Common Core standards, below the state s 42%. The passing rate was especially low in the City of Rochester at 8.2%. Passing rates were higher on 4th grade math: 44% in the region and 11% in Rochester, compared to 45% statewide. Test scores were lower among low-income and minority children in our region, as is true throughout the nation. Four-year high school graduation rate was above the statewide rate: 84% of regional students who began high school in 2012 graduated on time, compared to 81% of students statewide. In the City of Rochester, the rate was 53%. Spending per student by school districts in our region increased 45% since 2000, even after adjusting for inflation. 7 FINANCIAL SELF-SUFFICIENCY The median household income in our region was $52,300 in , a decrease of 15% from This was lower than the $59,300 in the state and $53,900 in the nation. The City of Rochester had the lowest median income in the region and the highest rate of poverty, with 33% of its residents living below the poverty line. The poverty rate was 14% in the region and 13% in the counties surrounding Monroe in , slightly less than state and national rates (16% and 15% respectively). Since 2000, the poverty rate in the region increased by 4 points, while the state rate increased 1 point. 8 HEALTH A lower percentage of people in our region (7%) lacked health insurance in 2014 compared to the state (10%) and nation (14%). Proportions have remained relatively stable since 2008 in the region, state, and nation. Mortality rates associated with leading causes of death have all declined since 2000 in our region. The overall mortality rate fell 16% from 2000 to 2014, and the death rates for specific diseases fell as well: 40% for stroke, 38% for heart disease, 19% for chronic lower respiratory disease and 23% for cancer. 9 HOUSING Median home values in the region declined between 2000 and home values declined 2% from 2000 to to $128,650, below the nation ($178,600) and state ($283,400). Housing in our region was more affordable than the state and nation, with a ratio of home value to income of 1.9, compared to 3.5 in the state and 2.6 nationwide. Homeownership rates in the region have remained level since 2000, with 68% of homes occupied by owners in , above state (54%) and national (64%) levels. The City of Rochester had the lowest homeownership rate (37%) and a median home value of $76,200 for , down 11% from The median monthly rent in the region was about $790, lower than both the state ($1,130) and nation ($930) and down 5% since However, renters in our region spent a third of their income on rent (35%) in , similar to the state and nation, and above what is considered affordable (30%). 10 PUBLIC SAFETY Serious crimes fell 34% in the region from 2000 to 2015 due to a drop in property crimes. In 2015, there were 231 serious crimes per 10,000 residents, above the state rate. Our region s rate of violent crime increased 19% from 2000 to 2015, in contrast to a decline of 31% in the state. The City of Rochester had an 18% increase in violent crime during this time. While the state experienced declines in violent crime, most counties in our region saw an increase, with the exceptions of Livingston, Wyoming and Yates. Between 2009 and 2015, reports of domestic violence declined somewhat in the region, falling 12%.
