All workers paying FICA ( Federal Insurance Contributions Act ) and SECA (Self Employed Contributions Act) taxes for forty quarters of credit (QC) or more on a specified minimum income or more are "fully insured" and eligible to retire at age 62 with reduced benefits and higher benefits at full retirement ages, FRA, of 65, 66 or 67 depending on birth date. [28]. Social Security is funded primarily through payroll taxes called Federal Insurance Contributions Act tax (FICA) or Self Employed Contributions Act Tax (SECA). Tax deposits are collected by the Internal Revenue Service (IRS) and are formally entrusted to the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund, the two Social Security Trust Funds. Each year, starting in 1941, the Social Security Board of Trustees has presented a required report on the financial status of the program to the Congress. The board has six members, including the Secretary of the Treasury as the managing trustee, the Secretary of Labor, the Secretary of Health and Human Services, and the Commissioner of Social Security, plus two public trustees appointed by the president and confirmed by the senate. These retirement benefits are a form of social insurance that is heavily biased toward lower paid workers to make sure they do not have to retire in relative poverty. With few exceptions, throughout a worker's career, the Social Security Administration and the Internal Revenue Service (IRS) keeps track of his or her earnings and requires Federal Insurance Contribution Act, FICA or Self Employed Contribution Act, SECA, taxes to be paid on the earnings. The OASI accounts plus trust funds are the only Social Security funding source that brings in more than it sends out. If you have direct deposit set up, the retroactive pay should be deposited into your bank account. You have several options available to track your retroactive disability pay from the Social Security Administration. For SSI, the date of disability is often before the application date, but the SSA won't set an EOD before the date of application (since SSI recipients can't get benefits before the month of application). In the case that the SSA says the EOD is after the application date, the SSI recipient would start to get benefits starting on the EOD rather than the month following the application. Social Security Online: How we count unearned income. A disability claimant who has been approved for benefits will be given an EOD, or "established" onset date. The established onset date is set by a DDS disability examiner, or an administrative

6 law judge (if your case has gone to hearing), and is considered to be the date for when a claimant's disability actually began. The EOD will be based entirely on the claimant's medical records and work history. In other words, how far back an individual's disability is determined to have began will be decided according to the evidence available from the claimant's doctor's reports, lab results, and disability application. If the claims examiner or judge determines that the onset date is 17 months prior to the application date, or more, the claimant should be entitled to the entire 12 months of retroactive benefits prior to the date of the SSDI application. All Social Security disability claims involve a five month waiting period for which no disability benefits are paid. There is no real exception to this rule, but there is an exception of sorts. There are occasional cases in which a person may get approved for social security disability or SSI and not receive back payments. But typically this is not the case. Why does nearly every applicant for disability benefits receive back pay? For two reasons. Learn more about how how disability backpay is calculated and paid. Calculation and release of back benefits may be accelerated by providing everything the Social Security Administration has asked for including documentation related to your workers compensation, government pension, and Supplemental Security Income claims. If you have received any type of workers compensation or have a workers compensation claim pending, give Social Security a copy of all the workers comp determination letters you have received. If Social Security is waiting for information directly from your workers comp insurer, you might check with Social Security to see if they have received everything they need and, if not, follow up with workers compensation to get it.
