2 ARTS, CULTURE & LEISURE Attendance at arts and cultural attractions rose in 2016, increasing 25% since Museums and zoos drew the largest number of visitors at over 1.8 million in 2016, while festivals attracted over 1.3 million people. Tourism revenue has increased 7% in our region since 2005, after adjusting for inflation, reaching almost $1.6 billion in However, spending on recreation by tourists was down 5% since 2005, but increased from 2015 to almost $88 million. State funding for the arts has declined by 44% in our region since 2001 to $1.8 million in Statewide, there was a decline of similar proportions, with the state funding falling about 39%. 3 CHILDREN AND YOUTH The child poverty rate in our region was 21% in , below the 22% rate in the state and on par with the nation. However, child poverty was up and concentrated in the City of Rochester, at 50% in Child poverty was especially high among African American and Hispanic children in our region, 48% and 41%, compared to 14% of white children. This disparity was even more apparent in the City of Rochester, where 53% of African American and 54% of Hispanic children lived in poverty in Over a third (39%) of families in the region were headed by single parents in , similar to the state level but above the national level. This rate was higher in the City of Rochester at 73% and among some racial/ethnic groups. Of African American families in , 76% were headed by a single parent, compared to 61% of Hispanic, 21% of Asian, and 33% of white families. The rate of teen pregnancy dropped over the decade to 2.2% in 2015, below the state excluding NYC rate of 3.5%. 4 COMMUNITY ENGAGEMENT Residents in our region are registered to vote and turn out to vote at higher rates than the state. In 2016, 82% of regional residents were registered, compared to 80% of state residents. In the 2016 (a presidential election year), 58% of regional residents voted, compared to 50% of state residents. Monroe County is consistently higher with an average annual charitable donation of about $4,900. Residents in the region spent 1.9% of their income on charitable giving in 2015, slightly higher from 2011, but less than the state and national rates (2.4% and 2.2% respectively). 5 ECONOMY Between 2010 and 2016, the region gained back the 17,000 jobs it had lost from 2008 to But the rate of increase in 2016 (1.1%) lagged behind the state (2.1%) and nation (2.2%). The region's employment-to-population ratio was slightly higher than the state and on par with the nation at 73%. The region s unemployment rate declined to 4.7% in 2016, below both the nation and the state. The region s rate jumped from 5.6% in 2008 to a high of 8.1% in 2010 before beginning to descend in The average salary in 2016 in the region of $46,500 was below the state ($67,100) and national ($53,000) figures. 6 EDUCATION The percentage of children attending prekindergarten in our region increased by 33 percentage points since In 2016, 44% of the 4-year-olds in the region were enrolled in prekindergarten, below the 52% statewide. Just 37% of 3rd graders in our region passed the state s reading test, linked to the Common Core standards, below the state s 43%. Passing rates were higher on 4th grade math: 41% in the region, compared to 43% statewide. Our four-year high school graduation rate was above the statewide rate: 85% of regional students who began high school in 2013 graduated on time, compared to 82% of students statewide. In the City of Rochester, the rate was 57%. Spending per student by school districts in our region increased 46% since 2000, even after adjusting for inflation. In 2016, our school districts spent over $21,100 per student, below the state rate of $23,400. 7 FINANCIAL SELF-SUFFICIENCY The median household income in our region was $54,100 in , a decrease of 13% from This was lower than the $60,700 in the state and $55,300 in the nation. The City of Rochester had the lowest median income in the region and the highest rate of poverty, with 33% of its residents living below the poverty line. The poverty rate was 14% in the region and 12% in the counties surrounding Monroe in , slightly less than state and national rates (both 15%). Since 2000, the poverty rate in the region increased by 4 points, while the state rate remained steady. Household incomes varied greatly among our region's racial and ethnic groups, with African American and Hispanic residents earning less (median incomes of $28,300 and $30,600, respectively) and living in poverty at higher rates (35% and 33% respectively). Household incomes of whites were nearly twice as high as those of African Americans and Hispanics. Poverty rates were higher in the City of Rochester: 43% for Hispanics, 39% for African Americans, 37% for Asians and 25% for white residents. 8 HEALTH A lower percentage of people in our region (7%) lacked health insurance in 2014 compared to the state (10%) and nation (14%). Proportions have remained relatively stable since 2008 in the region, state, and nation. Mortality rates associated with leading causes of death have all declined since 2000 in our region. The overall mortality rate fell 16% from 2000 to 2014, and the death rates for specific diseases fell as well: 40% for stroke, 38% for heart disease, 19% for chronic lower respiratory disease and 23% for cancer. 9 HOUSING Median home values in the region declined between 2000 and , and housing was more affordable than in the state or nation. home values declined 2% from 2000 to to $130,460, below the nation ($184,700) and state ($286,300). Housing in our region was more affordable than the state and nation, with a ratio of home value to income of 1.9, compared to 3.4 in the state and 2.6 nationwide. Homeownership rates in the region have remained level since 2000, with 68% of homes occupied by owners in , above state (54%) and national (64%) levels. The City of Rochester had the lowest homeownership rate (36%) and a median home value of $77,800 for , down 10% from The median monthly rent in the region was about $804, lower than both the state ($1,160) and nation ($950) and down 5% since However, renters in our region spent a third of their income on rent (34%) in , similar to the state and nation, and above what is considered affordable (30%). 10 PUBLIC SAFETY Serious crimes fell 39% in the region from 2000 to 2016 due to a drop in property crimes. In 2016, there were 215 serious crimes per 10,000 residents, above the state rate. Our region s rate of violent crime increased 17% from 2000 to 2016, in contrast to a decline of 32% in the state. The City of Rochester had a 19% increase in violent crime during this time. While the state experienced declines in violent crime, most counties in our region saw an increase, with the exceptions of Wyoming and Yates. Between 2009 and 2016, reports of domestic violence declined somewhat in the region, falling 14%.
