7 Rockwell Collins Medicare Insurance Program Rockwell Collins (RC) has partnered with Willis Towers Watson s OneExchange to provide information and enrollment for Medicare-eligible retirees and spouses RC will continue to provide up to $669 for each eligible retiree and their eligible spouse (based on years of service with RC) You will receive these funds in a Health Reimbursement Arrangement (HRA) administered by OneExchange on or about Jan 1, 2018 You can be reimbursed for your premiums only by submitting claims to OneExchange 7

8 Who is OneExchange? Willis Towers Watson s OneExchange is the largest private Medicare exchange in the industry They have over 1500 insurance agents, located in TX, UT, and AZ who will work with you to enroll you in a plan of your choice Insurance Questions--contact OneExchange at , or visit 8

9 OneExchange 2018 Offerings as of 10/2/2017 Handouts have 2017 data as info not avail at time of printing. 15 Part D plans from several carriers are being offered by OneExchange. Premiums range from $20.40 to $92.40 per month. (23 Plans are available in Linn County thru Medicare.gov) 5 Medicare Advantage with Prescription Drugs plans by 3 carriers and 1 Medicare Advantage without drugs are being offered by OneExchange. 4 HMOs from $0 to $34 per month and 2 PPO s with drugs from $0 to $49 per month and 1 PPO plans without drugs at $0). This data as of 10/2/17 at 6 AM. See OneExchange s website for further detail on above products. The above information is for Linn County. Other counties may have more or less plans available 9

10 OneExchange 2018 Offerings Continued Supplements are offered by OneExchange. You will have a choice of 21 Plans, A, B, C, F, High Deductible F, G, K, L, M or N. See OneExchange website for details. If you find a more economical drug plan than offered by OneExchange (and have signed up for a medical plan with OneExchange), you may sign up for a drug plan yourself, or through SHIIP or an agent of your choice and still collect your HRA. However, it is always advised to make changes through OneExchange. 10

11 Enrollment Period Medicare Open Enrollment is from 10/15/2017 through 12/7/ information was available on Oct. 1, 2017 at for programs available through OneExchange You mustenroll in at least one program through OneExchange, or the HRA will not be available to you now or in the future If you are turning 65 and have under-65 dependents, you must enroll prior to the month of your birthday or risk the chance of having your dependent s insurance canceled by RC. See current contract info in future cell 11

12 If You Want To Stay With Your Current Provider If you are already enrolled in a plan through OneExchange and wish to continue that plan, you don t need to do anything We still recommend you review your drug programs. Many retirees can get a more economical drug program if they just look! 12

13 Health Reimbursement Arrangement (HRA) RC will provide a HRA for each Medicare recipient (you and your eligible spouse) if enrolled through OneExchange You will get this money by providing a claim form to OneExchange for each premium paid along with proof of payment. Use the recurring form for monthly reimbursements for your Part B premium or you can apply online for your moneys. Ask OneExchange about automatic reimbursements for several insurance programs. HRA funds can only be used for reimbursement of premiums, not for copays or other medical costs Put both retiree and spouse on one recurring claim forms. Retiree or surviving spouse info must be on the top of the form! Reminder: if you don t enroll in at least one of the three programs through OneExchange, then you lose your HRA. 13

14 HRA (Cont) Automatic Reimbursement You may have the option of enrolling in automatic reimbursement which allows you to make premium payments directly to your insurance carrier. The carrier will notify the Medicare Coordinator that you made the payment and the coordinator will then reimburse you from your HRA. Enroll through OneExchange. Online Reimbursement You can also apply online for your reimbursement. See OneExchange s website. 14

15 HRA Info (cont) Your Medicare Part B of up to $134 can be reimbursed from the HRA up to the HRA value. Proof of payment can come from one of the following documents sent to you by Social Security: Statement you will receive in Dec of 2017 showing benefits and deductions for the coming year, 2018 SA-1099 you will receive in January 2018 for your 2017 income tax records If your eligible spouse does not use all the money in his or her HRA, you can claim your eligible spouse s unused portion 15

16 HRA Info (cont) No carry over. You must claim all your HRA for 2018 (claims will be accepted through 3/31/2019) or you will lose it. (For 2017 dollars, you must claim by 3/31/2018) You must enroll in either a Medigap, Medicare Advantage or Part D Drug Plan through OneExchange to be eligible for the HRA If you had 25 years (or more) with RC, you will receive $669 each for you and your spouse (if applicable) If you had less than 25 years with RC you will receive notification of your HRA amount at the time you retire and a balance indicator as you receive funds from your HRA 16

19 Bargaining Unit Insurance current contract If you retired under the current contract: When you turn 65, youmust sign up for Medicare Parts A and B. You must also sign up for a supplement, MA plan and/or drug plan as well through OneExchange to be eligible for your HRA with an effectivity the same as your Medicare If you retired during the current contract and do not reach age 65 until 2019, then you are covered until 12/31/2018 by your contract. If you or your spouse are under 65 and not Medicare-eligible in 2017, then call Family Medical Care Plan (FMCP) directly at

20 Bargaining Unit Insurance prior contract (ended on 5/1/13) If you retired under prior contract that expired in May of 2013, and are Medicare-eligible, you must follow the same One Exchange/HRA program as nonbargaining unit retirees. If you are under 65, then you will be offered the same plan that active BU employees are offered, Family Medical Care Plan (FMCP) 20

21 Rockwell Collins Insurance for Under 65 Retirees (Non Bargaining unit only) RC will offer a health plan, Consumer-Driven Health Plan (CDHP), that is administered by Wellmark BCBS This is a high deductible health plan which is eligible for a Health Savings Account (HSA) HSA contributions must be made after-tax and claimed on your next year s taxes. You can t contribute if you are also covered by Medicare Letters will be sent out Oct 28, 2017 defining RC s offering. 21

Coinsurance is 20% Retiree / 80% Rockwell Collins after deductible is met. 22

23 Split Families (One Spouse under 65, the other on Medicare) People on Medicare will need to select a program through OneExchange (no action required if you want the same Medicare plan from OneExchange in 2018 that you had in 2017) Folks under 65 will have the CDHP plan administered by Wellmark BCBS 4 months prior to your 65th birthday, you will get a package from OneExchange. You must enroll in a plan with the same effective date as your Medicare effective date or risk not having insurance for your dependents and you will not receive a HRA. You must have your spouse covered under the RC plan if you want coverage for other dependents. If you and your spouse are both Medicare eligible, then RC insurance will not be offered to the remaining dependents 23

24 HSA AND RETIREMENT AFTER 65 IF YOU ENROLL IN MEDICARE WHEN YOU RETIRE AND YOU ARE OLDER THAN 65, MEDICARE PART A WILL BE BACKDATED UP TO 6 MONTHS BUT NO EARLIER THAN THE MONTH YOU TURN 65 YOU CANNOT CONTRIBUTE TO AN HSA WHEN YOU HAVE MEDICARE THUS YOU MUST TERMINATE HSA CONTRIBUTIONS STARTING WITH YOUR PART A EFFECTIVE DATE WHICH IN THIS CASE WILL BE BEFORE YOU RETIRE. 24

25 RC Retiree Death Benefits If you retired prior to Jan 1, 1996, then contact Boeing benefits at If you retired after Dec 31, 1995, then contact Rockwell Collins Benefits at

26 New Medicare Cards People on Medicare will be issued new cards during April 2018 thru April 2019 This will not change your benefits You will get a new number. Will not be the same as your SSA number Will be mailed randomly so you may not receive at the same time as your friends New Medicare folks will get new cards during this timeframe 26

27 Medicare Info From this point forward, we will be reviewing Medicare requirements for folks just going on Medicare within the next year. It is a good review for the rest of you already on Medicare and you are welcome to stay. Ask questions now for first part of the briefing If you want to leave, this would be a good time to do so. 28 People Turning 65 in 2018 Rockwell Collins retirees turning 65 will receive a package from OneExchange 4 months prior to their birthday. To preserve your eligibility for the RC HRA you must sign up for a medical or drug insurance plan through OneExchange prior to your birthday. Your plan must take effect on the same date as your Medicare effective date If not, you may lose your RC insurance for your dependents who are not yet 65. You may also lose the HRA for both yourself and your spouse now and in the future years. 28

31 Enrolling in Medicare Part A For people who have 40 work quarters of credit, i.e., for whom Part A is free Enrollment is automatic if drawing Social Security benefits No penalty for delaying Part A if it is free. You can enroll during Initial Enrollment Period or later 31

32 Enrolling in Medicare Part B Initial Enrollment Period 7 months, beginning 3 months before age 65 (Enrollment automatic if drawing SSA) General Enrollment Period January 1 through March 31 each year Coverage effective July 1 Premium increases 10% for each 12-month period you were eligible but did not enroll Pay this penalty as long as you have Part B 32

33 Cost Of Enrolling In Medicare Part B for 2018 People new to Medicare in 2017 pay $134 per month for Part B. People with higher incomes pay more if their income is above: $85,000 individual $170,000 couple filing joint return 33

34 Medicare-Eligible Retired & No Working Spouse Medicare is your primary coverage. Need to enroll in Medicare Part Aand Part B. Enrolling in Part B later can result in higher premium and a wait before getting coverage. All Rockwell Collins Retirees at age 65 must enroll in Part A and B unless your spouse is working and you are covered on their insurance 34

35 Medicare-Eligible and You or Your Spouse Works Can continue on employer plan Employer s plan remains primary to Medicare Employer can t offer alternatives Don t need to enroll in Medicare Part A or B Can enroll in Part B when worker regular premium & no delay in coverage If contributing to a HSA then do not sign up for Medicare Parts A or B 35

(Rockwell Collins Retirees must have insurance through OneExchange with same effective date as your Medicare effective coverage to get HRA and to keep insurance for your under age 65 dependents) 37

38 How Do I Pay The Part B Premium? If you are drawing benefits, the premium is taken out of your monthly payment: Social Security If you are not drawing benefits, you will be billed every 3 months 38

59 Medicare Advantage - A Private Solution Medicare contracts with a private company on an annual basis. Contracts require that plans provide Medicare Part A & B services. The plan handles claims. You receive services and make payments based on the private plan s rules. The plan may offer extra coverages dental, vision, health club membership 59

64 Medicare PPO There are in-network and out-of-network providers. Co-payments are set by the plan. Usually higher for out-of-network care You don t need a referral to see an out-of-network provider. An out-of-network provider does not have to accept your PPO plan. You don t need a referral to see a specialist. 64

65 Initial Enrollment Period New Medicare Beneficiary Can join a Medicare Advantage plan any time during the 7-month period surrounding their Medicare eligibility. If you are a RC retiree you must enroll through OneExchange with a plan effective on the same date as your Medicare effective date or you will not get the HRA and if you have dependents under age 65, they may have their insurance with RC cancelled. 65

Medicare isn t part of the Marketplace If you have Medicare, you are covered and don t need a Marketplace plan If you have a Marketplace plan before you enroll in Medicare: Cancel your Marketplace plan when Medicare begins Any premium tax credit and reduced cost-sharing will end when Medicare starts 70
