2 Child Support Services offers the Court Liaison Program (CLP) to provide noncustodial parents with information about community resources. The CLP helps noncustodial parents find employment or identify other resources that may be of assistance so that noncustodial parents can pay their courtordered child support. The CLP works with community partners to help provide noncustodial parents with job skills training, GED courses, clothing, tools, transportation, food, housing and many other services. Employing noncustodial parents from the Court Liaison Program helps support families in your community. The court liaison works with noncustodial parents to assess their current job skills. Once noncustodial parents appear to be prepared for the job market, the court liaison refers them to employers based on their job skills. The Court Liaison Program can provide applicants for your job openings. income assignments Employers are CSS s most valuable partner in collecting child support. Income assignments are the primary way CSS collects support for a noncustodial parent s children. Income assignments do not mean your employee is behind on his or her child support. Income assignments are the primary means used by all states for collecting child support, including Oklahoma. Federal law requires them. Oklahoma law mandates that all employers withhold child support from any income, or earnings, paid to an employee, contractor or subcontractor. Income, or earnings, means any form of payment to an individual, regardless of source, including the following: Wages Salary Commission Compensation as an independent contractor Workers compensation Disability Annuity and retirement benefits Any other payments
3 Work opportunity tax Credit The Work Opportunity Tax Credit (WOTC) is a federal program that may give employers a tax credit for each eligible worker. This credit is available during the first year of employment when an employee meets specific qualifications. To qualify for the WOTC, the employee must fall into one of the following categories: A person, convicted of a felony, who within the past year was either convicted or released from prison, and during the last six months was a member of a low-income family. A member of a family that has received assistance from Temporary Assistance for Needy Families (TANF) for any nine months within the last 18 months. A veteran and member of a family that received food stamps for at least three of the 15 months preceding the date of hire. A person with a disability who has received or is receiving vocational rehabilitation from a rehabilitation agency approved by the state or the Department of Veterans Affairs. (Drug and alcohol rehabilitation does not qualify.) A person age 18 through 24 who has a primary residence in an Empowerment Community or Enterprise Zone. A person receiving Supplemental Security Income (SSI) benefits for any month during the 60 days preceding the date of hire. A person who is at least 18 but under age 25 and is a member of a family that has received food stamps for the last six months, or received food stamps for at least three of the last five months, and is no longer eligible to receive them. How does the WOTC benefit the employer? A. The tax credit of $2,400 is bottom-line profit, given back to the company for giving a qualified individual a second chance. Q. Will the employer be charged a fee for the federal bond? A. No. The Federal Bonding Program is a partnership between the U.S. Department of Labor and the McLaughlin Company, an insurance brokerage firm, as agent for Travelers Casualty and Surety Company of America. Q. Who is qualified for the Federal Bonding Program? A. The Federal Bonding Program provides Fidelity Bonds that guarantee honesty for at-risk, hardto-place job seekers. The bonds cover the first six months of employment.
