34 PCI Survey Guidelines States are expected to conduct PCI Survey once in two years for every network road. Survey data must be uploaded on OMMAS. 1% Survey data must be cross verified by the STAs. States are free to spend more than Rs. 5/km, if required but Central Assistance will be limited to Rs. 5/km and only for PMGSY. This amount will be released to the States only when States complete the PCI Survey of the whole rural road network. 34

55 Appointment of State Technical Agencies (STAs) STAs are to be appointed by Ministry of Rural Development in consultation with each State Government to scrutinise the project proposals prepared, provide requisite technical support to the State Governments, and undertake Quality Control tests upon specific request. The coordination of jurisdiction of the STAs would be performed by the NRRDA, who may add to or delete from the list of institutions, as well as to entrust specific tasks from time to time. The Ministry of Rural Development/ NRRDA may from time to time identify additional technically qualified agencies to provide these services to the State Governments and to perform such other functions as may be necessary in the interest of the Scheme.
