5 Classification of Schedule 2 Employers Includes organizations under the Federal, Provincial and Municipal Governments Includes those legislated by government such as district school boards, colleges, libraries, other agencies, boards and commissions Are not required to provide the WSIB with security Need to consult with their auditor with respect to financial reporting under Canadian Institute of Chartered Accountants (CICA) requirements 5
6 Classification of Schedule 2 Employers Organizations which are incorporated under the Canada/Ontario Business Corporations Act May include business activities in industries such as airlines, telecommunications, railways and shipping Required to provide security for estimate of future benefit costs and administration fees 6
7 Classification of Schedule 2 Employers Governed by the laws of the province in which they operate the business Have a federal licence to operate but they are limited to operate only within one province Legislated by the Parliament of Canada, such as railway, shipping, telecommunications, etc. Are not limited to operate only within one province Includes federal departments, Crown corporations, commissions or agencies performing a function on behalf of the Government of Canada such as the Bank of Canada, Canada Post Corporation, etc. 7

9 Schedule 2 Employer Billings-Weekly Schedule 2 employers are billed for the benefit costs paid by the WSIB to the injured workers on their behalf Benefit Codes 9

11 Schedule 2 Employer Billings-Monthly Physicians bill the Ministry of Health (MOH) for the cost of their visit with the injured worker MOH bills the WSIB (claim level detail is not available) WSIB Bills the Employer Each year the WSIB calculates a provisional cost and an actual cost of annual physicians fees for the entire Schedule 2 employer group Allocation to the Schedule 2 employer group is based on the information collected by the MOH and the historical ratio of health care costs between Schedule 1 and Schedule 2 employers 11
12 Schedule 2 Employer Billings-Monthly Allocation to your account is based on the proportionate share of your benefit costs compared to all Schedule 2 benefit costs Benefit costs = average prior 2 years costs of: 12
13 Schedule 2 Employer Billings-Monthly Issued on the 1st day of each month Based on the benefit costs of the previous month & a provisional admin rate Calculated as follows: 13

15 Schedule 2 Employer Billings-Annually In February, employers receive a Physicians' Fees Adjustment notice for the prior year s physicians fees expenses The adjustment is based on the difference between the provisional and actual physicians fees amount for the entire Schedule 2 group 15
16 Schedule 2 Employer Billings-Annually In the summer of each year employers receive an Administration Charge Adjustment notice for the prior year s administration expenses The adjustment is based on the difference between the administration charges calculated based on provisional admin rate and the actual admin rate 16
17 Interest on A/R Balance Calculated and posted daily to your account Rates are updated on the 1st business day of the month following the Bank of Canada s prime rate change Credit interest is based on WSIB s bank annual prime lending rate less 2% Debit interest is based on WSIB s bank annual prime rate plus 2% Monthly statements indicate interest posted daily to your account 17
