2 PREFACE State Level Bankers Committee is pleased to bring out Annual Credit Plan (ACP) for the State of Madhya Pradesh for the financial year , based on the approved credit plans of all 51 districts in the State. The Plan entails an overall outlay of Rs crores with an increase of 12% over previous year s plan, which will be the minimum benchmark. All commercial banks and other financial institutions operating in the State shall aim for during the current fiscal for credit disbursal under Priority and Non-Priority sector lending in the State. In line with the policy initiatives of both Central and State Governments, the major chunk of the Annual Credit Plan goes to Agriculture, MSME and Housing sectors, with an allocation of Rs crores (74.02%), Rs crores (14.19%) and Rs.6840 crores (4.63%), respectively, in the current financial year. Apart from this, education needs, social infrastructure and other priority sectors are also given due importance in the plan. The bottom up approach towards assessment of Annual Credit Plan, based on the potentiality survey of NABARD and growth pattern of various sectors at block level and above during the preceding few years, makes the Plan more scientific and achievable. I am confident that credit flow under the Plan would work as a catalyst for translation of potentialities, as envisaged in NABARD s survey, into productivity, leading to accelerated socio-economic development of the State and an increase in GDP of the State. The Controlling Offices of the Banks may synchronize their business plans with the ACP to ensure successful implementation of the credit plan. Proper convergence among all stake holders is of immense importance to make the proposed flow of credit a hassle-free process and to achieve avowed objectives of the ACP. 7 GENERAL INFORMATION ABOUT MADHYA PRADESH Madhya Pradesh with an area of 3,08,245 sq.km. is the second largest state in India. It is located in Central India. The state is bound on the north by Uttar Pradesh, the east by Chhattisgarh, the south by Maharashtra and the west by Gujarat and Rajasthan. Total population of Madhya Pradesh as per 2011 census is 7.27 crore, of which male and female are 3.76 crore and 3.51 crore respectively. The scheduled castes and the scheduled tribes constitute a significant portion of the population of the State and constituting 15.54% and 21.04% of the total population respectively. Hindi is the official language of Madhya Pradesh and it is the widely spoken. Apart from Hindi, the languages of Bundeli, Bagheli, Nimari, Marathi, Sindhi, Urdu, and Malwi are the commonly spoken regional dialects. There are several other dialects which are spoken. According to the census of 2011, 90.9% of the state residents followed Hinduism, while others are Muslim (6.6%), Jain (0.8%), Buddhists (0.3%), Christians (0.3%), and Sikhs (0.2%). Agriculture is the main source of livelihood of a large number of the people in the state. Soyabean, Wheat, Paddy, Jowar, Maize, Gram, Mustard, Tuar etc. are the main crops of the state. The average size of land holding was 1.78 hectare as against the all India average of 1.16 hectare. The share of SF/MF in total holdings was 71.46% as against the national average of 85.01%. 10 major rivers viz. Narmada, Tapti, Chambal, Betwa, Shipra, Tawa, Ken, Sone, Pench etc. originate in the state. The climate of the state is subtropical. Alluvial, Medium & Deep Black, Mixed Red & Black are the soil. There are 11 different agro climatic zones in the State. The state is rich in culture. Four sites namely Khajuraho, Devi Jagadambi temple, Buddhist monuments at Sanchi and the rock shelters of Bhimbetka have been declared World Heritage sites by UNESCO. 8 ECONOMY OF MADHYA PRADESH Madhya Pradesh is among the fastest growing states in the country. At prevailing rates, the Gross State Domestic Product (GSDP) of Madhya Pradesh for was Rs 6,39,220 crore, which rose to Rs 7,07,047 crore in GSDP growth at constant prices during the base year was at Rs 3,15,562 crore which has risen to Rs 4,65,136 crore in Between and , the Compound Annual Growth Rate (CAGR) for GSDP was 14.01%. The major crops of Madhya Pradesh are wheat, soybean, gram, sugarcane, rice, maize, cotton, rapeseed, mustard and arhar. Agriculture continues to remain a major source of employment and livelihood in the state. According to Census 2011, 69.8% of total workers, and 85.6% of the total workers in rural areas are dependent on agriculture for livelihood in the State, as compared to 72.3% in rural India. Thus, significant proportion of rural population is dependent directly or indirectly on this sector. Madhya Pradesh is being honoured Krishi Karman Award for the fifth consecutive year from to The state has recorded 18% agriculture growth during the last five years. As per economic survey of the state , the per capita income has increased to Rs 79,907 in from Rs 73,268 in , showing increase of 9.06 per cent in compared to the previous year. As per the budget estimates of FY , the total revenue receipts were estimated at Rs 1,39, crore which is 10.36% higher than previous year while the total debt on the state till March 31, 2017 was estimated at Rs 92, crore. The number of MSME units established in the State has been increasing consistently since In the year , there were registered Micro, Small & Medium Enterprises, which increased to in the year employment were made by these enterprises till the year The state is rich in natural resources. Madhya Pradesh is the sole producer of diamond from Panna. It is also a leading producer of pyrophyllite, copper concentrate, manganese ore, clay and shale. The state is perfectly poised for diversification of agriculture and horticulture crops, strategic promotion of agrobased industries. Due to wildlife tourism and a number of places of historical and religious significance, the tourism industry of the state is growing. State Government has put in place, favourable developmental policies and is also improving its infrastructure facilities. It is one of the fast growing economies in the country. 10 BANKING IN MADHYA PRADESH AS ON BRANCH NETWORK Banking services in the State are covered through a network of 7279 branches (As on ). Of which 2681 (37%), 2307 (32%) and 2291 (31%) branches comprised rural, semi urban & urban branches respectively. At the end of March 31, 2018, there were 42 Commercial Banks (CBs), 3 Regional Rural Banks (RRBs), 1 State Cooperative Bank (MPStCB), 38 District Central Cooperative Banks (DCCBs) and 7 Small Finance Banks (SFBs). At the end of March 31, 2018, net increase of 61 new bank branches have been registered Y- o-y. There are Sub Service Areas (SSAs) in the state, of which 1517 SSAs are covered through branches, while others are covered through business correspondents ATMs are installed in M.P. 11 BUSINESS Total business of the Banks increased to Rs crore during March 31, 2018 from Rs crore in the last year, registering a growth of Rs crore (y-o-y) in absolute terms and 10.63% in percentage terms in line with 9.80% during corresponding period of last year. This growth is in line with the previous growth rate of few years. CREDIT DEPOSIT RATIO Credit-Deposit Ratio (CD ratio) of Madhya Pradesh has increased to 74.69% during Q-4 of current fiscal from 71.25% in previous year i.e. Mar-17. Including credit as per place of utilization, the CD ratio stood at 77.60% as on March 31, CD ratio of Scheduled Commercial Banks (SCBs) also increased to 70.92% as on March 31, 2018 from 67.06% in the last year. Agriculture credit was 36.42% of total credit, which is above the RBI Norm of 18%. Credit to micro enterprises under MSME was 10.18% of the total advances higher than the RBI Norm of 7.5%. 12 HIGHLIGHTS OF THE PERFORMANCE OF THE BANKS DURING FINANCIAL YEAR Public sector banks continued to maintain their leading position accounting for 79.05% of total deposits and 65.62% of bank s credit in March 31, 2018 followed by Private sector banks, Cooperative banks and RRBs with share of 9.67%, 5.84% and 5.44% in deposits and 18.62%, 11.42% and 4.33% respectively. Term deposits constituted the highest share (55%) in aggregate deposits followed by savings deposits (39%) and current deposits (11%) of public sector banks. While deceleration in growth of bank deposits and credit spanned across all population groups, the growth rates in the semi urban areas were higher (y-o-y). Non-Performing Assets (NPAs) of the banks increased from 6.85% of total credit during March 2017 to 8.05% at the end of March 31, In absolute term, it increased by Rs crore (y-o-y) and stood at Rs crore as on Sr Bank Deposits Advances No. of Branches The year-on-year (y-o-y) growth in aggregate deposits worked out to 8.45% in March 31, 2018 which was lower as compared with that in March 2017 i.e %. The year-on-year (y-o-y) growth in credit worked out to % in March 31, 2018, higher than the growth of a year ago i.e. 7.92%. The credit-deposit (C-D) ratio of the state increased to 74.69% at the end of March 31, 2018 from 71.25% a year ago. However, actual CD ratio stood at 77.60% as on after including the utilization of credit as per place of utilisation. As against the target of Rs 1,31,957 crore (priority & nonpriority), under Annual Credit Plan for FY , an amount of Rs crore was disbursed during FY , recording an achievement of 113% above than corresponding period of last year, which was 103%. The Banks disbursed Rs crore to the priority sector as on Mar-18 against the target of Rs crore with achievement index of 71%, which is below the achievement of 80% during corresponding period of previous financial year. The Banks disbursed Rs crore as on March 31, 2018 to the agriculture sector against the target of Rs crore and achieved 64% of the target as against the achievement of 79% during same period of FY Banks have disbursed Rs crores to Micro, Small & Medium Enterprises (MSME) segment during the financial year and achieved 122% of the targets. A significant portion of bank s credit was disbursed to the beneficiaries of Mukhya Mantri Self Employment Schemes, Mudra loans, Stand-up India Loans, PMEGP, NRLM etc. during the year Banks have disbursed Rs 3891 crores to beneficiaries under Weaker Sections. Empowerment of women through all possible economic support routes should continue to get an important place in the economic agenda of the Banking fraternity. Priority Sector lending targets have been fixed at Rs crores i.e. a share of 97.17% of credit plan and Agriculture segment has a major share of Rs crores i.e % of total credit plan outlay. An amount of Rs crore is projected for Crop loan (Production Credit) disbursals for the year Striving towards the creation of sustainable agrarian income for farmers, an Investment credit target of Rs crores has been fixed for banks, which works out to 26.49% of Agriculture lending targets. The potential assessed under Micro, Small and Medium (MSME) enterprises is Rs crore (14.19 percent of total outlay), followed by housing sector with outlay of Rs crore under priority sector (4.63% of total outlay) Education has Rs crore under Priority Sector. Others Priority Sector including export credit, social infrastructure, renewable energy and others have a target of Rs Crore. A provision of Rs crore has been made for weaker sections. Credit assessed by the banks for the year is in line with the PLP of NABARD and it is with Rs crore stood at 94% of the PLP. As against the total PLP of Rs crore for agriculture sector, banks have made provisions of Rs crore. This includes provision of Rs crore for crop loans and Rs crore agriculture term loans. Provision of Rs crore of total allocation for priority has been made for sanctioning loans to Non-Farm Sector activities and Micro, Small & Medium Enterprises comprising manufacturing, processing & service industries as against the PLP of Rs crore. Thrust has been laid on investment credit, which is per cent of total outlay earmarked for agriculture lending with a view to achieve much needed capital formation in agriculture for doubling farmer s income. After thorough sectorwise analysis in consultation with the stake holders, the projections for credit flow under water resource development, irrigation, farm mechanisation, land development, animal husbandry and dairy development, sheep and goat rearing, poultry, plantation and horticulture, etc. were made. Banks have made provision of Rs crore for lending under social infrastructure sectors viz. sanitation, drinking water, school, health care etc. as against the PLP of Rs crore of NABARD. The Banks have planned a rise of 13% over last year s Total Plan of priority sector. Agriculture credit target is growing every year and crossed Rs 1 lakh crore during the fiscal in the state, keeping in view of the need to increase the credit flow to small farmers as well as providing loan access to tenant cultivators. The Ministry of Agriculture, Government of India has set ground level credit (GLC) target for agriculture at Rs. 11 lakh crore for the current financial year for the country. Of which, Rs crore (Rs crore for crop loans & Rs crore for term loans) have been fixed for Madhya Pradesh. In turn, Rs crore has been assessed by the banks for the year , which is 47.64% more than the GLC target of GOI. With regard to lending to the farm sector, a growth of 15% over the previous year has been made by banks in the state, as compared to 10% by the Government of India. Overall disbursement (priority & nonpriority sectors) was Rs crore during the year and achievement was 113% of the targets. 20 KEY POLICY INITIATIVE OF GOVERNMENT OF MADHYA PRADESH Significant progress and development in agriculture have taken place in M.P. in the last couple of decades. Food grain production has more than doubled. Madhya Pradesh Government has prepared a roadmap for doubling farmers income in five years starting from The roadmap has delineated State level sub-sector wise interventions, targets and the financial resources required. MUKHYA MANTRI BHAVANTAR YOJANA (MMBY) This scheme is being implemented to fetch fair price to the farmers on their produce. The scheme is for the welfare of farmers of the State aiming to bring about the changes in the situation of the farmers in case of price deficit of the produce. Under the scheme the farmers will be compensated the difference between the MSP and the price at which the farmer sold his produce in the mandi called as model price. The model price will be calculated by taking the average price of the commodity in Madhya Pradesh and two other states where the crop is grown. To avail the benefits of the scheme farmers were required to register for the scheme and sell their produce at registered agricultural markets. The difference amount in the MM BY will be deposited in the farmers accounts through DBT. 21 MUKHYA MANTRI KRISHAK UDYAMI YOJANA This scheme has been launched for farmer s son/daughter to establish agriculture based/allied a new manufacturing, service & retail unit e.g. agro processing, food processing, milk processing, cold storage, cattle feed, poultry feed, fish feed, custom hiring Centre, tissue culture, cattle feed, vegetable dehydration, Dal mill, rice mill, oil mill, flour mill etc. Project cost- Rs. 50,000/- to 2 crores Eligibility Age years Educational Qualification- Minimum 10 th pass Income- No limit but the applicant's family should not have already established any business or industry and he/she should not be an income tax payer. Financial assistance Margin money- 15% of the project capital cost (Max 12 lakh) for General category 20% of the project capital cost (Max 18 lakh) for BPL category Interest subsidy-6% per year of the project capital cost for women & 5% per year for others for 7 years (max 5 lakh per year) CGTMSE Guarantee fees- At the prevailing rate for 7 years. Farmer s son/daughter will be those whose parents or self-have agriculture land and he/she is not an income tax payer. PANCH PARMESHWAR YOJNA FOR BETTER PANCHAYATS The Panchayat and Rural Development Department of the state Government launched Panch Parmeshwar Yojna in the year 2012 with the objective to empower Gram Panchayats so that these institutions can work more effectively. Under the scheme, funds for various schemes are being provided to panchayats in the state through on-line.
